National Development and Reform Commission and National Energy Administration Jointly Issue New Electricity Market Regulations!
Recently, the National Development and Reform Commission and the National Energy Administration issued the "Basic Rules for Electricity Market Measurement and Settlement", which will come into effect on October 1, 2025, with a validity period of 5 years.
The issuance of the rules means that the preliminary construction of the national unified electricity market "1+6" basic rule system covering various varieties and links of the electricity market has been completed.
The document clarifies: All types of settlements are generally conducted on a natural monthly cycle!
1) When the electricity spot market is not continuously operating: For regions conducting annual and monthly transactions, settlement is conducted on a natural monthly cycle; for regions conducting multi-day transactions, volume and price clearing is conducted according to the minimum trading cycle, and settlement is conducted on a natural monthly cycle.
2) When the electricity spot market is continuously operating: The "daily clearing, monthly settlement" settlement model is generally adopted. Daily clearing of the executed transaction results is conducted, and the monthly settlement result should be the sum of the daily clearing results plus the relevant items settled on a natural monthly basis, with settlement conducted on a natural monthly cycle.
3) For electricity ancillary services and retail markets, clearing is conducted according to the cycle specified in the ancillary service market and retail market rules, with settlement conducted on a natural monthly cycle.
4) No imbalance fund pool shall be set up for electricity market settlement , each settlement item shall be independently recorded, classified clearly, and itemized in detail.
