Strengthening guarantees through systems, issuing the "Notice on Further Strengthening the Implementation of Safety Production Responsibilities in the Housing and Construction Field and Resolutely Preventing and Curbing Major and Serious Accidents", detailing 24 hard measures in the housing and construction field from aspects such as optimization of the responsibility system, deepening of risk prevention and control, strict supervision and law enforcement, and investigation and handling of safety accidents, transforming the national 15 safety production measures into detailed manuals for the housing and construction field. Improving quality through standards, compiling a series of local standards and regulations such as "Inner Mongolia Housing and Municipal Engineering Construction Safety Management Regulations for Major Hazardous Engineering", "Inner Mongolia Engineering Quality and Safety Management Control Regulations", "Inner Mongolia Construction Safety Standardization Atlas", and "Inner Mongolia Green Construction Atlas", establishing a dynamic investigation and evaluation mechanism to ensure that standards are both in line with local characteristics and adapt to technological development and changes, promoting the improvement of the essential level of quality and safety. Adhering to the guidance of model projects, carrying out the regional "Prairie Cup" engineering quality award and construction safety standardization demonstration project selection work, the safety and civilized construction fees for selected projects are increased by 20% on the original rate during settlement. During the "14th Five-Year Plan" period, a total of more than 800 regional demonstration projects and more than 120 "Prairie Cup" projects have been selected, effectively promoting the standardization construction of enterprises.

Issuing the "Modular" Supervision List for the Housing and Construction Field of the Inner Mongolia Autonomous Region, collecting and classifying 12 modules and 926 hidden danger identification contents in the housing and construction field, including housing and municipal engineering, building market, urban gas, urban heating, municipal public utilities, urban park management, urban dilapidated house renovation, property management, fire inspection, self-built houses, rural and pastoral dilapidated house renovation, and urban domestic waste, accurately solving practical problems such as "what to check, how to check, how to handle, and relevant basis" in the law enforcement inspection work of regulatory personnel, further quantifying and clarifying risk and hidden danger standards, achieving targeted and efficient governance, further transforming "large and comprehensive" into "small and refined", and achieving "one list clear" and "one book clear" for personnel.

Implementing a "Cross-Inspection + Differentiation" Model

Adhering to the combination of cross-inspection and the three-year action for tackling root causes, the combination of professional empowerment and supervision and assistance, and the combination of "checking major risks, eliminating major hidden dangers, and preventing major accidents", focusing on the "bull's-eye" of construction safety in terms of major accident hidden dangers in housing and municipal engineering, key links in major hazardous engineering, personnel performance, and safety protection measures, reducing repetitive inspections, avoiding multiple law enforcement, reducing the burden on the grassroots level, and improving the professionalism, accuracy, and effectiveness of inspections. During the cross-inspection period, a total of 586 enterprises were inspected, 2,853 problems and hidden dangers were found, 99 major hidden dangers were found, the rectification rate was 100%, the number of safety accidents and the number of deaths both decreased year-on-year, and no major or above safety accidents occurred. At the same time, adhering to differentiated supervision based on grading and classification, engineering projects are divided into A, B, and C categories for management and differentiated strategies, A-class projects are given incentive policies to help enterprises develop; B-class projects are supplemented with encouragement measures to guide the improvement of management level; C-class projects increase the frequency of inspections, and joint punishment measures are used to jointly exert force, forcing enterprises to actively rectify.

Building a Smart Construction Site Supervision System

Taking Ordos City, Inner Mongolia as a pilot, promoting the construction of a "1+6+N" smart construction site organizational structure, namely 1 data center, 6 project service ends (supervision, construction, exploration, design, supervision, construction), and N management application modules, scientifically integrating project full life cycle management, Internet of Things real-time monitoring, intelligent approval process, regulation linkage early warning, mobile-end convenient operation and other innovative applications, building a "full-process traceable, all-element controllable, all-scenario collaborative" smart supervision platform. Using the Internet of Things, big data, AI intelligent identification and other technologies, real-time acquisition of various data from housing and municipal engineering construction sites, comprehensively mastering the dynamics of construction sites, accurately locating violations; fully recording various supervision data from project start to completion, forming complete supervision files, realizing process traceability; publicly viewing materials, binding approval opinions, reducing the space for human intervention, and compressing the space for power-seeking rent-seeking. At the same time, based on the data accumulated by the platform, accurately analyzing the overall safety situation and quality problem distribution in the local area, effectively preventing accidents. Since its implementation in May, as of press time, information on 513 projects and 986 enterprises has been entered into the platform, more than 50 new projects have been approved, more than 1,100 problems and hidden dangers have been checked and rectified, and the number of accidents and deaths have decreased by 50% year-on-year.
