Standard Construction! Key Points Interpretation of Fengshun County's "Photovoltaic + Building" Pilot Program Guidelines (Trial Implementation)
Recently, Fengshun County officially released the county's "Photovoltaic + Building" pilot program guidelines (trial implementation), clarifying relevant work requirements. To help the public better understand these guidelines, this morning, a reporter interviewed relevant officials from the County Development and Reform Bureau and the County Housing and Urban-Rural Development Bureau for an in-depth interpretation of the guidelines' content.
It is understood that "Photovoltaic + Building" refers to distributed photovoltaic power generation projects built and installed on buildings and structures. These distributed photovoltaic power generation facilities utilize building rooftops and have the characteristics of balancing and adjusting the power grid system. They are divided into two categories: "Photovoltaic + Building" projects for natural persons and "Photovoltaic + Building" projects for non-natural persons. The County Development and Reform Bureau reminds that project leaders should do a good job in application and filing.
Among them, "Photovoltaic + Building" projects for natural persons refer to distributed photovoltaic power generation projects where natural persons invest in the construction using their own buildings and structures, and the public connection point voltage level does not exceed 380 volts.
[Yang Yuwei, director of the Transportation and Energy Section of the County Development and Reform Bureau: Applicants should prepare the following materials and apply to the town government where the project is located: 1. Fengshun County "Photovoltaic + Building" Project Application Form; 2. Copy of applicant's ID card; 3. Real estate certificate and other property certificates; 4. Design plan, renderings; 5. Letter of commitment. After approval by the town government, county housing and urban-rural development, and power supply departments, the county power supply department will collectively file the documents with the county development and reform bureau.]
"Photovoltaic + Building" projects for non-natural persons include all "Photovoltaic + Building" projects other than distributed photovoltaic power generation projects for natural persons, such as photovoltaic power generation projects applied for and constructed by industrial and commercial enterprises using the rooftops of their factories or leasing the rooftops of other owners in the name of the enterprise.
[Yang Yuwei, director of the Transportation and Energy Section of the County Development and Reform Bureau: Applicants should prepare the following materials and apply to the town government where the project is located or the Fengshun Economic Development Zone: 1. Fengshun County "Photovoltaic + Building" Project Application Form; 2. Copy of business license or organization code certificate of the enterprise with the enterprise seal; 3. Copy of the legal representative's ID card; 4. Copy of the operator's ID card; 5. Real estate certificate and other property certificates; 6. Design plan, renderings; 7. Letter of commitment. After approval by the town government or development zone, county housing and urban-rural development, and power supply departments, the applicant will submit the above materials to the county development and reform bureau. After approval by the county photovoltaic construction project review working group, they will log onto the "Guangdong Provincial Investment Project Online Approval and Supervision Platform" to file according to the prescribed procedures. Here, all applicants are also reminded that "Photovoltaic + Building" projects must not be constructed before filing.]
The housing and urban-rural development department specially reminds that the buildings on which the "Photovoltaic + Building" project is based must be legal, with clear ownership, or complete and undisputed property lease procedures. At the same time, the owners of the houses should enhance their awareness of prevention and be wary of third parties using deceptive means to handle illegal photovoltaic loans, avoiding unnecessary economic losses. In addition, the design style of the "Photovoltaic + Building" project must meet the requirements of appearance control, and random construction is strictly prohibited.
[Luo Zhirong, the main person in charge of the Science, Technology, Energy Conservation, and Information Section of the County Housing and Urban-Rural Development Bureau: For existing rural house buildings, "Photovoltaic + Building" projects should adopt a sloped roof form. When existing buildings have sloped roofs, they should be installed along the slope, and the components should not exceed the highest point of the installed roof. The surface of the component array should be as close as possible to the installed roof. When existing buildings have flat roofs, the slope of the photovoltaic components on the roof in key areas of appearance control should generally be no less than 10 degrees. Considering the needs of drying and water tank placement, some open spaces should be set up.]
Relevant officials from the Housing and Urban-Rural Development Bureau stated that the installation height of the photovoltaic power generation system for rural houses should not exceed 2.8 meters from the highest point of the roof. When there is a stairwell on the roof and photovoltaic components need to be installed on the roof of the stairwell, the highest point should not be higher than 1.0 meter above the roof of the stairwell. The photovoltaic components on the stairwell and the roof should be designed in different levels and layers to avoid the roof being too large and out of harmony with the architectural style.
[Luo Zhirong, the main person in charge of the Science, Technology, Energy Conservation, and Information Section of the County Housing and Urban-Rural Development Bureau: Different appearance coordination measures should be adopted for photovoltaic power generation systems according to the installation height. Parapets can be used for shielding, and parapets should be treated according to building codes. A setback method can also be adopted for installation to avoid affecting the appearance of the building facade. The specific height limits for photovoltaic systems in industrial and public buildings can be determined based on the actual situation.]
