Recently, Xinjiang, Shanxi, Gansu, Shaanxi and other regions have issued announcements regarding the termination and invalidation of photovoltaic projects, involving multiple distributed photovoltaic projects.
August 11, The bidding suspension announcement for the 500,000 kW photovoltaic sand control project (EPC general contracting) in Hetian County, Xinjiang was released. The announcement did not mention the specific reason for termination, only stating that the bidding activity for this project is suspended and bidding is paused.
It is understood that the bidding announcement for this project was only released on August 8, with the bidder being Hetian Zhongji New Energy Development Co., Ltd. The project details are as follows: photovoltaic power station construction scale of 500,000 kW, construction of a 50,000 kW/100,000 kWh energy storage system. The project uses 620Wp monocrystalline bifacial solar modules, fixed bracket installation, with solar modules connected in series (centralized) inverter-step-up transformer configuration. Construction includes a 220 kV step-up substation, 35 kV collection lines, and auxiliary facilities such as a comprehensive building. Construction content: build a 500,000 kW ground centralized photovoltaic power generation project on plot No. 9 at the edge of the desert control line in Hetian County, Hetian area, simultaneously carrying out sand control over 15,000 mu, and constructing related auxiliary works.
August 7, The Shanxi Province Public Bidding Service Platform issued a termination announcement for the second and third bidding sections of the 600MW distributed photovoltaic project EPC general contracting in Shuozhou, Shanxi.
The document did not disclose the specific reason for termination, only stating that the bidding plan has changed.
According to the bidding documents, the project is divided into three sections: 001 first section, content: 200MW distributed photovoltaic in Gucheng Town; 002 second section, content: 200MW distributed photovoltaic in Heshengbao Township; 003 third section, content: 200MW distributed photovoltaic in Mayingzhuang Township.
The terminated projects are the 200MW distributed photovoltaic projects in Heshengbao Township and Mayingzhuang Township.
August 7, Gansu Economic Information Network issued an invalidation announcement for the power trading cooperation development service project (first section) of the 110MW photovoltaic power station, 150MW photovoltaic power station, and 200MW wind power photovoltaic power station in Dunhuang City. The above projects' bidding unit is Dunhuang Shazhou Energy Development Co., Ltd.
The invalidated project is for power trading cooperation services, related to power market trading business during the agency service period. Due to fewer than three bidders for the first section, the bid was invalidated.
According to the bidding documents, the procurement scope mainly provides power trading cooperation services for the 110MW photovoltaic power station built by our company, including power market trading business during the agency service period, such as long-term transactions within Gansu Province, inter-provincial long-term transactions, green power trading, spot power trading within Gansu Province, inter-provincial spot power trading, and long-term transactions in 2026 and 2027. It also includes regularly providing policy change analysis reports within and between provinces, power trading training, and related accompanying services for the bidder.
8 August 12, Termination of the rooftop distributed photovoltaic power generation project contracting in Xingping City, Shaanxi Province. According to the bidding documents, the project capacity is planned to be 50MW, divided into one section.
