On May 14, the Henan Development and Reform Commission issued the "Notice on the Organization and Implementation of the Application for New Energy Projects for the Upgrading and Transformation of Coal-fired Power Units in 2025" (hereinafter referred to as the "Notice").

The Notice clarifies that, following the principle of "reporting as required," new energy projects corresponding to the upgrading and transformation of coal-fired power units can all participate in this application. The specific application requirements and allocation principles are as follows:

(1) For coal-fired power units included in the development plan, which have undergone flexibility transformation and completed in-depth adjustment and confirmation, it is encouraged to continue implementing energy-saving and emission-reduction transformation, with a new energy scale increase of 8% of the installed capacity of coal-fired power generation 。

(2) For coal-fired power units included in the development plan, which have undergone flexibility transformation but have not completed in-depth adjustment and confirmation, after completing the transformation and confirmation according to the existing procedures, they will handle the grid connection procedures for new energy projects. If they continue to implement energy-saving and emission-reduction transformation, the new energy scale increase will be 8% of the installed capacity of coal-fired power generation 。

(3) For coal-fired power units not included in the development plan but which have undergone flexibility transformation, the new energy project allocation will be 14% of the installed capacity , apply to be included in the development plan according to the procedure, and complete the transformation and confirmation before handling the grid connection procedures for new energy projects. If they continue to implement energy-saving and emission-reduction transformation, the new energy scale increase will be 8% of the installed capacity of coal-fired power generation 。

(4) For coal-fired power units not included in the development plan and which have not undergone flexibility transformation, they should simultaneously carry out flexibility and energy-saving and emission-reduction transformation, with a new energy scale increase of 22% of the installed capacity of coal-fired power generation 。

The Notice emphasizes the need to scientifically adjust the allocation plan . For power generation enterprises that have already carried out flexibility transformation of coal-fired power units and allocated new energy projects, they can adjust based on the actual situation of coal-fired power unit transformation. For units that subsequently implement flexibility and energy-saving and emission-reduction transformation simultaneously, they should make appropriate matches based on the progress of coal-fired power unit transformation and the construction of new energy projects, and submit them together after confirmation by the superior company.

Projects intending to participate in this application should quickly improve the supporting materials for new energy projects, effectively eliminate disruptive factors, and upload the updated materials to the preliminary library of the new energy project management system (www.hnsxny.cn) before June 30 。

It is worth adding that on May 13, 2024, the Henan Development and Reform Commission issued the "Notice on the Organization and Implementation of the Deep Peak Regulation Capacity Confirmation Work for Flexibility Transformation Projects of Coal-fired Power Units." The document points out that the deep peak regulation capacity confirmation of flexibility transformation projects of coal-fired power units applies to: Coal-fired power units whose allocated new energy projects are included in the 2022-2025 development plan and whose minimum power generation output meets the requirements through relevant performance tests.

In addition, the flexibility transformation projects applying for confirmation should precede or be simultaneous with the construction of the new energy main body project, and the minimum power generation output of the unit should not be higher than 25% of the rated power, and should be completed by the end of 2025 in principle. 。

In recent years, China's coal-fired power industry has undergone drastic optimization and upgrading. From ultra-low emission transformation to energy-saving and carbon reduction transformation, flexibility transformation, and heating transformation "three-transformation linkage" and then to low-carbon transformation, the energy efficiency improvement, flexibility enhancement, and environmental protection optimization results of coal-fired power units have been significant.

On October 29, 2021, the National Development and Reform Commission and the National Energy Administration issued the "Notice on the Nationwide Transformation and Upgrading of Coal-fired Power Units," and the "three-transformation linkage" was launched in the coal-fired power industry, stimulating new vitality for green and low-carbon development of coal-fired power.

On March 26, 2025, the National Development and Reform Commission and the National Energy Administration jointly issued the "Implementation Plan for the New Generation of Coal-fired Power Upgrading Special Actions (2025-2027)", aiming to consolidate the basic guarantee role of coal-fired power, actively promote the transformation and upgrading of coal-fired power, and contribute to the construction of a new power system.
