Gansu launches incremental bidding under Document No. 136, material submission starts on September 15

PV Headlines learned that on August 22, State Grid Gansu Electric Power Company issued the "Announcement on the Organization of Incremental New Energy Project Mechanism Electricity Quantity Competition and Bidding for 2025 by State Grid Gansu Electric Power Company."

In 2025, new energy bidding with equal rights on the same platform will be organized in two batches. The first batch includes new energy projects that have been put into operation or are planned to be put into operation between June 1, 2025, and December 31, 2025. The second batch includes new energy projects that have been or are planned to be put into operation between January 1, 2026, and December 31, 2026, and have not been included in the mechanism execution scope before. Projects not selected in the current bidding can continue to participate in subsequent bidding, while projects selected and announced in the current bidding cannot participate in subsequent bidding again.

For the first batch of bidding projects, the electricity volume included in the mechanism is 830 million kWh. For the second batch, the electricity volume included in the mechanism is 1.52 billion kWh.

New energy projects that have been put into operation from June 1, 2025 (inclusive) to the announcement of the bidding and have not been included in the mechanism execution scope. New energy projects that have been included in the mechanism but have expired or applied for withdrawal during the execution period will no longer be included in the mechanism execution scope and are not allowed to participate in bidding.

New energy projects not yet put into operation at the time of the bidding announcement but assessed by the project construction unit to be able to be put into operation within the bidding cycle and not previously included in the mechanism execution scope.

Distributed power aggregators. Distributed power aggregators should be power sales companies or virtual power plants registered with Gansu Electric Power Trading Center Co., Ltd.

The upper and lower limits for bidding in the first and second batches are the same: the upper limit is 0.2447 yuan/kWh, and the lower limit is 0.1954 yuan/kWh.

For each project, the electricity volume included in the mechanism annually: for projects not yet put into operation when selected, the volume is averaged monthly based on the number of days from the declared operation date to December 31 of that year. For projects already put into operation when selected, the volume is averaged monthly based on the number of days from January 1 to December 31 of the bidding cycle.

The submission period for bidding materials for new energy projects participating in the first batch is from 8:30 on September 15 to 24:00 on September 16. Failure to complete on time will be regarded as forfeiting the bidding qualification. The bidding results will be announced at the end of October.

The submission period for bidding materials for the second batch is from 8:30 on November 3 to 24:00 on November 4.
