On August 19, the Ministry of Industry and Information Technology, the Central Social Work Department, the National Development and Reform Commission, the State-owned Assets Supervision and Administration Commission, the State Administration for Market Regulation, and the National Energy Administration jointly held a symposium on the photovoltaic industry to deeply study and implement the important instructions and directives of General Secretary Xi Jinping, implement the decisions and deployments of the Party Central Committee and the State Council, and further regulate the competitive order of the photovoltaic industry. Li Lecheng, Secretary of the Party Leadership Group and Minister of the Ministry of Industry and Information Technology, attended the meeting and delivered a speech, while Vice Minister Xiong Jijun presided over the meeting. Relevant photovoltaic manufacturing and power generation enterprises, the China Photovoltaic Industry Association, and responsible persons from relevant local industrial and information technology departments attended the meeting.
The meeting required all parties in the photovoltaic industry to deeply understand the important significance of regulating the competitive order for the high-quality development of the photovoltaic industry and jointly promote the healthy and sustainable development of the industry. First, strengthen industrial regulation. Enhance the management of photovoltaic industry project investments and promote the orderly exit of outdated production capacity through market-oriented and law-based approaches. Second, curb low-price and disorderly competition. Improve price monitoring and product pricing mechanisms, and crack down on illegal activities such as selling below cost and false marketing. Third, regulate product quality. Crack down on behaviors such as lowering quality control, falsely labeling product power, and infringing intellectual property rights. Fourth, support industry self-discipline. Leverage the role of industry associations to advocate fair competition and orderly development, strengthen leadership in technological innovation, strictly adhere to quality and safety bottom lines, and effectively maintain a good development environment for the industry.
