The nation's first intelligent carbon management system standard is now open for public solicitation
On May 23, the State Council's executive meeting deliberated and adopted the "Action Plan for Green and Low-Carbon Development of Manufacturing (2025-2027)", which clearly states the need to accelerate green technological innovation and the promotion and application of advanced green technologies, and to strengthen the green foundation of new industrialization. According to forecasts compiled by relevant consulting agencies, the global carbon management system market size in 2023 reached 74.911 billion yuan, and it is estimated that the market size of China's carbon digital products alone will exceed 2.5 billion yuan by 2029.

On May 28, in order to implement the national strategy of actively responding to climate change, and to thoroughly implement the "National Standardization Development Outline" and the "Implementation Plan for Establishing and Improving the Carbon Peak and Carbon Neutrality Standard Measurement System", and to accelerate the construction of a scientific, practical, and systematic national standard system for responding to climate change, the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, and 15 other departments jointly issued the "National Climate Change Response Standard System Construction Plan". Among them, sections such as "information platform construction and information disclosure, advanced technology carbon emission reduction effect evaluation, and low-carbon technology management regulations" provide guidance for the development direction of combining advanced technologies such as big data and artificial intelligence with carbon management systems.

National Climate Change Response Standard System Construction Plan (2025)
Framework Diagram of the National Climate Change Response Standard System
In response to the policies of various ministries and commissions and the dual-carbon strategy, the industry urgently needs a standardized plan that combines data governance and artificial intelligence technology with traditional carbon management systems to guide the construction of intelligent carbon management systems, the governance of carbon data compliance, and the cultivation of intelligent carbon management talents, helping various industries and enterprises to achieve the "dual-carbon" goals with high quality.

Based on the above background, Beijing Zhiyu Zhonglian Technology Co., Ltd., in conjunction with the National Industrial Information Security Development Research Center (the first research institute of the Ministry of Industry and Information Technology), the fifth research institute of the Ministry of Industry and Information Technology, the Development Research Center of the State Administration for Market Regulation, Zhong Huan United (Beijing) Certification Center Co., Ltd., Beijing Green Exchange Co., Ltd., and many other key units and experts, jointly launched the standard development plan for the "Guide to the Construction of Intelligent Carbon Management Systems".

Main Content of the "Guide to the Construction of Intelligent Carbon Management Systems"
As the first domestic standard focusing on the construction of digital carbon management systems, the "Guide to the Construction of Intelligent Carbon Management Systems" will focus on the nine modules of the intelligent carbon management system, integrating cutting-edge elements such as data governance and intelligent technology applications on the basis of the traditional carbon management system. By systematically covering aspects such as carbon accounting, data quality assurance, and intelligent decision-making, the integrity and forward-looking nature of system construction are achieved; at the same time, it supports the on-demand combination and deepening of various modules according to the business characteristics of different industries and enterprises, ensuring that the standard plan has flexible adaptability in various scenarios such as energy, manufacturing, and transportation, effectively improving the operability and practical application value of implementation.

To enhance the scientific and practical nature of the standard and ensure that the compilation work is oriented towards solving practical business problems, the following units are welcome to actively participate in the standard drafting work and put forward professional opinions on the standard:
