Recently, a public notice was issued inviting comments on the "Implementation Plan for Beijing Municipality's Renewable Energy Development and Utilization Regulations (Draft for Soliciting Opinions)." The document states:
Integrate the development and utilization of renewable energy into national economic and social development plans as well as annual programs, Strengthen organizational leadership and overall coordination, and promptly address and resolve major issues in the course of work.
Deepen the construction of a new-type power system. Formulate the "Beijing Municipal Implementation Plan for Building a New-Type Power System," establish a robust and smart grid, and enhance the power system's flexible regulation capabilities. Promote high-quality development of the city's distribution network, conduct assessments on the grid integration capacity and enhancement measures for distributed energy resources in the city, and establish a quarterly mechanism for publicly releasing the available capacity of the distribution network. Regularly publish grid connection technical standards, typical design solutions, and other relevant information to build a new capital-wide distribution system that is "safe and efficient, clean and low-carbon, flexible and adaptable, and intelligently integrated." Additionally, develop a handbook outlining the procedures for connecting renewable energy sources to the grid, detailing the requirements of each step to ensure a transparent and streamlined process for project grid integration. Establish and improve a new energy storage management system. With Fangshan New Energy Storage Power Station Application Demonstration Zone Taking the construction as an opportunity, we will establish and improve a comprehensive system for the approval, construction, operation, and regulation of energy storage power station projects, and gradually promote its implementation. Develop operational guidelines for new energy storage power stations and related systems for supervision and management. 。 Promote demonstration applications in multiple fields such as user-side electricity storage and thermal energy storage. , leveraging key initiatives to drive the healthy development of the new energy storage industry. Promote the construction of the Yanqing Baihe and Mentougou Yingchaquan pumped-storage hydroelectric projects.
Promote the development of hydrogen energy infrastructure and its multi-sector applications. Promote the establishment of a hydrogen energy infrastructure network system that covers the entire city and extends to Beijing-Tianjin-Hebei. Diversify the layout of local hydrogen production pilots, advance the construction of integrated hydrogen production and refueling stations, and effectively leverage Yanshan Petrochemical's local industrial by-product hydrogen purification project. Actively planning green hydrogen transportation pipelines, promoting the construction of transmission channels for the green electricity-to-hydrogen project in Ulanqab City, Inner Mongolia, and exploring the feasibility of building hydrogen pipelines within the Beijing-Tianjin-Hebei region.
Focusing on vehicle development needs and application scenarios, Plan, reserve, and optimize hydrogen refueling facilities within the city area. "Further accelerate the expansion and increase of hydrogen fuel cell vehicles within the city area, boosting vehicle utilization rates and operational mileage, particularly within the city's industrial parks." Pilot programs will be launched to apply hydrogen-powered bicycles and expand application scenarios for hydrogen-powered drones. , Promote the research and development of hydrogen-related technologies and equipment for application in the aviation sector. Accelerate the development of cross-regional hydrogen transportation corridors in Beijing-Tianjin, Beijing-Tangshan, and Beijing-Baoding-Shijiazhuang areas, as well as surrounding regions. Establish a green electricity consumption accounting mechanism based on green certificates, enhance the closed-loop management system covering the entire lifecycle of green certificates, and standardize the cancellation process of green certificates. Leverage the leading role of government departments, public institutions, and state-owned enterprises to expedite the increase in the proportion of green electricity consumption across key sectors and industries, such as public service organizations and data centers. Promote new and expanded data centers built in 2025 and beyond to achieve a green electricity share exceeding 80%, and encourage these facilities to reach 100% green electricity by 2030. Encourage industry leaders, multinational corporations and their supply-chain enterprises, as well as export-oriented companies, to build green industrial and supply chains, and establish a number of "green factories" and "green parks" that rely heavily on environmentally friendly, renewable energy. Promote green charging stations and support new-energy vehicles in using clean electricity.
Support scientific research and development, as well as industrial growth. Support enterprises, universities, and research institutions in participating in the construction of innovation platforms and public service platforms in the renewable energy sector, and promote the development of key scientific infrastructure such as specialized laboratories and engineering research centers. Additionally, organize and facilitate the application process for national key R&D programs focusing on areas like hydrogen energy and energy storage. The "Beijing Municipal Implementation Plan for Developing Green Advanced Energy and Low-Carbon Environmental Protection Industries" has been issued and put into effect. Support the development of renewable energy industries—such as photovoltaic, wind power, geothermal, waste heat from sewage (renewable water), advanced energy storage, hydrogen energy, and smart grids—that align with the region's industrial layout. Promote the improvement of upstream and downstream industrial chains and supply chains, and support the development of comprehensive and specialized renewable energy industry clusters and application demonstration zones.

To implement the "Beijing Municipal Renewable Energy Development and Utilization Regulations" effectively, establish a robust renewable energy target planning system, refine supporting policies for renewable energy, accelerate the promotion and application of renewable energy sources, and drive the city’s green and low-carbon economic and social transformation, the Beijing Municipal Development and Reform Commission has drafted the "Implementation Plan for the Beijing Municipal Renewable Energy Development and Utilization Regulations (Draft for Public Comment)." The draft is now open to public consultation, and we welcome feedback and suggestions from all sectors of society.
