On September 1, Chinese President Xi Jinping delivered a speech titled "Uniting the SCO's Strength to Enhance Global Governance" at the "SCO+" summit.


 

The speech mentioned that China is willing to actively share the opportunities presented by its ultra-large-scale market and will continue implementing the Action Plan for High-Quality Development of Economic and Trade Cooperation aimed at the Shanghai Cooperation Organization family. Three major cooperation platforms—energy, green industry, and the digital economy—will be established between China and the Shanghai Cooperation Organization. , as well as three major cooperation centers focusing on scientific innovation, higher education, and vocational and technical education, and in the next five years, collaborate with other member states of the Shanghai Cooperation Organization. A plan to implement new projects totaling "10 million kilowatts of photovoltaic power" and "10 million kilowatts of wind power."

Uniting the SCO's Strength to Enhance Global Governance — Speech at the "SCO Plus" Conference (September 1, 2025, Tianjin) President Xi Jinping of the People’s Republic of China, Distinguished Colleagues, This year marks the 80th anniversary of the victory in the World Anti-Fascist War and the founding of the United Nations—a pivotal moment to remember history while working together toward a shared future. Eighty years ago, the devastation of two world wars prompted the international community to reflect deeply, ultimately leading to the establishment of the United Nations and ushering in a new chapter in global governance. Today, though the overarching trends of peace, development, cooperation, and mutual benefit remain unchanged, shadows of Cold War mentality, hegemony, and protectionism continue to linger. Meanwhile, emerging threats and challenges are on the rise, pushing the world into a period of heightened turbulence and profound transformation. As a result, global governance now stands at a critical crossroads. History teaches us that precisely during times of adversity, we must stay true to our original aspiration of peaceful coexistence, reaffirm our confidence in win-win cooperation, and remain steadfast in advancing with the logic of historical progress and riding the waves of epochal development. To this end, I propose a Global Governance Initiative, calling on all nations to join hands in fostering a more just and equitable global governance system, thus jointly building a community with a shared future for humanity. First, we must uphold the principle of sovereign equality, ensuring that every country—regardless of size, strength, or wealth—has an equal voice, equal say, and equal access to the benefits of global governance. We should promote the democratization of international relations and enhance the representation and influence of developing countries in shaping global affairs. Second, we must adhere to the rule of international law, fully and faithfully abiding by universally recognized norms such as the purposes and principles of the UN Charter. This includes guaranteeing the equal and impartial application of international law and rules, rejecting double standards, and refraining from imposing the domestic regulations of a few select nations on others. Third, we must champion multilateralism, embracing a global governance approach based on consultation, collaboration, and shared benefits. By strengthening unity and cooperation, we must firmly oppose unilateralism, safeguard the central role and authority of the United Nations, and ensure that the UN continues to play its indispensable role in addressing global challenges. Fourth, we must prioritize a people-centered approach, reforming and improving the global governance system to enable all peoples to actively participate in and share in the fruits of global governance. This will better equip us to tackle common challenges facing humanity, bridge the North-South development gap, and protect the collective interests of nations worldwide. Finally, we must emphasize action-oriented initiatives, adopting a systematic and holistic strategy to coordinate global efforts effectively. By mobilizing resources from all quarters and delivering tangible outcomes, we can prevent governance from lagging behind or becoming fragmented, ensuring that our collaborative actions remain timely and impactful. Colleagues, In its founding declaration and organizational charter, the Shanghai Cooperation Organization clearly states its commitment to promoting an international political and economic order that is more democratic, fair, and balanced. Over the past 24 years, guided by the "Shanghai Spirit"—mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and pursuit of common development—the SCO has upheld the principles of joint consultation, joint construction, and shared benefits in regional affairs. Through innovative ideas and practical measures, the organization has become a dynamic force driving the evolution and reform of the global governance system. Facing a world undergoing unprecedented changes unseen in a century, the SCO must assume a leading role and set an example in implementing the Global Governance Initiative. Together, we will contribute the "SCO Power" to maintaining global peace and stability. Our member states have already demonstrated their commitment to common security by forging long-term treaties of good-neighborly friendship and cooperation, effectively collaborating on security matters to safeguard regional stability. Moving forward, we will continue to adhere to the principles of non-alignment, non-confrontation, and non-targeting third parties, collectively addressing various threats and challenges. We will also fully leverage the newly established Comprehensive Center for Addressing Security Threats and Challenges, as well as the Drug Control Center, to build a robust regional security community and firmly stand as a stabilizing force amid global turmoil. Moreover, we will showcase the SCO’s dedication to advancing global openness and cooperation. Our member states boast abundant energy resources, vast market potential, and strong internal growth momentum, steadily increasing their contribution to global economic growth. We will remain committed to dismantling barriers rather than erecting them, pursuing integration rather than decoupling, and advancing high-quality Belt and Road cooperation to foster a more inclusive and mutually beneficial globalization. China stands ready to actively share the opportunities presented by its ultra-large-scale market and will continue implementing the Action Plan for High-Quality Development of Economic and Trade Cooperation within the SCO family. China will establish three major cooperation platforms under the China-Shanghai Cooperation Organization framework: energy, green industries, and the digital economy. , as well as three major cooperation centers focusing on scientific innovation, higher education, and vocational and technical education, and in the next five years, collaborate with other member states of the Shanghai Cooperation Organization. We warmly welcome countries to utilize the BeiDou Satellite Navigation System and encourage nations with the necessary conditions to participate in the construction of the International Lunar Research Station. Together, we must set a "Shanghai Cooperation Organization (SCO) model" for promoting the common values of humanity. Member states have witnessed vibrant cultural exchanges and robust people-to-people interactions, as diverse civilizations continue to thrive and flourish. Moving forward, we will further foster mutual learning among civilizations, writing a brilliant chapter of peaceful coexistence, harmony, and cooperation among nations with distinct historical heritages, social systems, and stages of development. China will successfully host the SCO Forum on Political Parties, the Forum on Green and Sustainable Development, and the Traditional Medicine Forum. Over the next five years, China will provide medical assistance to 500 children from SCO member states suffering from congenital heart disease, perform 5,000 cataract surgeries, and carry out 10,000 cancer screenings. Moreover, we are committed to taking "SCO actions" to uphold international fairness and justice. Member states will adhere to principles of impartiality and equity, actively engaging in international and regional affairs while safeguarding the collective interests of the Global South. We will continue firmly opposing hegemony and power politics, practicing genuine multilateralism, and stepping up as a key force driving global multipolarity and the democratization of international relations. China supports the SCO in expanding cooperation with multilateral mechanisms such as the United Nations, ASEAN, the Eurasian Economic Union, and the Conference on Interaction and Confidence-Building Measures in Asia (CICA), working together to maintain the global economic and trade order and jointly enhance global and regional governance. Colleagues, as the saying goes, "He who wields the great elephant wins the world." In just two days, China will solemnly hold a grand commemorative event in Beijing marking the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War—many of you will be attending.
