The Party Leadership Group of the China Energy Group Conveys and Studies the Spirit of General Secretary Xi Jinping's Recent Important Speeches and Articles

On August 29, Zou Lei, Party Secretary and Chairman of the State Energy Group, presided over a Party Group meeting to convey and study the important speech delivered by General Secretary Xi Jinping during his review of the work report from the Tibet Autonomous Region Party Committee and Government, as well as the key article "Promoting the Healthy and High-Quality Development of the Private Economy," published in the journal *Qiushi*. The meeting also discussed measures for implementing these directives. Attending the meeting were Feng Laifa, General Manager and Deputy Party Secretary of the Group; Xu Xinfu, Deputy Party Secretary; and Party members Fu Zhenbang, Yang Peng, Wang Yimin, Yan Guochun, and Liu Jingshan.

The meeting noted that General Secretary Xi Jinping led the Central Delegation to attend the celebration marking the 60th anniversary of the establishment of the Tibet Autonomous Region, engaging deeply with cadres and people from all ethnic groups and sectors in Tibet, and delivering an important speech. This fully demonstrates the CPC Central Committee's high regard for Tibet's work and its heartfelt care for cadres and people of all ethnic groups in Tibet, injecting powerful momentum into the endeavor of building a new socialist modernized Tibet and providing clear guidance for forging ahead.

The meeting emphasized that the Group Corporation must deeply study and thoroughly understand the important speech delivered by General Secretary Xi Jinping, fully implement the Party’s guiding principles for governing Tibet in the new era, and contribute to building a new, modernized Tibet that is united, prosperous, culturally vibrant, harmonious, and beautiful. First, we must elevate our political awareness and deeply recognize that the Corporation’s development and construction efforts in Tibet carry a glorious mission: to implement the nation’s energy strategy, expand the Corporation’s growth prospects, and support Tibet’s long-term stability, security, and high-quality development. We should firmly position Tibet as a key region for the Corporation’s growth, focusing on the “four major priorities”—stability, development, ecology, and border strengthening—and simultaneously advance regional development while safeguarding national energy security. Second, we must align ourselves with and serve the broader national development agenda. This means carefully planning the Corporation’s development strategies in Tibet, steadily advancing the development and construction of hydropower resources and other projects, and actively promoting the high-quality growth of the Corporation’s business operations in the region. Third, we must earnestly put into practice Xi Jinping’s Thought on Ecological Civilization, strengthening ecological protection on the plateau. It is crucial to ensure that project development and environmental conservation move forward in tandem, continuously enhancing the Corporation’s capabilities in ecological and environmental protection in Tibet. Finally, we must proactively fulfill the responsibilities of a central state-owned enterprise by vigorously implementing aid-to-Tibet initiatives, showing care and concern for employees working in Tibet, and supporting Tibet’s modernization efforts.

The meeting emphasized the need to thoroughly study and implement the important principles outlined in General Secretary Xi Jinping’s article, "Promoting the Healthy and High-Quality Development of the Private Economy," published in the journal *Qiu Shi*. It is crucial to accurately grasp the CPC Central Committee’s strategic plans and key directives aimed at fostering the growth and development of the private sector, while steadfastly upholding and putting into practice the "two unwavering commitments." We must firmly support the high-quality development of the private economy. All participants were urged to align their thoughts and actions with the CPC Central Committee’s decisions and arrangements for economic work, as well as its expectations for the private sector. It is essential to fully recognize the vital role and significant contributions of the private economy in driving national economic growth, and to provide unwavering support for its expansion and strengthening. Moreover, the meeting called for actively promoting cooperation and exchanges across industrial and supply chains, with a particular focus on market-oriented operations and clean energy development—areas where private enterprises can play a pivotal role. By doing so, we can achieve synergistic development with private firms. Finally, the meeting highlighted the importance of boosting innovation-driven collaboration, accelerating breakthroughs in critical technologies, and encouraging mutual inspiration and learning between public and private sectors. Together, we can leverage our respective strengths, foster win-win partnerships, and jointly unlock new opportunities for growth and success.

The group company's general assistants and chief engineers, along with heads of relevant departments, attended the meeting as observers.
