01 Current Status of Energy Saving and Carbon Reduction in the Building Sector in Hunan Province In 2024, Hunan Province's building sector shows a comprehensive green transformation trend. From the perspective of large-scale development of green buildings, In 2024, the newly completed green building area in urban areas across the province reached 61.16 million square meters, accounting for as high as 95.37% of new buildings, far exceeding the national average, indicating that Hunan Province has formed a scale effect in promoting green buildings. By the end of 2024, the cumulative green building area in urban areas across the province reached 469.63 million square meters, with 1,000 green building labels obtained. During the 14th Five-Year Plan period, 6,935 energy-saving government agencies were established, accounting for 90.1% of all provincial party and government agencies. 02 Key Tasks of the "Implementation Plan" Strictly Enforce Energy Saving and Carbon Reduction Requirements for New Buildings 1) Optimize energy-saving and carbon reduction design for new buildings: prioritize natural lighting, ventilation, shading, and insulation design; use high-efficiency, energy-saving, and low-carbon equipment; improve insulation, structural safety, and fire resistance of building envelopes such as walls, roofs, doors, and windows. 2) Increase the proportion of star-rated new buildings: government-invested or government-led public buildings with a building area over 3,000 square meters must meet the one-star green building standard; public buildings over 20,000 square meters must meet the one-star standard; super high-rise building projects must meet the three-star green building standard; encourage government-invested public welfare buildings to be built according to ultra-low energy consumption, near-zero energy consumption, low-carbon, or zero-carbon building standards. Increase efforts to save energy and reduce carbon in existing buildings 1) Promote energy-saving renovations of existing urban buildings: formulate annual renovation plans for existing buildings, coordinate energy-saving renovations with urban renewal, old community renovations, and dilapidated house renovations. Determine key energy-consuming equipment such as air conditioning, lighting, elevators, and key renovation items such as exterior wall insulation and door and window upgrades based on building safety and local conditions. Energy efficiency of residential building renovations should meet current standards; public building renovations without energy-saving measures should achieve an overall energy efficiency improvement of over 20%. 2) Strengthen energy-saving and carbon reduction management in building operations: promote high-efficiency, energy-saving, and low-carbon appliances and accelerate the elimination of inefficient and outdated energy-consuming equipment. Establish and improve public building energy supervision systems and data-sharing mechanisms for water, electricity, gas, and heat consumption in residential buildings; enhance monitoring capabilities for building energy consumption and carbon emissions. Promote market-based service models such as energy performance contracting and provide energy cost management services for public institutions with high energy-saving potential. 3) Strictly manage building demolition: promote organic urban renewal according to local conditions, adhere to the principle of "retain, renovate, demolish," strengthen repair, renovation, and preservation of old buildings. Strengthen on-site management of demolition operations and strictly implement the "six 100%" dust control measures. 03 Promote Low-Carbon Transformation and Upgrading of Building Energy Use 1) Promote photovoltaic integration in buildings Pilot the promotion of photovoltaic integration in new buildings; under the premise of ensuring safe consumption of renewable energy, promote the installation of photovoltaic systems in newly built factories and public buildings with suitable conditions, adapting to local circumstances. Actively and steadily advance the installation of photovoltaic systems on existing buildings; when adding or modifying photovoltaic systems on existing buildings, include building safety requirements in the review process. 2) Improve the electrification level of building energy use Promote electrification and low-carbon transformation of building energy use; carry out electrification renovations in large public buildings; encourage the use of electrification for heating and cooling. Conduct demonstrations of grid-friendly buildings; promote the application of technologies such as smart microgrids, "photovoltaic-storage-direct-flexible" systems, cold and heat storage, and flexible load regulation; prioritize consumption of renewable energy electricity; actively participate in power demand-side response; enhance the flexibility of building energy use. 04 Promote the Development of Green and Low-Carbon Construction 1) Strengthen green construction management Carry out green planning, implement green design, strengthen green construction, and promote green delivery; enhance whole lifecycle management of construction projects. Promote energy-saving construction equipment; coordinate comprehensive utilization of temporary and permanent construction facilities. 2) Accelerate the development of prefabricated buildings Implement a three-year action plan to enhance the development of prefabricated buildings; for building types suitable for industrialized construction, promote classified advancement according to the "Six Ones" model. 3) Promote intelligent construction Promote the application of BIM technology throughout the design, production, and construction processes; promote the engineering general contracting model (EMPC) in the field of prefabricated buildings. 4) Promote green building materials Promote the certification of green building materials products and support Zhuzhou City and Hengyang City in carrying out pilot work for "government procurement."
