10 Billion Yuan Investment in Kunshan's Building-Integrated Photovoltaics (BIPV) Project

On April 28, China Construction Xinyi Group (hereinafter referred to as "China Construction Xinyi" or "the Company") and the Kunshan Municipal People's Government signed a strategic cooperation framework agreement. Over the next five years, the company will promote the implementation of BIPV (Building-Integrated Photovoltaics) projects with a total scale of no less than 10 billion yuan, creating a green building demonstration city and driving the transformation of the construction industry into a green building industry.

Suzhou Deputy Mayor Shi Jiahong, Kunshan Municipal Party Committee Deputy Secretary and Mayor Fan Jianqing, China Construction International Group Executive Director and CEO, and China Construction Xinyi Group Chairman Wang Xiaoguang, and China Construction Xinyi Group Executive Director and CEO Zhu Haiming witnessed the signing ceremony. Kunshan Deputy Mayor Wang Hao and China Construction Xinyi Group Vice President and Chairman of Far East Photovoltaic Technology Zhu Minfeng signed on behalf of both parties.

The Ministry of Housing and Urban-Rural Development's "14th Five-Year Plan" for Building Energy Efficiency and Green Building Development proposes that by 2025, all newly built urban buildings will be completed as green buildings, building energy utilization efficiency will steadily improve, and the building energy structure will be gradually optimized, laying a solid foundation for achieving carbon peaking in the urban and rural construction sector before 2030. Internationally, the EU Carbon Border Adjustment Mechanism (CBAM) will be fully implemented in 2026, aiming to strengthen the EU's competitiveness in international trade and environmental protection through the imposition of carbon tariffs on specific imported goods and encouraging global emission reductions. BIPV technology, by constructing zero-carbon industrial parks and increasing the proportion of green electricity supply in the region, has become not only a key tool for breaking through carbon tariff barriers but also a key innovation direction promoted by the state, a key implementation path for policy implementation, and demonstrates significant strategic value.

In order to actively respond to the national "dual carbon" strategic goals, the company actively expands the "curtain wall + photovoltaic" field, cooperates with experts and scholars in multiple fields, and independently researches and produces industry-leading BIPV products—the LIGHT series of lightweight photovoltaic building materials components. The LIGHT series products combine power generation performance with architectural aesthetics, breaking the industry pain points of traditional photovoltaic components such as poor appearance, low safety, and poor durability. It is no longer simply attaching photovoltaic panels to completed buildings, but making photovoltaic components an indispensable part of the building itself, transforming buildings from traditional energy consumers into energy producers.

The company's technology and products are highly compatible with Kunshan's green development path, laying a solid foundation for cooperation between the two parties. According to the strategic cooperation framework agreement, the two parties will carry out comprehensive cooperation in the fields of urban green and low-carbon transformation and green and low-carbon industrial upgrading, focusing on building a complete BIPV industrial chain system, comprehensively empowering the green transformation of existing buildings in Kunshan and the low-carbon upgrading of new buildings, and jointly creating a benchmark city for green and low-carbon transformation in the Yangtze River Delta region.

Suzhou Deputy Mayor Shi Jiahong stated that the cooperation foundation between the two parties is solid and the future prospects are broad. It is hoped that confidence in development will be strengthened, focusing on BIPV and smart energy fields, deepening mutually beneficial cooperation with Kunshan, promoting the integration of green buildings and local industrial chains, better radiating Suzhou, the Yangtze River Delta, and even the whole country, and accelerating the cultivation of new economic growth points.

Kunshan Municipal Party Committee Deputy Secretary and Mayor Fan Jianqing stated that Kunshan is located in the core hinterland of the Yangtze River Delta, with a good industrial foundation and large market demand. It is currently actively deploying new areas in the green and low-carbon industry and accelerating the promotion of urban area updates. It is hoped that the two parties will carry out in-depth cooperation in aspects such as green buildings and smart buildings. Kunshan will provide the most favorable policies, the best services, and the richest application scenarios to achieve win-win development with enterprises.

China Construction International Group Executive Director and CEO, and China Construction Xinyi Group Chairman Wang Xiaoguang stated that green buildings are the future development trend of cities. China Construction Xinyi Group will give full play to its integrated advantages in green building industry investment, construction, and operation, integrate and introduce high-quality technologies and resources, promote the implementation of more green building application scenarios in Kunshan, and comprehensively empower local development.
