On July 2, the Guangdong Provincial County-Level "Photovoltaic + Building" Application Pilot Site Meeting was held in Heshan City, Jiangmen, jointly hosted by the Guangdong Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Industry and Information Technology, the Provincial Department of Natural Resources, the Provincial Department of Agriculture and Rural Affairs, the Provincial Energy Bureau, and the Jiangmen Municipal Government. The Guangdong Provincial Building Energy Conservation Publicity Month activities for 2025 were also launched simultaneously.


 

Reporters learned at the meeting that, By the end of May, the "Photovoltaic + Building" application projects in 25 pilot areas in Guangdong had cumulatively added a grid-connected capacity of 5.48 million kilowatts, exceeding the predetermined target; the newly grid-connected projects had an annual power generation of approximately 1.969 billion kilowatt-hours, with a power generation valuation of approximately 892 million yuan. Next, the province will further strengthen work guidance and cultivation and promotion. There will be clear regulations on the scale, installation location, and photovoltaic power conversion efficiency of solar energy applications in various newly built buildings.


 


 

Newly Grid-Connected Capacity in 25 Pilot Areas Exceeds Target by Nearly Double


 

In Lianzhu New Village, Zishan Town, Heshan City, Jiangmen, photovoltaic tiles have been installed on farmhouses, cultural centers, basketball courts, and parking lots, creating a strong sense of "futurism" against the backdrop of sunshine, blue skies, and rice paddies.


 

"Photovoltaic + farmhouses are not only aesthetically pleasing but also bring real financial benefits to the village." said Jiang Chunxiang, the person in charge of the Lianzhu New Village project. Currently, the village provides 1.12 million kilowatt-hours of green electricity annually, and the "Photovoltaic +" ecosystem makes it possible for the village to attract more business models.


 

The good situation of dual improvement in the scale effect of distributed photovoltaics and urban and rural landscape is closely related to Heshan's active exploration. As one of the first batch of county-level "Photovoltaic + Building" pilot counties (cities and districts) in the province, the city has made full use of its local silicon energy industry advantages and cooperated with leading enterprises such as Longi Green Energy. From January 2024 to the present, it has added a grid-connected capacity of 443,000 kilowatts, exceeding the provincial task target of "no less than 200,000 kilowatts of total newly installed capacity in the pilot area over three years" ahead of schedule.


 

At the on-site meeting, Heshan and the same batch of pilot areas, Meizhou Fengshun, Heyuan Dongyuan, and Guangzhou Huadu, conducted exchanges and shared experiences in aspects such as pre-emptive landscape control and application scenario expansion. In addition to farmhouses, pilot areas in various places have also coordinated various public building resources to carry out "Photovoltaic + Building" construction, and innovated revenue models through self-generation and self-use, surplus electricity to the grid, etc., thereby improving social recognition and acceptance.


 

"In the industrial and commercial sector, Huadu has explored the use of the energy performance contracting model, where photovoltaic companies invest in construction and operation, and the owners of the rooftops enjoy discounted electricity prices to achieve a win-win situation." said Mai Shaoming, deputy district head of Huadu District. From January to May this year, the district added 159,300 kilowatts of photovoltaic installed capacity, completing the provincial annual target ahead of schedule.


 

Data from the Provincial Department of Housing and Urban-Rural Development shows that since the issuance of the "Guangdong Provincial Work Plan for Promoting County-Level "Photovoltaic + Building" Application Pilot Projects" (hereinafter referred to as the "Pilot Plan"), various places have made every effort to promote the work in accordance with a unified deployment, and 25 pilot areas have created a batch of demonstration projects with local characteristics that promote landscape improvement. Zhang Yong, director of the Provincial Housing and Urban-Rural Development Department, introduced that since the launch of the pilot project, the grid-connected capacity of projects in 25 pilot areas has increased by 5.48 million kilowatts, accounting for 61.7% of the cumulative grid-connected capacity over the years, far exceeding the predetermined annual target of 3 million kilowatts.


 


 

Comprehensive Promotion of "Photovoltaic + Building" Applications


 

Guangdong is a major economic province and also a province with high energy consumption. Last year, the total social electricity consumption increased by 7.3% year-on-year, making it the first province in the country to exceed 900 billion kilowatt-hours of electricity consumption. At the same time, by mobilizing social capital to participate in the "Photovoltaic + Building" application, it can continuously inject capital into the "Hundred Million and Ten Thousand Projects".


 

Against this background, using photovoltaics as a key growth point for Guangdong's new energy development is of great significance. Therefore, the meeting pointed out that the next step is to strive to comprehensively promote the application of "Photovoltaic + Building" throughout the province, further improve the efficiency and effectiveness of pilot projects, and solve problems such as "single-point, fragmented" pilot layout, "emphasis on efficiency, neglect of landscape" in overall coordination, and "quick money, unsustainable" development models.


 

Reporters learned at the meeting that, next, The Provincial Housing and Urban-Rural Development Department will, together with relevant technical units, revise the "Guangdong Provincial Work Guidance for County-Level "Photovoltaic + Building" Application Pilot Projects" to further enhance its practicality. It will issue the "Guangdong Provincial Technical Guidelines for the Design of Renewable Energy Building Application Systems", clarifying the application scale, installation location, and photovoltaic power conversion efficiency for solar energy applications in various newly built buildings.


 

According to the "Pilot Plan", by the end of 2025, each pilot area will form a construction and development model that is government-guided, market-operated, and mutually beneficial; distributed photovoltaics will be fully covered in newly built parks; public institutions and public facilities will be installed as much as possible, and the photovoltaic coverage rate of newly built public institution rooftops will be no less than 50%; at least 1,000 farmhouses with good demonstration effects will be built, and the annual newly installed capacity will be no less than 70,000 kilowatts.


 

At the meeting, the Provincial Housing and Urban-Rural Development Department and four other departments jointly released the award-winning works of the Guangdong Provincial "Photovoltaic + Farmhouse" Design Competition; launched the 2025 "Photovoltaic + Building" supply and demand docking, the Guangdong Provincial "Thousands of Households Bask in the Light Action", and the 2025 Guangdong Provincial Building Energy Conservation Publicity Month activities. More than 150 people, including relevant departments from cities at and above the prefecture level, relevant provincial industry associations, and enterprise representatives, attended the meeting.
