The photovoltaic industry fights against internal competition, holding another major meeting!

After 46 days, the Ministry of Industry and Information Technology once again organized a symposium to further regulate the competitive order of the photovoltaic industry.

According to the WeChat public account of the Ministry of Industry and Information Technology Micro Report, on August 19, the Ministry of Industry and Information Technology, the Central Social Work Department, the National Development and Reform Commission, the State-owned Assets Supervision and Administration Commission, the State Administration for Market Regulation, and the National Energy Administration jointly held a photovoltaic industry symposium. Relevant photovoltaic manufacturing and power generation enterprises, the China Photovoltaic Industry Association, and heads of local industrial and information technology departments attended the meeting.

This meeting contrasts with the photovoltaic symposium organized by the Ministry of Industry and Information Technology on July 3. At that time, 14 photovoltaic manufacturing enterprises and industry association leaders participated in the exchange, while this meeting added several departments related to industry governance effectiveness.

The meeting required all parties in the photovoltaic industry to deeply understand the importance of regulating competitive order for the high-quality development of the photovoltaic industry and jointly promote the healthy and sustainable development of the industry. First, strengthen industry regulation. Enhance management of photovoltaic industry project investments, and promote the orderly exit of outdated capacity through market-oriented and law-based methods. Second, curb low-price disorderly competition. Improve price monitoring and product pricing mechanisms, and crack down on illegal activities such as selling below cost and false marketing. Third, regulate product quality. Crack down on behaviors such as lowering quality control, overstating product power, and infringing intellectual property rights. Fourth, support industry self-discipline. Leverage the role of industry associations to advocate fair competition and orderly development, strengthen technological innovation leadership, strictly uphold quality and safety standards, and effectively maintain a good development environment for the industry.

Since early July, influenced by the anti-internal competition "strong expectations," the self-discipline convention of "no sales below cost," and some production cuts, prices of silicon materials and wafers have risen sharply, and prices of cells and modules have also recovered somewhat.

It is worth mentioning that the Ministry of Industry and Information Technology has mentioned strengthening governance of key industries such as photovoltaics more than once. On July 28, a symposium of national industrial and information technology department leaders was held in Beijing, where the Ministry clearly stated it will strengthen governance of key industries like photovoltaics, using standards to push the exit of outdated capacity.

Shenwan Hongyuan Analysis The "anti-internal competition" measures have evolved from initial industry self-discipline to a policy system of supply-side 2.0, a unified national market, and coordinated market-oriented factor reforms. Photovoltaics, automobiles, agriculture, and cyclical commodities will benefit first. The clearing of photovoltaic capacity and technological iteration, differentiated breakthroughs in automobiles, improved profitability stability in agriculture, and supply-demand rebalancing in cyclical commodities together form the main theme of the recent structural market trend.
