In order to implement the decisions and deployments of the Party Central Committee, the State Council, the Provincial Party Committee and the Provincial Government, and the Municipal Party Committee and the Municipal Government on carbon peak and carbon neutrality, and to do a good job in the carbon peak work in the urban and rural construction field of our city, this plan is formulated in accordance with the requirements of the "Notice of the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission on Issuing the Implementation Plan for Carbon Peak in the Urban and Rural Construction Field," "Shanxi Provincial Carbon Peak Implementation Plan," "Shanxi Provincial Carbon Peak Implementation Plan in the Urban and Rural Construction Field," and "National Carbon Peak Pilot (Taiyuan) Implementation Plan," and in combination with the actual situation of our city.
I. Main Objectives
Before 2030, the policy system and institutional mechanism for green and low-carbon development in urban and rural construction will be basically established; the level of building energy efficiency, green buildings, and green and low-carbon construction will be significantly improved, and the achievements in the construction of green and low-carbon cities, counties, and villages will be significant; the low-carbon operation level of infrastructure will continue to improve, the building energy efficiency level will be significantly improved, the energy structure and methods will continue to be optimized, and the application of renewable energy will be more fully utilized; the overall, systematic, and growth nature of the city will be enhanced, green construction and green lifestyles will be widely promoted, the living environment will continue to improve, and the quality of green and low-carbon development in urban and rural construction will be significantly improved.
II. Construction of Green and Low-Carbon Cities
(I) Constructing a low-carbon and intensive development pattern for urban and rural areas. Driven by the construction of a national regional central city, integrating into the "Belt and Road" initiative and the coordinated development of Beijing-Tianjin-Hebei, optimizing the urban structure and layout, promoting group development, scientifically determining the urban form, density, functional layout, and construction methods. Establishing a management mechanism for urban and rural planning and construction with green and low-carbon as the prominent guide, reasonably controlling the urban development intensity, adhering to "retention, modification, and demolition" to promote urban renewal, newly built residential buildings should be lower than 80 meters, strictly limiting the construction of new super-high-rise buildings above 250 meters, not building new super-high-rise buildings above 500 meters, reasonably controlling the ratio of jobs to residences in new cities and new districts, and promoting the balanced and integrated layout of employment opportunities and living spaces. Vigorously implementing urban ecological restoration, improving the urban ecosystem, strengthening the coordinated layout of ecological corridors, landscape sightlines, ventilation corridors, waterfront spaces, and urban greenways, reserving urban river and lake ecological space and flood control and drainage space, and systematically promoting sponge city construction in a targeted manner, and high-level promotion of the "Jinxiu Taiyuan City" ecological construction. Reasonably laying out urban expressway transportation, life-oriented distribution transportation, and green slow-traffic facilities, the road network density of the main urban area should be greater than 8 kilometers per square kilometer. Promoting the digital development of urban and rural areas, accelerating the construction of the City Information Model (CIM) platform, building a smart city infrastructure platform, and promoting the construction of digital twin cities and digital buildings. (II) Promoting the low-carbon operation of infrastructure. Integrating the concept of green and low-carbon into urban renewal actions, strengthening infrastructure construction standards, implementing the renewal and transformation of aging pipelines and facilities such as heating, water supply, gas supply, and drainage, and reducing heat loss in heating pipelines by 5 percentage points by 2030 compared to 2020. Accelerating the transformation of old water supply pipelines, actively carrying out pilot construction of leakage control in public water supply pipelines, and continuously improving the optimization management of leakage in urban public water supply pipelines. Accelerating the construction of water-saving cities, expanding the scope of reclaimed water use, and achieving a city-wide average reclaimed water utilization rate of 30% by 2030. Implementing the transformation of sewage collection and treatment facilities and the urban sewage resource utilization action, reasonably determining the overall scale and layout of facilities, and improving the treatment efficiency of domestic sewage facilities. Promoting the construction of a gas supply digital platform to improve management efficiency. Promoting the low-carbonization of building heat sources, reasonably carrying out combined heat and power generation, and actively utilizing power plant waste heat, industrial waste heat, and sewage heat sources for heating applications. Strengthening the effective connection between urban facilities and the original ecological background such as rivers and lakes, comprehensively adopting the methods of "infiltration, retention, storage, purification, use, and discharge," increasing rainwater storage and utilization, and systematically promoting sponge city construction in a targeted and comprehensive manner, with the average permeable area ratio in urban built-up areas reaching 45% by 2030. Further promoting garbage classification and disposal, improving the system of classified disposal, classified collection, classified transportation, and classified treatment of household garbage, promoting garbage reduction, resource utilization, and harmlessness, and achieving a resource utilization rate of about 65% for urban household garbage by 2030. Carrying out special actions for sidewalk purification and bicycle lanes, promoting the construction of Metro Lines 1 and 3, improving supporting transfer facilities such as connecting corridors or underground passages between urban rail transit stations and surrounding buildings, increasing the construction of urban bus lanes, improving the efficiency and service level of urban public transportation, and steadily increasing the proportion of green transportation travel. Promoting urban green lighting, with the use of energy-efficient lamps such as LEDs exceeding 80% by 2030, and the construction of a digital lighting system in the main urban area. (3) Strengthen the urban greening network. Create national ecological garden cities, build park cities, optimize greening planning and control, and expand urban green space. Implement greening quality improvement and transformation actions, promote the improvement of plant community structure in existing parks and along transportation lines, and improve the carbon sequestration efficiency of green spaces. Accelerate the implementation of the "Hundred Parks Greening" project in the six urban districts, and construct a number of small parks and green spaces of over 10,000 square meters. Implement the "Greening Around Us" action for the people, making full use of abandoned and vacant land in towns and cities to build "pocket parks," small green spaces, and green rest stations as appropriate. Develop urban spatial three-dimensional greening as appropriate, forming a new landscape of urban three-dimensional greening. Comprehensively improve the level of urban garden greening, carry out urban garden greening improvement actions, achieve a green space rate of 40.3% in built-up areas by the end of 2025; achieve a green space rate of 41% in built-up areas by 2030, achieve per capita park green space area of over 14 square meters in the city, achieve a park green space service radius coverage rate of 85%, and achieve a greenway length of 1.2 kilometers per 10,000 people in the city. (4) Construct green and low-carbon communities. Promote mixed blocks with multiple functions, advocate for mixed layouts of residential, commercial, and pollution-free industries. Connect several residential communities through walking and cycling networks to build a 15-minute living circle. In accordance with the "Construction Standards for Complete Residential Communities (Trial Implementation)", promote pilot work on the construction of complete residential communities, and gradually improve the construction level of residential communities throughout the city in a point-to-area manner. Continuously carry out green community creation actions, implementing the concept of green development throughout the entire process of community design, construction, management, and service. Promote research on zero-carbon community technology systems and explore the construction of zero-carbon communities. Encourage property service enterprises to extend to multiple fields such as home-based elderly care, housekeeping, and childcare, meeting the basic living needs of owners within walking distance. Advocate for a low-carbon lifestyle, guide residents to reduce the consumption of disposable consumer goods and packaging materials, and create a new lifestyle of simplicity, moderation, green, and low carbon. Promote the electrification of building heating, domestic hot water, and cooking, and promote the application of efficient DC appliances and equipment. Promote the optimization of differentiated water supply, hot water systems, and high-quality direct drinking water into households. Encourage the selection of green home appliances and new energy vehicles, and promote the construction of community charging and swapping facilities. (5) Develop green and low-carbon buildings. Continuously carry out green building creation actions, fully implement green building standards for newly built buildings in towns and cities, and the proportion of green buildings in newly built buildings in towns and cities will reach 100% (of which the proportion of star-rated green buildings will reach 30%); public buildings and large residential areas with a ground building area of over 100,000 square meters will implement one-star and above standards, and super-high-rise buildings will implement three-star standards; newly built buildings in green building concentrated demonstration areas will all reach one-star and above standards (of which the proportion of two-star and above standard buildings will reach 30%); encourage public buildings invested by state-owned capital and projects with conditions to implement two-star and above standards. Green building projects must strictly implement the quality commitment system and lifelong responsibility system for surveying and design, and standardize the implementation of the expert review system for specialized design documents for one-star and above green building construction drawings. Further strengthen the supervision of green buildings, conduct special acceptance supervision of green buildings, strengthen the combination of examination and supervision, and establish an effective mechanism for connecting special acceptance supervision with completion acceptance filing. Strictly implement energy efficiency standards for newly built buildings, and encourage standardized industrial plants to be designed, constructed, and renovated according to energy efficiency standards. Actively promote the comprehensive electrification of newly built public buildings, accelerate the promotion of ultra-low energy consumption and near-zero energy consumption buildings, and carry out zero-carbon building pilot projects with the construction of Wusu Zero-Carbon Airport as the focus. Actively build green and low-carbon residential buildings, implement a menu-style fully decorated delivery model, and encourage and support the application of prefabricated fully decorated buildings in newly built commercial residential projects. Continuously promote energy efficiency transformation of existing residential buildings, use market-oriented models to accelerate the promotion of energy efficiency improvement projects for public institutions such as schools, hospitals, and government agencies, and large commercial complexes, and improve the energy efficiency of existing buildings. Promote energy consumption monitoring and statistical analysis of public buildings, strengthen the operation adjustment of key energy-consuming equipment such as air conditioning, lighting, and elevators, and improve equipment energy efficiency. (6) Promote green and low-carbon construction. Continue to develop prefabricated buildings, government-invested large public buildings (with a single building area of over 20,000 square meters) will give priority to the use of steel structures, encourage the construction of steel structure residential buildings, steadily promote prefabricated concrete buildings, and by 2030, the proportion of prefabricated buildings in the newly built urban buildings that year will reach 45%. Promote intelligent construction, actively apply building information modeling (BIM) technology, and achieve collaborative design, production, and construction. Improve the universality of prefabricated components and parts, and promote the factory-based precise processing and refined management of building materials. Using prefabricated building industrial bases as carriers, promote innovation and cross-border integration of intelligent production technologies, and gradually form a number of modern building industrial parks with sound infrastructure and mature operations. Implement government procurement to support green building materials to promote the improvement of building quality, promote government-invested projects to take the lead in using green building materials, and actively promote the application of green building material projects. Strengthen construction site management, actively promote energy-efficient construction equipment, monitor the energy consumption of key equipment, implement group control management of multiple similar equipment, and improve the source reduction and resource utilization level of construction waste. By 2030, the material loss rate at construction sites will decrease by 20% compared to 2020, the amount of construction waste discharged from newly built construction sites will not exceed 300 tons/10,000 square meters, and the resource utilization rate of construction waste will reach 55%. (7) Optimize the building energy structure. Actively promote the low-carbonization of building energy consumption, and strive to achieve an 8% renewable energy substitution rate for urban buildings in the city. Promote the integrated application of building photovoltaics, strive to achieve a photovoltaic coverage rate of 50% for newly built public buildings and newly built factory buildings, actively promote the installation of photovoltaic systems on the roofs of existing public buildings such as schools, hospitals, and government agencies, and industrial plants, and actively promote the application of solar thermal buildings in buildings with stable hot water needs. Accelerate the promotion of intelligent photovoltaic applications, focusing on "photovoltaic + energy storage," promote the application of technologies such as "photovoltaic storage direct flexible," cold storage, and heat storage, and in newly built residential buildings and newly built public buildings, try to use solar photovoltaic, solar thermal, geothermal energy, air energy, biomass energy, and other renewable energy comprehensively as appropriate, carry out pilot projects for innovative applications of renewable energy buildings, actively solve the energy consumption needs of heating, cooling, lighting, ventilation, domestic hot water, cooking, and property, gardening, sanitation, and transportation equipment charging, and give priority to the consumption of renewable energy electricity. Actively encourage newly-approved public buildings with conditions for government investment to adopt a "geothermal energy +" multi-energy complementary energy structure. Actively explore intelligent group control technology for building electrical equipment, reasonably allocate electricity load under the premise of meeting electricity demand, and achieve less or no increase in electricity capacity. III. Build Green and Low-Carbon County Towns and Villages
(8) Promoting Green and Low-Carbon Development in County Towns. Strengthen green and low-carbon construction in county towns, promote the low-carbon transformation of urban and rural construction and management models, strictly implement national land space use control, optimize land use indicator allocation methods, guide high-quality development of county towns with green and low-carbon concepts, and accelerate the implementation of county town "construction guidelines". Adhere to the safety bottom line of county town construction and strengthen the construction of flood control, drainage, and disaster reduction projects. Control the density, intensity, and building height of county town construction in an orderly manner based on local conditions. The population density of county towns located in ecological functional areas and major agricultural product producing areas should be controlled at 0.6-10,000 people/square kilometer, and the ratio of total building area to construction land area should be controlled at 0.6-0.8; building height should match fire rescue capabilities. Newly built residential buildings should mainly be 6 stories high, with a maximum of 18 stories. Construction of residential buildings exceeding 18 stories should be strictly and fully demonstrated, and ensure that fire emergency, municipal supporting facilities, etc., are in place; the proportion of residential buildings with 6 stories or less should be no less than 70%. Promote the construction of ecological greenways and green recreational spaces, build a pedestrian-friendly county town transportation system, implement "narrow roads, dense road networks, and small blocks", the red line width of roads inside the county town should not exceed 40 meters, the concentrated hard surface area of squares should not exceed 2 hectares, and the pedestrian network should be continuous and smooth. Promote the integrated construction of public service facilities based on street blocks in a way that suits local conditions, orderly promote the upgrading and expansion of municipal utilities, public services, and environmental sanitation facilities in county towns, and guide the extension of infrastructure and public services to rural areas. (9) Building Ecological and Livable Villages. Carry out green and low-carbon village construction and improve the ecological and environmental quality of rural areas. Protect the ecological and pastoral pattern of villages, rationally plan rural settlements, inherit the wisdom of green construction of traditional buildings and rural settlements, improve land use efficiency and public service capabilities, and reduce resource and energy consumption. Follow the laws of rural development in village construction, respect natural ecology and village texture, adhere to not digging mountains, not filling lakes, not destroying forests, and promote harmonious coexistence between humans and nature. Pay attention to improving supporting facilities for farmhouses and village environment, and encourage the concentration of newly built farmhouses in villages with complete infrastructure, superior natural conditions, complete public service facilities, and beautiful landscape environment. (10) Developing Green and Low-Carbon Farmhouses. Combining local climatic conditions, traditional customs, and other factors, guide the construction of new farmhouses to comply with standards such as the "Energy Efficiency Design Standard for Rural Residential Buildings" (GBT50824-2013) and the "Technical Guide (Standard) for Self-Built Housing in Rural Homesteads" (DBJ04/T4 16-2020). Comprehensively consider the structural safety of farmhouse buildings and the economic affordability of farmers, explore and promote modern farmhouse construction methods such as passive solar houses based on local conditions, promote the use of new green and energy-saving technologies, products, and processes, pay attention to the integrated design of green and energy-saving technical facilities and farmhouses, and improve the energy efficiency of farmhouses. Strengthen the inheritance and innovation of traditional construction methods, pay attention to the use of local materials and local craftsmanship, encourage technical units and universities to conduct research on the improvement of traditional rammed earth construction technology, and promote the effective promotion and application of relevant scientific research results. (11) Promoting Low-Carbon Treatment of Domestic Garbage and Sewage. Promote rural sewage treatment, reasonably determine emission standards, promote miniaturized, ecological, and decentralized sewage treatment technologies based on local conditions, standardize facility operation and management, and implement micro-power, low-energy consumption, and low-cost operation methods. Accelerate the construction of sewage treatment facilities in towns, and by the end of 2025, all towns with a permanent population of more than 2,000 people will have the capacity to treat domestic sewage. Actively promote the "four-classification method" for rural domestic garbage, promote the classified treatment of rural domestic garbage, advocate the resource utilization of rural domestic garbage, and achieve source reduction. In accordance with the method of "household classification, village collection, township transportation, and county treatment", highlight the role of cities in leading rural areas, incorporate rural domestic garbage into the urban garbage treatment system, and promote integrated urban-rural garbage treatment. By the end of 2025, the coverage rate of the rural domestic garbage collection and disposal system in natural villages will reach 98%. (12) Promoting Low-Carbon Energy Use in Rural Areas. Accelerate the construction of heating networks, shut down scattered small coal-fired boilers within the scope of centralized heating, and centralized heating heat source facilities in some central towns and new rural construction. Eliminate coal-fired heating boilers and commercial boilers of 50 tons or less. Promote the application of renewable energy sources such as solar energy, geothermal energy, air energy, and biomass energy in rural gas supply, heating, and power supply, and vigorously promote the installation of solar photovoltaic systems on the roofs of farmhouses, courtyards, and agricultural facilities. Make full use of solar thermal systems to provide domestic hot water, and encourage the use of solar cookers and other equipment. Promote the consumption of green and intelligent home appliances, promote high-efficiency and intelligent home appliances, and guide the electrification of energy consumption for cooking, heating, lighting, and hot water. IV. Supporting Measures
(13) Improving the Support System. Establish and improve a coordination mechanism for carbon peak work in the field of urban and rural construction, promote the formulation of local regulations and policies for green and low-carbon development, and implement technical standards and policy requirements for green buildings, building energy efficiency, zero-carbon buildings, and green construction. Establish a data sharing mechanism for urban building water, electricity, gas, and heat consumption, and improve building energy consumption monitoring capabilities. Improve relevant financial policies supporting carbon peaking in the field of urban and rural construction, and implement tax preferential policies. Explore green financial support, encourage financial institutions to provide professional financial services for green credit and investment in green projects, and encourage insurance institutions to innovate insurance products and services. Encourage the use of public-private partnerships to promote the construction of major projects. (14) Innovating Development Models. Establish and improve a grassroots social organization system, build a green and low-carbon development model for urban and rural construction that is vertically and horizontally integrated, and jointly build, govern, and share, and improve the mechanism of government leadership, mass organization mobilization, and social participation. Establish and improve an urban physical examination and evaluation system, and conduct urban self-examinations focusing on ecological livability, health and comfort, safety and resilience, convenient transportation, characteristic appearance, cleanliness and order, diversity and inclusiveness, and innovative vitality. Conduct rural construction evaluations, analyze and evaluate the status of county-level rural construction year by year and in batches, and guide the continuous improvement of rural human settlements environment. Focusing on key areas such as energy system optimization, low-carbon operation of municipal infrastructure, zero-carbon buildings, and zero-carbon communities, organize and conduct basic research, technological breakthroughs, engineering demonstrations, and industrial applications, and promote the coordinated development of scientific and technological research and development, results transformation, and industrial cultivation.
