Carbon Neutrality Focus | National Energy Administration Announces First Batch of Green Liquid Fuel Pilot Projects

At a critical time of profound adjustment in the global energy landscape and accelerated advancement of the "dual carbon" goals, ensuring energy security and promoting green and low-carbon transformation have become core issues for the high-quality development of China's economy and society. As an important alternative to traditional fossil energy, green liquid fuel's technological breakthroughs and industrial applications are not only related to the optimization and upgrading of the energy structure but also strategically significant for cultivating new productive forces in the energy sector and stimulating new development momentum. To implement the decisions and deployments of the Party Central Committee and the State Council, the National Energy Administration, based on relevant management measures and after strict expert review, has selected 9 representative projects to carry out the first batch of green liquid fuel technology research and industrial pilot projects, officially announced on August 7, 2025. This series of measures not only strongly promotes innovation in green energy technology but also serves as an important practice in building a clean, low-carbon, safe, and efficient energy system, injecting strong momentum into China's energy transition and sustainable development.

The following is the original notification text

To all relevant units:

   To implement the decisions and deployments of the Party Central Committee and the State Council, ensure energy security, promote green transformation, advance new technologies, new models, and new business formats in the field of green liquid fuels, cultivate new productive forces in the energy sector, and enhance new development momentum, our bureau has organized the application and review work for green liquid fuel technology research and industrial pilot projects.

   According to the "National Energy Administration Technical Demonstration and Reform Pilot Work Management Measures" (Guo Neng Zong Tong Fa Gai [2023] No. 61) and other relevant requirements, after organizing expert reviews, it is proposed to support 9 projects including State Investment Bio's 30,000 tons/year cellulose fuel ethanol to carry out green liquid fuel technology research and industrial pilot work, now publicly announced (see attachment for details).

   During the announcement period, any unit or individual may raise objections to the announced content. Relevant materials should indicate the real name and contact information, and the unit or individual raising objections should be responsible for the authenticity of the related materials. Anonymous or baseless objections and improper requests will not be accepted.
