Issuance of the Inner Mongolia Autonomous Region Zero-Carbon Park Cultivation and Construction Plan!

8 On the 11th of the month, the Energy Bureau of the Development and Reform Commission and the Department of Industry and Information Technology of Inner Mongolia Autonomous Region issued the "Inner Mongolia Autonomous Region Zero-Carbon Park Cultivation and Construction Plan".

Phase One: In 2025, initiate the application and selection process for zero-carbon park construction, and determine the list of zero-carbon parks to be cultivated and constructed in the autonomous region. Adhere to classified construction, encourage and support different types and foundational condition parks to pilot first, focusing on various aspects of zero-carbon park construction. For those meeting national standards, strive to include them in the first batch of national zero-carbon park pilots.

Phase Two: From 2026 to 2028, comprehensively carry out the construction of national and autonomous region-level zero-carbon parks. Regularly conduct evaluations of zero-carbon park construction to promote construction through assessment and combine evaluation with construction, building a batch of high-quality national and autonomous region-level zero-carbon parks. During the construction of autonomous region-level zero-carbon parks, cultivate and apply for national-level zero-carbon parks in batches.

Phase Three: By 2030, deepen the exploration and practice of zero-carbon park construction, with more autonomous region-level zero-carbon parks included in the national zero-carbon park pilot program. Strengthen summary and publicity, actively promote replicable and referable typical experiences and practices, improve related policy mechanisms, technical pathways, standards, norms, and operation models, making zero-carbon parks new drivers, engines, and growth points for green and low-carbon development.

Construction Content:

(1) Build zero-carbon park power grid systems. (2) Strengthen the supply and consumption of high proportions of green electricity. (3) Enhance energy storage and flexible load management. (4) Vigorously promote energy-saving and carbon-reduction renovations in parks. (5) Cultivate new momentum for green and low-carbon industries. (6) Strengthen resource conservation and intensive use in parks. (7) Improve and upgrade park infrastructure. (8) Promote carbon capture utilization and carbon sink development. (9) Build a green smart energy and carbon management platform. (10) Enhance comprehensive carbon-related service capabilities in parks. (11) Strengthen the formulation of zero-carbon standards and rules.

In accordance with the national and autonomous region's deployment on zero-carbon park construction, to actively and steadily promote carbon peak and carbon neutrality, and accelerate the comprehensive green transformation of economic and social development, based on the "Notice on Carrying out Zero-Carbon Park Construction" issued by the National Development and Reform Commission, Ministry of Industry and Information Technology, and Energy Bureau (Fa Gai Huan Zi [2025] No. 910), and the "Inner Mongolia Autonomous Region High-Quality Zero-Carbon Park Construction Work Plan" (Nei Fa Gai Huan Zi [2025] No. 662), we have formulated the "Inner Mongolia Autonomous Region Zero-Carbon Park Cultivation and Construction Plan." Please implement it in accordance with actual conditions.
