National Development and Reform Commission's 2025 Energy Research Topics!

To further deepen research on major issues and policies in areas such as energy supply security and emergency response, and to better support economic regulation, the Economic Operation Regulation Bureau of the National Development and Reform Commission has issued a call for research proposals for 2025, with a total of 5 topics, as follows:

I. Research Topics and Key Points

(1) Research on the Long-Term Mechanism of Long-Term Contracts for Energy Supply Security

　　Deeply implement the relevant requirements of the Energy Law, focusing on ensuring a stable and secure energy supply, and systematically analyze the fundamental role of long-term energy supply contracts in ensuring stable prices. Clarify the positioning and role of long-term and spot trading, focusing on standardizing contract requirements, improving pricing mechanisms, strengthening contract enforcement supervision, establishing a mechanism for determining breaches of contract, and improving reward and punishment measures. Conduct in-depth research on the long-term mechanism of contracts to ensure a stable and reliable energy supply and national energy security.

(2) Research on the Impact of New Energy Development and Consumption on Power Supply Security and Optimization Strategies

　　Combining the promotion of "dual carbon" goals and the planning and construction of new power systems, summarize the current situation of new energy development and consumption in China, judge future trends, analyze the impact of high-proportion development and consumption of new energy on power supply security, and study the coordinated development path and power operation methods that promote new energy consumption and ensure the safe supply of electricity, and put forward relevant policy recommendations.

(3) Research on the Impact of the Electricity Market on Power Supply Security and Synergistic Paths

　　Summarize the current situation of China's electricity market construction, analyze the role and shortcomings of the electricity market in promoting the optimal allocation of electricity resources and improving the capacity of power supply security. From the perspective of better playing the fundamental role of the long-term electricity market and better playing the flexible adjustment role of the spot electricity market, systematically study the electricity market models and mechanisms that can effectively promote power supply security, and put forward relevant policy recommendations.

(4) Research on the National Emergency Response System Construction during the 14th Five-Year Plan Period

　　By analyzing the new situations and problems facing current emergency management work, research the content of national emergency response system construction during the 14th Five-Year Plan period, further improve China's emergency management capabilities, and effectively protect the lives and property of the people.

(5) Research on the Construction of the National Energy Emergency Management System and Guarantee System

　　By studying the practical experience of domestic and foreign energy emergency response and guarantee work, and based on laws and regulations and relevant policy documents such as the Emergency Response Law and the Energy Law, further establish and improve China's energy emergency management system and guarantee system, effectively improve energy emergency response capabilities and energy security levels, and ensure national security and stable economic and social operation.

II. Application Requirements

　　(1) The applicant unit must have the necessary personnel and material conditions to complete the research topic. In principle, it should be an enterprise, institution, or social organization with independent legal person qualifications. The person in charge of the research topic should have high academic attainments and political integrity in the relevant research field, and in principle should have an associate senior professional title or above.

　　(2) Please download the application form and fill it out truthfully according to the requirements. The application form must be stamped by the applicant's unit, with three copies (plus an electronic version on a CD-ROM), and sent via China Post EMS to the Operation Department of the Economic Operation Regulation Bureau of the National Development and Reform Commission (No. 38, Yuetan Nanjie, Xicheng District, Beijing, Postcode 100824). Please indicate "Application for (Research Topic Name) Research Project" on the envelope.

　　(3) The application deadline is July 4, 2025 (based on the postmark date).

　　(4) The Economic Operation Regulation Bureau will organize a team to select the research proposals. After the results are determined, an announcement will be published on the website of the National Development and Reform Commission, and a formal contract will be signed with the selected entrusted units, with corresponding financial support. For topics without any unit applications, the Economic Operation Regulation Bureau will adjust the topic setting and content and re-launch a public call for proposals according to the procedure.

　　(5) The intellectual property rights of the research results belong to the Economic Operation Regulation Bureau of the National Development and Reform Commission.

III. Research Execution Time

　　The research execution time is from the date of contract signing to the end of November 2025. The research unit should accept the mid-term evaluation and final acceptance organized by the Economic Operation Regulation Bureau, and submit the final research results (5 formal reports and brief reports, 1 electronic document) no later than November 30.
