Photovoltaic power generation is booming! Another province solicits opinions: No requirements for self-use ratio

It has been learned that on June 9, 2025, the Zhejiang Provincial Energy Bureau issued a notice on publicly soliciting opinions and suggestions on the "Zhejiang Provincial Implementation Rules for the Development and Construction Management of Distributed Photovoltaic Power Generation (Draft for Comments)" (hereinafter referred to as the "Document").

The Document points out that the grid-connected modes of distributed photovoltaic power generation include full grid connection, full self-generation and self-use, and self-generation and self-use with surplus power grid connection.

The Document indicates that household distributed photovoltaic power generation for natural persons and non-natural persons can choose full grid connection, full self-generation and self-use, or self-generation and self-use with surplus power grid connection.

General industrial and commercial distributed photovoltaic power generation can choose full self-generation and self-use or self-generation and self-use with surplus power grid connection: For those adopting self-generation and self-use with surplus power grid connection, the annual self-generation and self-use electricity consumption ratio is not required.

Large-scale industrial and commercial distributed photovoltaic power generation can choose the full self-generation and self-use mode or the self-generation and self-use with surplus power grid connection mode to participate in the spot market.

The Document clarifies that for self-generation and self-use, the user and the distributed photovoltaic power generation project should be located within the same land use red line. Distributed photovoltaic power generation projects with full self-generation and self-use should install reverse power protection devices.

The Document also clarifies that agricultural photovoltaic complementary, fishery photovoltaic complementary, and small-scale ground power station photovoltaic power generation projects are classified under centralized photovoltaic power station management. Agricultural photovoltaic complementary and fishery photovoltaic complementary photovoltaic power stations that have been filed as distributed photovoltaic projects before January 23, 2025 (inclusive), but cannot be completed and put into operation before May 1, 2025 (inclusive), need to be changed and filed as centralized photovoltaic projects.

Centralized photovoltaic projects that have obtained grid connection opinions before May 1, 2025 (inclusive) after the change of filing are considered to be included in the provincial centralized photovoltaic project construction plan and do not need to be separately reported. The grid-connected mode of such projects can choose full grid connection or self-generation and self-use with surplus power grid connection.
