CNY 0.68-0.772/W; Power Construction Corporation of China, PowerChina, and PetroChina are expected to win bids for Xinjiang's 1.26GW photovoltaic small EPC general contracting project

Recently, PetroChina announced the shortlisted bidders for the EPC general contracting of the photovoltaic power generation project of the Xinjiang Oilfield New Energy and Supporting Coal-fired Power and Carbon Capture Integration Project (Phase II), with a capacity of 1.36 million kilowatts. This project, comprising 5 sections, has a total capacity of approximately 1.26GW.
The companies shortlisted for this EPC general contracting project include state-owned enterprises such as PowerChina, PetroChina, China Construction, and China Railway, with bids ranging from CNY 0.68/W to CNY 0.772/W. Among them, Hunan Thermal Power Construction Co., Ltd., of China Energy Construction Group, submitted the highest bid of CNY 0.772/W. Details are shown below:

According to the bidding documents, PetroChina's Xinjiang Oilfield New Energy and Supporting Coal-fired Power and Carbon Capture Integration Project (1.36 million kilowatts photovoltaic area) is divided into 6 sections, with the EPC general contractor for section 6 yet to be announced.
The scope of this bidding includes the photovoltaic power generation project of the Xinjiang Oilfield New Energy and Supporting Coal-fired Power and Carbon Capture Integration Project (Phase II), with a capacity of 1.36 million kilowatts. It mainly includes photovoltaic modules, supporting brackets, bracket foundations, string inverters, step-up box-type transformers, power lines from inverters to step-up transformers, and auxiliary civil works, roads, communications, and video surveillance for the photovoltaic power station.
It is worth noting that this procurement includes, but is not limited to, the procurement of all equipment, materials, construction, and related services (including testing, commissioning, inspection, and grid connection procedures), equipment storage, transportation, secondary handling (including owner-supplied materials), loading and unloading, bridge reinforcement for overweight equipment, and railway and highway modification measures such as signal light relocation. Among them, photovoltaic modules, inverters (including sub-array controllers), and box-type transformers will be owner-supplied; all materials except photovoltaic modules, inverters, and box-type transformers will be procured by the bidder.


This project is located in Karamay District, Karamay City. The main construction content includes: photovoltaic modules, string inverters, step-up box transformers, expansion of the existing 750kV connecting substation, one 220kV step-up substation, energy storage station, 220kV lines, and supporting communication and structures.
The project investment exceeds CNY 4.2 billion. In addition to the newly built 1.36 million kilowatt photovoltaic power station, it also includes 10%, 2h electrochemical energy storage, with an AC-side installed capacity of 1360MW and a DC-side total installed capacity of 1634.14888MWp. A total of 2,635,724 pieces of 620Wp monocrystalline silicon double-sided double-glass N-type components will be installed; among them, 360,000 kilowatts of photovoltaic power will be directly connected to the existing PetroChina Karamay No. 3 substation of the Phase I project via 14 power collection lines, and another 1 million kilowatts will be connected to a newly built 220kV step-up substation via a 50.45-kilometer transmission line (220kV) to the PetroChina power plant's 750kV step-up connecting substation for grid connection. The Phase II expansion project of the PetroChina power plant's 750kV step-up connecting substation is included in this project.
