By the end of June, the number of operating entities in the national power market reached 973,000, a year-on-year increase of 23.8%. Since the beginning of this year, with the joint efforts of all parties, the construction of the national unified power market has further improved and accelerated, achieving a series of new progress and results.
Zhang Xing, Deputy Director-General of the Comprehensive Department of the National Energy Administration, said on July 31 that in the first half of this year, the operation of the national power market was generally stable, and the various power trading centers cumulatively completed market transactions of 2.95 trillion kWh, a year-on-year increase of 4.8%.
Zhang Xing provided the above data at a press conference held by the National Energy Administration on the same day. According to him, in the first half of this year, the scale of market-based electricity trading and the number of market entities in the country continued to grow steadily. Among them, the market trading volume in the State Grid operating area was 2.27 trillion kWh, a year-on-year increase of 3.3%; the market trading volume in the Southern Power Grid operating area was 523.8 billion kWh, a year-on-year increase of 14.2%; and the market trading volume in the North China Power Grid operating area was 150.6 billion kWh, a year-on-year decrease of 0.4%. By the end of June, the number of operating entities in the national power market reached 973,000, a year-on-year increase of 23.8%, including 37,000 power generation companies, 931,000 power users, and 4,366 power sales companies.
2025 is a key node for the tenth anniversary of the implementation of a new round of power system reforms, and it is also the year when the national unified power market is planned to be initially completed. Zhang Xing said that since the beginning of this year, with the joint efforts of all parties, the construction of the national unified power market has further improved and accelerated, achieving a series of new progress and results, which are mainly reflected in "four news".
First, new breakthroughs have been made in the cross-regional normalized electricity trading mechanism. The National Development and Reform Commission and the National Energy Administration have established a collaborative working mechanism to guide the State Grid and the Southern Power Grid to set up working teams, formulate a plan for a cross-regional normalized trading mechanism, and jointly approved it on July 1, promoting the normalized opening of cross-grid transactions.
Second, the construction of regional power markets has reached a new level. The Southern Regional Power Market successfully transitioned to continuous settlement trial operation on June 28 this year, realizing the unified optimization and allocation of power resources in multiple provinces and regions for the first time nationwide. It is the power market with the largest scale of centralized and unified clearing electricity in the world, and it is of great significance for building a national unified large market and breaking down inter-provincial barriers. The Yangtze River Delta power market innovatively explores inter-provincial and municipal pumped storage, Anhui electricity, and green electricity trading mechanisms, and established a market management committee in June, contributing to the integrated development of the Yangtze River Delta.
Third, the construction of provincial-level power spot markets has accelerated. The National Development and Reform Commission and the National Energy Administration jointly issued the "Notice on Accelerating the Construction of Power Spot Markets", making systematic arrangements for the construction of spot markets throughout the year. Local areas have also formed a good trend of phased and accelerated progress. Among them, the North China and Hubei spot markets have been in continuous trial operation for more than one year, and after undergoing multiple scenario tests such as large-scale renewable energy generation and extreme weather, they transitioned to formal operation in February and June respectively; Shaanxi, Anhui, Liaoning, and the Southern Hebei Grid have entered continuous settlement trial operation.
Fourth, new achievements have been made in the basic rules of the power market. The National Development and Reform Commission and the National Energy Administration jointly issued the "Basic Rules for Power Ancillary Services Market" and the "Basic Rules for Power Market Measurement and Settlement", which means that the "1+6" basic rule system of the national unified power market covering various varieties and links has been initially completed.
