France 192MW Distributed PV Tender
On August 7, the French Energy Regulatory Commission (CRE) published the latest tender documents for building-integrated photovoltaic systems on its website. The core content is as follows:
1. Project Requirements
Installed Capacity:
- 100kWp < Peak power of PV plant ≤ 500kWp
Installation Type:
- Building rooftops (sloped roofs or flat roofs with a slope < 10%)
- Canopy roofs (e.g., carports, greenhouse roofs, with a minimum height of ≥2.5 meters at the lowest point and ≥4 meters at the midpoint)
- Functional structures (curtain walls, exterior cladding, railings, sunshades, etc.)
Site Requirements:
- Total power of existing/planned power plants (within 18 months) on the same site ≤ 500kWp
- Adjacent power plants < 100 meters apart are considered the same site (exceptions for independent ownership, etc., need to be met)
Bidding Time:
- Phase 1: September 22, 2025 to October 2, 2025, total installed capacity 192MWp
- Phases 2-6: 2026 (specific time and installed capacity to be determined)
2. Bidding Rules
Qualification Requirements:
- Hold a valid building permit
- New photovoltaic projects (equipment not previously used)
- Carbon footprint ≤ 740kgCO ₂ /kWc
- Duplicate applications or those already receiving other subsidies are prohibited
Pricing Mechanism:
- Sorted by price from low to high (same price, priority by submission time)
- Price Cap: 95€/MWh (Phase 1)
- A deposit of €10,000 is required (bank guarantee or deposit)
3. Construction Requirements
Construction Time Limit:
- Commissioning within 34 months after winning the bid
Technical Standards:
- Component manufacturers require ISO 9001/14001 certification
- Installers must hold French professional qualifications
- Medium-voltage power plants must support voltage regulation
Traceability Requirements:
- Components must be laser-marked with the place of production (silicon ingot/cell/module factory)
- Provide proof of supply chain carbon footprint
