Indonesia announces 320GWh distributed battery storage plan

The new plan proposes deploying "1MW PV + 4MWh storage" microgrid systems in 80,000 villages, along with the construction of 20GW centralized photovoltaic power plants.

The Indonesian government recently unveiled an ambitious 100GW photovoltaic development plan. This initiative named " Village-level cooperative million photovoltaic plan " was directly issued by President Prabowo Subianto.

The plan includes 80GW photovoltaic installations, which will be in the form of " 1MW PV + 4MWh storage " deployed in Indonesia's 80,000 villages These PV-storage microgrids will be operated and managed by village-level cooperatives Merah Putih, aiming to have the first 10,000 village systems grid-connected by August 2025.

The plan also includes 20GW centralized photovoltaic power plant construction, covering grid-connected and off-grid modes. Once completed, the project will meet rural household electricity needs and promote economic production activities in remote areas.

Fabby Tumiwa, CEO of the Institute for Essential Services Reform (IESR) in Jakarta, stated that compared to the commonly used diesel generators in rural and island areas, the PV-storage system has a more cost-effective power generation. "The levelized cost of electricity (LCOE) of this system is about $0.12-0.15/kWh over the next 25 years, while diesel generation costs range from $0.20-0.40/kWh."

Fabby Tumiwa emphasized: "If implemented properly, this will become the largest rural electrification project and distributed renewable energy project in Southeast Asia providing high-quality, equitable, and affordable energy solutions for all Indonesian people."

However, Fabby Tumiwa also pointed out that the goal of building 100GW of photovoltaics within five years is "highly challenging." He suggested cooperating with provincial universities and vocational schools to train photovoltaic installation technicians; conducting training for operation and maintenance personnel and centralized procurement staff; and designing hybrid financing schemes.

Currently, the plan is still in the preparation stage, jointly promoted by the Indonesian Ministry of Energy and Mineral Resources, the Coordinating Ministry for Economic Affairs, and the Coordinating Ministry for Food Affairs.

According to IESR's assessment, Indonesia's photovoltaic development potential ranges between 3,300 and 20,000 GW According to the "2025-2060 National Energy Policy," the country plans to achieve a photovoltaic installed capacity target of 108.7GW by 2060.
