Improving quality through standards, compiling a series of local standards and regulations such as "Inner Mongolia Housing and Municipal Engineering Construction Safety Management Regulations for Major Hazardous Engineering", "Inner Mongolia Engineering Quality and Safety Management Control Regulations", "Inner Mongolia Construction Safety Standardization Atlas", and "Inner Mongolia Green Construction Atlas", establishing a dynamic investigation and evaluation mechanism to ensure that standards are both in line with local characteristics and adapt to technological development and changes, promoting the improvement of the essential level of quality and safety. Adhering to the guidance of model projects, carrying out the regional "Prairie Cup" engineering quality award and construction safety standardization demonstration project selection work, the safety and civilized construction fees for selected projects are increased by 20% on the original rate during settlement. At the same time, adhering to differentiated supervision based on grading and classification, engineering projects are divided into A, B, and C categories for management and differentiated strategies, A-class projects are given incentive policies to help enterprises develop; B-class projects are supplemented with encouragement measures to guide the improvement of management level; C-class projects increase the frequency of inspections, and joint punishment measures are used to jointly exert force, forcing enterprises to actively rectify.

Taking Ordos City, Inner Mongolia as a pilot, promoting the construction of a "1+6+N" smart construction site organizational structure, namely 1 data center, 6 project service ends (supervision, construction, exploration, design, supervision, construction), and N management application modules, scientifically integrating project full life cycle management, Internet of Things real-time monitoring, intelligent approval process, regulation linkage early warning, mobile-end convenient operation and other innovative applications, building a "full-process traceable, all-element controllable, all-scenario collaborative" smart supervision platform.
