Over 82GW! List of key photovoltaic projects released by China Nuclear, State Power, State Power Investment, Huaneng, Power Construction of China, Datang, Huaneng, Three Gorges, etc.

Currently, 16 provinces, autonomous regions, and municipalities across the country have released investment plans for key projects in 2025. The total number of projects exceeds 13,000, with a cumulative total investment exceeding 38 trillion yuan.

According to incomplete statistics from SOHO PV, as of press time, 14 provinces, autonomous regions, and municipalities have announced their 2025 key project lists, including 227 photovoltaic projects, involving 145 photovoltaic power generation projects and 82 manufacturing projects. The total scale of photovoltaic power stations exceeds 80GW.

Seven provinces, including Ningxia, Shandong, Tianjin, Hebei, Jiangsu, Fujian, and Hainan, have clearly defined the owners of photovoltaic power station projects, involving 33 companies such as China National Nuclear Corporation, State Energy Group, Ningxia Ningdong New Energy, Ningxia Electric Power Investment, State Power Investment, Huaneng, Power Construction of China, Datang, Huaneng, Three Gorges, and China Resources.

Compared with 537 key photovoltaic projects released by 20 provinces and cities last year, in 2025, the number of projects has significantly decreased, both on the application and manufacturing ends of the photovoltaic industry.

The National Energy Administration clearly stated at the 2025 National Energy Work Conference that the target for new wind and photovoltaic installations this year is around 200GW, which is obviously a relatively conservative expectation, after all, in 2024, the newly installed capacity of photovoltaic power generation nationwide exceeded 277GW. Some believe that this is a phased adjustment as the industry shifts from expansion to rational development. Currently, the main photovoltaic industry chain links have entered a stage of capacity elimination, market competition is fierce, price fluctuations are large, and corporate profit margins are continuously compressed, making companies more cautious when investing in new projects.

From the policy orientation, the "Technical Standards for the Photovoltaic Manufacturing Industry" issued by the Ministry of Industry and Information Technology in 2024 significantly raised the technical threshold, especially for the efficiency requirements of newly added capacity. Local policies have shifted from simply pursuing growth in the number of projects to promoting high-quality development of the industry. Some regions have put forward higher requirements for the technical level, environmental protection standards, and resource utilization efficiency of photovoltaic projects. Some projects that do not meet the standards have been eliminated or delayed.

In addition, grid absorption and carrying capacity are also one of the main factors restricting development.

█ Hebei:

On January 2, the Hebei Provincial Development and Reform Commission issued a notice on the list of key construction projects in Hebei Province for 2025.

The document shows that there are a total of 703 key projects in Hebei Province in 2025, with a total investment of 1.5 trillion yuan. Among them, 23 projects involve the photovoltaic field.

There are three projects related to the main industrial chain, namely the Fuping County Xinsheng 2GW photovoltaic component production line project, the Tang County Yingchen New Energy 6GW component intelligent production line project, and the Jingshow District China Lekai new lightweight and high-efficiency flexible perovskite photovoltaic component project.

█ Jiangsu:

On January 8, the Jiangsu Provincial Development and Reform Commission announced the list of major projects in Jiangsu Province in 2025 and the list of key projects in the private investment industry in Jiangsu Province in 2025.

Among them, the list of major projects includes 600 projects in total, divided into implementation projects (500) and reserve projects (100). A total of 6 projects involve the photovoltaic field, with 3 implementation projects and 3 reserve projects each.

The list of key private investment industry projects totals 200 projects, of which 5 projects involve photovoltaic-related fields.

█ Shandong

On January 8, the People's Government of Shandong Province issued the "Notice on Issuing the List of Major Provincial Projects in 2025." The notice shows that there are 562 major implementation projects in Shandong Province in 2025, including 34 new energy projects; and 38 major preparation projects in 2025, including 4 new energy projects.

Specifically, the major implementation-type new energy projects total 15.921GW, including 4.8GW wind power projects and 11.1GW photovoltaic projects. From the perspective of project owners, Weqiao, State Energy Group, Dongying Caijin, Huaneng, Power Construction of China, and Huaneng all have projects exceeding 1GW.

Major preparation-type new energy projects total 4.6GW, including 4.1GW wind power projects and 500MW photovoltaic projects. Among them, Three Gorges Group obtained a 3GW wind power project, Huaneng Group obtained a 1.1GW wind power project, and State Power Investment obtained a 500MW photovoltaic project.

█ Sichuan

On January 15, the People's Government of Sichuan Province issued the "Notice on Doing a Good Job in the Key Projects of Sichuan Province in 2025".

The notice shows that there are a total of 810 key projects in Sichuan Province in 2025, including 532 continued projects and 278 newly started projects. Among them, those involving the photovoltaic field include 11 continued projects and 10 newly started projects.

Projects involving the main industrial chain include the Chengdu Shuangliu District Tongwei High-efficiency Crystalline Silicon Solar Cell Intelligent Production and R&D Base Project, the New Energy High-efficiency Heterojunction Cell Project, the Fujian Juxing High-efficiency Heterojunction Cell Project, the Dechang County 3GW (billion watts) photovoltaic slicing project, the 3GW (billion watts) high-efficiency photovoltaic component project, and the Suining High-tech Zone high-efficiency copper grid line crystalline silicon heterojunction photovoltaic cell and component project.

 

█ Henan

On January 20, the Henan Development and Reform Commission issued the "List of Key Construction Projects in Henan Province in 2025." The document shows that there are 1037 key projects in Henan Province in 2025, with a total investment of about 3.1 trillion yuan, striving to complete an annual investment of about 1 trillion yuan.

Among them, there are a total of 17 photovoltaic-related projects, including 11 photovoltaic power generation projects with a total capacity of 2.73GW, all of which are source-grid-load-storage integrated projects; and 6 photovoltaic manufacturing projects.

█ Chengdu-Chongqing Region

On January 20, the Chongqing Development and Reform Commission issued the "List of Key Projects for Joint Construction of the Chengdu-Chongqing Region Double City Economic Circle in 2025," with 5 photovoltaic projects selected, including 1 photovoltaic power generation project and 4 photovoltaic cell manufacturing projects.

█ Tianjin

On January 20, the Tianjin Municipal Development and Reform Commission issued a notice on issuing the opinions on the arrangement of key construction and key reserve projects in Tianjin in 2025. There are 854 key municipal construction projects and 275 key reserve projects.

Among the key municipal construction projects, there are 21 PV storage projects: 18 photovoltaic projects and 3 energy storage projects; among the key reserve projects, there are 6 PV storage projects: 3 photovoltaic projects and 3 energy storage projects.

█ Ningxia

On January 21, the Development and Reform Commission of the Ningxia Hui Autonomous Region issued a notice on the distribution of the "2025 Autonomous Region-Level Key Project Investment Plan." The notice indicates that the total investment in key construction projects at the Ningxia Autonomous Region level is 384.1 billion yuan, with a planned annual investment of 68 billion yuan. This includes 12 photovoltaic projects and 8 power plant projects, totaling 10.37 GW in scale.

From the perspective of project owners, the Ningxia State-owned Capital Operation Group's photovoltaic projects total 5.45 GW, while the State Power Investment Group and Hunan Energy Group have secured 2 GW and 1 GW of photovoltaic projects, respectively.

█ Yinchuan City, Ningxia

On February 18, the Yinchuan Municipal People's Government Office issued a notice on the distribution of the "2025 Yinchuan Key Construction Project Investment Plan." The notice indicates that there are 8 key photovoltaic projects, with a total capacity of 3.29 GW.

This includes 2 ongoing projects: the Huasheng New Energy 20GW Heterojunction Dedicated Monocrystalline Silicon Material Smart Factory Project (Phase I) and the Ningxia Huadian Longi Green Energy Park 89.8MW Photovoltaic Composite Project; and 6 new projects totaling 3.2GW. These include the National Energy Ling Shao DC配套Lingwu 2 million kW composite photovoltaic power generation project, Ningguo Yun Lingwu 1 million kW photovoltaic composite project, Longxiang Huadian Xingqing 198MW photovoltaic demonstration composite project, Ningxia Xujing's annual production of 50GW photovoltaic grade quartz devices and profiles project, Yinchuan Longji Silicon Material Co., Ltd.'s annual production of 16GW silicon ingot and wafer capacity reset project, and the High-Temperature Superconducting Silicon Single Crystal Growth Equipment Manufacturing and High-Quality Silicon Crystal Production Project.

█ Fujian

On January 23, the Fujian Provincial Development and Reform Commission issued a notice on the list of key provincial projects for 2025. The notice states that there are 1550 key provincial projects in 2025, including 17 photovoltaic power station projects with a total capacity exceeding 2 GW, of which 850 MW are offshore photovoltaic projects.

█ Wuxi

On February 5, the Wuxi Municipal Development and Reform Commission announced the list of major industrial projects for 2025, including a total of 14 photovoltaic projects.

These include 5 photovoltaic power generation projects and 9 silicon wafer, cell, module, and auxiliary material manufacturing projects. Details are shown in the table below:

█ Shanxi

On January 24, the Shanxi Provincial Key Project Command Office issued a "Notice on Issuing the List of Pre-Project Projects for Provincial Key Projects in 2025."

The notice shows that the project list is divided into five categories: industrial transformation, energy revolution, science, education, and talent, infrastructure, and social welfare. There are a total of 58 projects. Among them are two photovoltaic industry chain projects—the Jingke 56GW vertically integrated large-scale base project (Phase III and IV), and the FLOTEK (Shanxi) 8000-ton daily output photovoltaic pressed glass manufacturing project.

█ Hainan

On January 27, the Hainan Provincial Development and Reform Commission issued a notice on the distribution of Hainan Province's 2025 Major Project Investment Plan. The notice states that Hainan Province has arranged 554 major provincial projects in 2025, with a total investment of 854 billion yuan and a planned annual investment of 164.7 billion yuan.

Among these, there are 6 photovoltaic projects with a total capacity of 590 MW and a total investment of 3.258 billion yuan.

█ Quanzhou, Fujian

On February 14, the Quanzhou Municipal People's Government announced a notice on the list of key municipal projects for 2025, arranging 1082 key municipal projects with a total investment of 1386.9 billion yuan and an annual investment of 252.4 billion yuan. Among these, there are 841 ongoing key projects with a total investment of 988 billion yuan and a planned annual investment of 233.46 billion yuan; and 241 preparatory key projects with a total investment of 398.86 billion yuan and a planned annual investment of 18.98 billion yuan.

According to statistics, there are 7 ongoing key photovoltaic projects and 1 preparatory key photovoltaic project.
