Implementation Plan for Promoting the Construction of 'Good Houses' in Dalian City
To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee, implement the Central Urban Work Conference, practice the concept of a people-centered city, accelerate the establishment of a new real estate development model, build "Good Houses" that meet the new expectations of the people, promote the stable and healthy development of our city's real estate market, and based on our city's actual conditions, this implementation plan is formulated.
I. Overall Requirements
(1) Guiding Ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress and the second and third plenary sessions of the 20th Central Committee, adhere to the general principle of seeking progress while maintaining stability, fully, accurately, and comprehensively implement the new development philosophy, accelerate the construction of a new development pattern, with the fundamental purpose of meeting the people's growing needs for a better life, insist on high-quality development, focus on improving housing quality, enhance living conditions, strive to build good houses for the people, and continuously enhance their sense of gain, happiness, and security.
(2) Work Objectives
Thoroughly implement the national and provincial decisions and deployments regarding "Good Houses," guide real estate developers to build commercial housing into "Good Houses," prioritize the construction of new government affordable housing as "Good Houses," and use urban renewal as a means to transform old houses into "Good Houses." By the end of 2025, preliminarily establish a standard system and policy support system for good house construction adapted to our city's actual conditions, create a batch of model "Good House" projects, significantly improve housing quality, and noticeably boost confidence in the real estate market. By the "15th Five-Year Plan" period, all new residential projects in the city will be constructed according to "Good House" standards, residents' living environments will continuously improve, the supply and demand structure of the real estate market will be more reasonable, urban renewal will continue to advance, affordable housing supply will be more sufficient, and the real estate market will achieve high-quality development, enabling the people to live in better houses and meet their better life needs and aspirations.
II. Key Tasks
(1) Optimize the Supply of "Good Houses" in the Market
1. Promote adjustment of housing supply structure. According to market demand and population trends, scientifically formulate Dalian's housing development plan, strengthen top-level design, and support the construction of high-quality residences.
2. Optimize housing design. Guide real estate developers to optimize residential unit designs and improve space utilization. Promote unit designs with reasonable functional zoning, separation of active and quiet areas, and north-south ventilation to meet the needs of different family structures and lifestyles.
3. Activate the "Good House" consumer market. In conjunction with events like the Dalian Housing Fair, study and formulate housing purchase subsidy policies, provide monetary subsidies to eligible buyers, and stimulate housing consumption potential. Support residents in "selling old and buying new" housing to promote a healthy circulation of first-hand and second-hand housing.
(2) Promote the Construction of Affordable "Good Houses"
1. Improve the quality of affordable housing construction. Reasonably determine the scale and layout of affordable housing construction, strictly implement affordable housing construction standards, and promote the implementation of "Good House" standards in new affordable housing. Strengthen project quality supervision to ensure the quality and safety of affordable housing. Optimize affordable housing unit designs, reasonably arrange functional spaces, and improve living comfort.
2. Improve supporting services for affordable housing. Implement synchronized planning, construction, and delivery of infrastructure such as water, electricity, gas, heating, communication, and public service facilities including education, medical care, commerce, and culture. Improve property service standards for affordable housing, enhance property service levels, and provide a good living environment for the beneficiaries.
(3) Enhance the Living Quality of Existing Housing
Deeply implement urban renewal actions. Based on the "Dalian City Urban Renewal Special Plan," determine the overall scale and short-, medium-, and long-term goals of urban renewal. Carry out renovation of old residential communities in conjunction with urban renewal actions to improve their comfort levels. Improve urban infrastructure and public service facilities to enhance residents' living environments.
(4) Promote Green, Intelligent, and Safe Construction
1. Increase the proportion of star-rated green buildings. New residential projects shall fully implement the "Green Building Evaluation Standard" (GB50378), encourage the construction of high star-rated green buildings, and achieve a proportion of over 40% of new star-rated green buildings by the end of 2025. Strengthen design review, construction supervision, and completion acceptance of green building projects to ensure the implementation of green building standards. Establish a mechanism for promoting and applying green building materials, continuously implement the adoption of green building materials, and encourage the priority use of green building materials in new and renovated residential projects. Actively promote the application of new materials and technologies to improve housing greening levels.
2. Improve the application level of intelligent construction. Fully promote the application of BIM technology in new residential projects, explore digital management of the entire lifecycle from planning and design, construction, to operation and management. Encourage enterprises to develop and apply new technologies and equipment such as construction robots and intelligent construction devices to improve automation and intelligence in construction. Strengthen safety supervision of construction robots and intelligent construction equipment to ensure construction safety.
3. Strengthen quality supervision of "Good Houses." Focus on strengthening quality supervision to continuously promote the implementation of "Good Houses" from paper to reality. In line with the Ministry of Housing and Urban-Rural Development's requirements for key rectification of urban residential construction quality issues, regularly conduct special inspections on common quality problems in housing construction projects under construction in our city, further enhance the effectiveness of housing construction quality supervision, hold construction units primarily responsible for quality, and continuously enhance residents' living experience and happiness.
(5) Improve Housing Supporting Facilities and Property Services
1. Promote the construction of complete communities. According to the Ministry of Housing and Urban-Rural Development's "Standards for Building Complete Residential Communities (Trial)," improve community service facilities, create livable living environments, promote intelligent services, improve community governance mechanisms, and enhance residents' quality of life.
2. Implement property service improvement actions. Focus on issues such as inadequate property service performance, carry out centralized rectification of property services, further regulate property service behaviors, continuously improve property service quality, and promote high-quality development of the property service industry. Enhance refined and intelligent property management, encourage property service units to use technologies such as the Internet of Things, big data, and artificial intelligence to achieve intelligent community management, and improve intelligence in community security, property management, and public services. Provide residents with convenient, efficient, and personalized smart living services.
(6) Improve Housing Quality and Create Model "Good House" Projects
1. Improve the technical standards system. Build a standards system that connects and complements national mandatory standards and local technical guidance documents, compile the "Dalian City Good House Technical Guidelines (Trial)" and "Dalian City Good Community Technical Guidelines (Trial)," with the core guiding ideology of "safety, comfort, green, and intelligence," and construct a high-quality residential full lifecycle technical system around six dimensions: "livable space, climate adaptability, age-friendliness, green intelligence, low carbon emission reduction, and market demand," providing technical guidance for good house construction.
2. Strengthen the promotion and application of new technologies. Support real estate development and construction enterprises, material production enterprises, and others to cooperate with research institutions and universities to carry out residential technology research and development and application demonstrations, promote the application of new technologies, new processes, new materials, and new equipment, and advance the modernization of the residential industry.
3. Strengthen the leadership of model projects. Encourage real estate development enterprises to build model projects according to the "Good House" standards, focusing on creating exemplary "Good Houses" of various types such as affordable housing and existing building renovations. Innovate in planning and design, building materials, construction processes, and intelligent applications to form high-quality housing models with distinctive Dalian regional characteristics. Strictly implement the "Residential Project Specification" (GB 55038), continuously expand the scale of model projects based on the principle of building a batch and reserving a batch. Create benchmark projects to expand the leading effect and drive the construction of more Dalian "Good House" projects.
III. Guarantee Measures
(1) Strengthen policy coordination
Relevant departments should enhance communication and coordination, work closely together, and form a joint effort. Strengthen policy coordination and linkage to ensure that various policy measures are connected and effectively implemented.
(2) Increase financial support
Increase fiscal investment, actively strive for support from national special funds for urban renewal and other national and provincial special funds. Encourage financial institutions to innovate product services and support housing construction and urban renewal projects. Attract social capital participation and broaden funding sources. Regularly implement the urban real estate financing coordination mechanism, promote the landing of more "white list" projects, and meet the reasonable financing needs of real estate development enterprises.
(3) Strengthen supervision responsibilities
Establish and improve the supervision and inspection mechanism for "Good House" construction, implement local supervision responsibilities, strengthen supervision and inspection of all participating units throughout the entire process of "Good House" construction to ensure the implementation of "Good House" standards and build "Good Houses" well.
(4) Strengthen publicity and guidance
Make full use of newspapers, television, the internet, and other media to widely publicize the importance, policy measures, and achievements of "Good House" construction, enhancing the awareness and participation of all sectors of society in "Good House" construction. Timely summarize and promote advanced experiences and typical cases of "Good House" construction, guide real estate development enterprises and the public to establish correct housing consumption concepts, and create a good public opinion atmosphere.
