The First Provincial-Level Green Electricity Consumption Decomposition Plan!

In order to fulfill the national targets for renewable energy consumption responsibility and green electricity consumption ratio in 2025, the Ningxia Development and Reform Commission has formulated the "Implementation Plan for the Decomposition of Renewable Energy Power Consumption Responsibility Weights in the Ningxia Hui Autonomous Region in 2025." The plan points out:

The green electricity ratios for key energy-consuming industries such as electrolytic aluminum, steel, cement, polysilicon, and data centers shall be no less than 34.2%, 34.2%, 34.2%, 34.2%, and 80% respectively (in accordance with the relevant requirements of the Autonomous Region, no less than 65% for existing data centers).
 

In 2025, the completion of the green electricity ratio for the electrolytic aluminum industry will be assessed. The green electricity ratios for steel, cement, polysilicon, and newly built national hub data centers (existing data centers) will only be monitored, not assessed.

For key energy-consuming enterprises whose electricity is purchased through power sales companies, the green electricity ratio shall be based on the ratio decomposed by the power sales company.

Implementation Plan for the Decomposition of Renewable Energy Power Consumption Responsibility Weights in the Ningxia Hui Autonomous Region in 2025

In accordance with the relevant requirements of the "Notice on the Renewable Energy Power Consumption Responsibility Weights and Related Matters in 2025" (Development Reform Office Energy [2025] No. 669) issued by the Office of the National Development and Reform Commission and the Comprehensive Department of the National Energy Administration, and combining the actual situation of renewable energy power consumption in our region, in order to fulfill the national targets for renewable energy consumption responsibility and green electricity consumption ratio in 2025, this decomposition implementation plan is formulated.

I. Implementation Mechanism for Consumption Guarantee

(I) Units in the region that bear the responsibility for renewable energy power consumption include power supply enterprises, power sales enterprises (including power sales companies, virtual power plants, etc.), relevant electricity users (including but not limited to enterprises using self-owned power plants [including enterprises using self-owned power plants that are not connected to the public power grid], and relevant enterprises in various key energy-consuming industries), etc.

(II) The Autonomous Region Development and Reform Commission, in accordance with the clearly defined consumption responsibility weights set by the state, shall formulate minimum renewable energy power consumption responsibility weights (hereinafter referred to as "minimum consumption responsibility weights") for units within the administrative region that bear consumption responsibility, including the total renewable energy power consumption responsibility weight (hereinafter referred to as "total consumption responsibility weight") and the non-hydro renewable energy power consumption responsibility weight (hereinafter referred to as "non-hydro consumption responsibility weight"), and shall assess the completion situation according to the responsibility weights, urge units that have not completed their targets to implement them, and deal with them in accordance with the law and regulations.

(III) The development and reform commissions of various municipalities and the Ningdong Management Committee Economic Development Bureau, in accordance with the consumption responsibility weights determined in this decomposition implementation plan, shall, in combination with local realities, urge relevant units within their jurisdictions to reach the minimum total consumption responsibility weight and the minimum non-hydro consumption responsibility weight.

(IV) State Grid Ningxia Electric Power Co., Ltd. (hereinafter referred to as "State Grid Ningxia Power") shall formulate detailed implementation rules for grid enterprises based on this decomposition implementation plan, sort out the types of key energy-consuming industries and the list of key energy-consuming enterprises, and be responsible for organizing units within its operating area that bear consumption responsibility to fulfill their respective consumption responsibility weights. All units within the region that bear consumption responsibility should actively cooperate and proactively complete their tasks.

(V) The Autonomous Region Development and Reform Commission authorizes the Ningxia Power Trading Center (hereinafter referred to as "Trading Center") to manage information for units within the region that bear consumption responsibility. The Trading Center shall improve the functions of the relevant platform, establish a renewable energy power consumption responsibility weight management module, and be responsible for account management, consumption amount calculation, and transfer for units within the region that bear consumption responsibility.

II. Renewable Energy Power Consumption Responsibility Weights and Allocation

In accordance with national requirements, the renewable energy power consumption responsibility weight in 2025 is a binding indicator. The total consumption responsibility weight in our region is 34.2%, and the non-hydro consumption responsibility weight is 30%. The calculation is mainly based on the actual physical electricity consumption in the autonomous region and supplemented by the purchase of green certificates from outside the province through the provincial green certificate account. The renewable energy power consumption responsibility weight in 2025 should be completed in the same year and will not be transferred to 2026.

(I) Power Supply Enterprises and Power Sales Enterprises

1. State Grid Ningxia Power. Bears the consumption responsibility weight corresponding to the annual electricity sales volume excluding agricultural electricity and specially metered heating electricity, with the minimum total consumption responsibility weight being 34.2% and the minimum non-hydro consumption responsibility weight being 30%.

2. Power Sales Enterprises. Bears the consumption responsibility weight corresponding to its annual power supply (sales) volume, with the minimum total consumption responsibility weight being 34.2% and the minimum non-hydro consumption responsibility weight being 30%.

(II) Relevant Electricity Users

3. Electricity users who purchase electricity through the electricity market (excluding electricity users who purchase electricity through power supply enterprises, power sales enterprises, etc.) shall bear the consumption responsibility weight corresponding to their annual electricity consumption, with the minimum total consumption responsibility weight being 34.2% and the minimum non-hydro consumption responsibility weight being 30%.

4. Enterprises using self-owned power plants. Bear the consumption responsibility weight corresponding to their annual electricity consumption, with the minimum total consumption responsibility weight being 34.2% and the minimum non-hydro consumption responsibility weight being 30%

5. Key energy-consuming enterprises in various key energy-consuming industries. In accordance with relevant national requirements, based on the electrolytic aluminum industry, in 2025, the green electricity consumption ratio (hereinafter referred to as "green electricity ratio") will be added to the steel, cement, polysilicon industries, and newly built national hub node data centers. The green electricity ratios for electrolytic aluminum, steel, cement, polysilicon, and data centers shall not be less than 34.2%, 34.2%, 34.2%, 34.2%, and 80%, respectively (in accordance with the relevant requirements of the autonomous region, no less than 65% for existing data centers). The calculation of the completion of the green electricity ratio in key energy-consuming industries shall be mainly based on green certificates (encouraging enterprises to participate in green electricity trading or separately purchase green certificates produced by power generation enterprises in the current year). In 2025, the completion of the green electricity ratio in the electrolytic aluminum industry will be assessed, while the green electricity ratio of steel, cement, polysilicon, and newly built national hub data centers (existing data centers) will only be monitored and not assessed. For key energy-consuming enterprises represented by power sales companies, the green electricity ratio shall be based on the ratio decomposed by the power sales company.

(III) Exempt electricity

In the electricity sales and electricity consumption of units undertaking the responsibility for consumption, electricity used for agriculture and dedicated metering heating electricity are exempt from the weight assessment of the consumption responsibility, and jointly bear the consumption corresponding to the grid losses and plant electricity consumption within the region.

III. Task Division

(I) Units within the region that undertake the responsibility for consumption should actively undertake the responsibility for consumption, and complete the registration of consumption accounts at the trading center by the end of August 2025 in accordance with this decomposition implementation plan, and cooperate with the trading institution to carry out consumption calculation, transfer (or trading), and monitoring and statistical work. Units with the conditions are encouraged to voluntarily complete a higher minimum consumption responsibility weight than stipulated.

(II) For situations where the amount of renewable energy power generation is significantly reduced or the transmission is restricted due to natural causes, major accidents, or other force majeure factors, after applying to the National Energy Administration for a corresponding reduction in the consumption responsibility weight, the Autonomous Region Development and Reform Commission shall assess the market entities based on the consumption responsibility weight reduced by the state.

(III) State Grid Ningxia Electric Power, power sales enterprises, and enterprises using self-owned power plants for power supply shall submit the completion of the consumption responsibility weight to the trading center before the end of the following month, and make a commitment to the authenticity and accuracy of the data.

(IV) State Grid Ningxia Electric Power and the trading center shall closely cooperate with the Autonomous Region Development and Reform Commission to coordinate the consumption and external consumption within the region, do a good job in the grid-connected consumption of renewable energy power, cross-provincial and cross-regional transmission, and market transactions, and ensure that the national targets are achieved. Before the end of January 2026, State Grid Ningxia Electric Power shall submit to the Autonomous Region Development and Reform Commission the completion of the renewable energy power consumption responsibility weight in its operating area and key energy-consuming industries and units in 2025.

IV. Relevant Measures

(I) Establish a green electricity ratio monitoring mechanism. Led by the Autonomous Region Development and Reform Commission, the State Grid Ningxia Electric Power and the trading center will organize the quarterly statistics of the total amount of green certificates purchased in the region, the amount purchased by industry, and the proportion of electricity covered by green certificates, establish a data sharing and accounting mechanism, improve relevant business processes and platform statistical functions, accurately monitor the green electricity consumption of key industry units, and issue quarterly reports on the completion of enterprises. The Autonomous Region Development and Reform Commission will assess and publicize the annual completion of units that undertake the minimum consumption responsibility weight.

(II) The Autonomous Region Development and Reform Commission, together with the Northwest Energy Regulatory Bureau of the National Energy Administration, will be responsible for urging units that have not completed the minimum consumption responsibility weight to rectify within a time limit, and deal with units that have not completed the rectification on time in accordance with the law and regulations.

(III) Power supply enterprises, power sales enterprises, and units using self-owned power plants for power supply shall be responsible for the authenticity of the data provided to the trading center by their units.

(IV) For regions that have not completed the annual minimum consumption responsibility weight, the Autonomous Region Development and Reform Commission will issue a report on them.

(V) This decomposition implementation plan is used to guide the implementation of the minimum consumption responsibility weight in the region, and the right of interpretation belongs to the Autonomous Region Development and Reform Commission.
