On August 22, the Hubei Provincial Development and Reform Commission announced the public solicitation of opinions on the "Implementation Rules for the Development and Construction Management of Distributed Photovoltaic Power Generation in Hubei Province (Draft for Comments)" by the Hubei Energy Bureau.
The announcement pointed out that distributed photovoltaic power for natural person household and non-natural person household users can choose full grid connection, full self-use, or self-use with surplus power fed into the grid modes. General industrial and commercial distributed photovoltaics can choose either full self-use or self-use with surplus power fed into the grid modes. Large industrial and commercial distributed photovoltaics shall, in principle, choose the full self-use mode.

For general industrial and commercial distributed photovoltaics built in public institutions, the grid-connected electricity volume can be flexibly determined according to actual conditions. For those belonging to industrial and commercial factories, the annual self-use electricity volume shall, in principle, not be less than 50% of the annual power generation. Project units are encouraged to increase the self-use ratio through photovoltaic-storage coordination, flexible load scheduling, and other methods.
 

Large industrial and commercial distributed photovoltaics can participate in the spot market using the self-use with surplus power fed into the grid mode. ， The grid-connected electricity volume of other distributed photovoltaic power generation projects shall, in principle, fully enter the power market. Specific implementation shall follow national and provincial relevant regulations and market rules.

It should be noted that photovoltaic power generation facilities built on the roofs of new energy vehicle charging and swapping stations and combined with infrastructure such as street lamps shall be managed with reference to general industrial and commercial distributed photovoltaics. Agrivoltaic, fishery-photovoltaic complementary, and small ground-mounted photovoltaic power stations shall be managed as centralized photovoltaic power stations.
 

Distributed photovoltaic power generation projects adopting the full self-use mode are not subject to local open capacity restrictions. 。
