Tang Hua, director of Yancheng Power Design Institute, frankly pointed out the pain points: on the one hand, it is difficult to consume green electricity, and mandatory energy storage increases costs; on the other hand, enterprises purchase green certificates at high prices to cope with export certification, but local green electricity cannot be directly supplied to workshops.

This year, the city included "improving the mechanism for green and low-carbon development" in the list of landmark reforms, with the clear goal of being the first in the province to establish a city-level carbon budget management system and creating a new model of green and low-carbon development along the eastern coast of China.

The core of the reform lies in solving the problem of green electricity being "available, transmittable, usable, and verifiable."

Direct connection of green electricity, precise delivery. The city uses zero-carbon industrial parks as a breakthrough point, innovatively deploying "green electricity substations" and "green electricity dedicated lines." Through the national power grid substation to gather dedicated lines, wind power, photovoltaic and other green energy, across the traditional power grid restrictions, directly "point-to-point" transmission to the park enterprises workshops. Three enterprises, including Kaixin and Aters, were successfully selected as the first batch of green electricity direct supply pilot projects in the province.

In Binhai, Kaixin New Energy's exclusive substation, "Kaixin Substation," is under construction and is expected to be put into operation next year. This "green electricity highway" will ensure that the enterprise uses traceable green electricity. In the face of the volatility of green electricity, Yancheng actively embraces new technologies and models. This year, the city's first virtual power plant - the State Power Investment Yancheng Comprehensive Smart Zero-Carbon Power Plant - has been trial-operated, aggregating dispersed power resources through intelligent dispatching to play a flexible role in peak shaving and valley filling. At the same time, the province's largest 2.06 million kilowatt shared energy storage project has been completed and connected to the grid, which will significantly improve the grid's regulation capacity and green electricity consumption stability. The person in charge of the energy department of the Municipal Development and Reform Commission introduced that the combination of virtual power plants and shared energy storage greatly improves the stability and consumption capacity of green electricity, which is an important part of the new power system.

Enterprises not only use green electricity, but can also effectively cope with international trade barriers and enhance the international competitiveness of their products by relying on traceable green electricity and carbon footprint certification. Liu Long commented: "In the past, buying green certificates was to pass the test; now using green electricity is to lead."

Focusing on traditional industries, "5+2" strategic emerging industries, and "3+X" future industries, our city has formulated and implemented three-year action plans and supporting policies in different fields, creating a total of 6 national-level green industrial parks and 28 green factories, and cultivating more than 400 high-tech enterprises in the green and low-carbon field.

Reform has given rise to new formats. By deeply promoting the construction of the Dongtai and Tinghu provincial-level green finance innovation reform pilot zones, developing characteristic credit products such as "carbon sink loans" and "micro-green loans," a total of 1.26 billion yuan in various ecosystem carbon sink loans have been implemented, ranking first in the province. This year, the first national "wetland biodiversity conservation carbon sink loan" was successfully implemented in Dongtai, opening up a new path for the marketization of ecological value.
