Recently, the Shaoguan Municipal People's Government of Guangdong Province issued a notice on the issuance of the Shaoguan City Action Plan for Promoting the High-Quality Development of Distributed Photovoltaics (2025-2030).

The document points out that it will continue to support the orderly development and construction of rooftop distributed photovoltaics in various counties (cities and districts). Considering factors such as rooftop resource ownership, development difficulty, and project maturity, it will comprehensively promote the development of photovoltaic power generation on rooftops of public institutions such as government and party organs, schools, hospitals, and large venues. It strives to achieve a rooftop distributed photovoltaic coverage rate of 40% of the constructible area across the city by 2025, and a grid-connected installed capacity of 65% of the constructible area by 2030.

Vigorously promote the construction of photovoltaic building integration, and actively promote the integration of photovoltaics with infrastructure construction such as road transportation, 5G base stations, big data centers, and charging piles. Actively develop microgrids and DC power grids mainly based on distributed photovoltaics, and expand the scale of direct application of distributed photovoltaic terminals.

Actively promote the construction of distributed photovoltaic power generation on rooftops across the city's industrial parks. Promote the construction of green and low-carbon industrial parks to meet the needs of future green and low-carbon development. Promote the installation of photovoltaic power generation systems at highway service areas, high-speed rail stations, wharves, and airports, etc. Build a comprehensive transportation hub "distributed photovoltaic + energy storage + microgrid" transportation energy system based on local conditions. Newly built ports and logistics hubs will achieve "full installation" of photovoltaics.

Actively promote the development of urban building photovoltaics. Incorporate rooftop photovoltaics into urban renewal projects as appropriate, and encourage the development of distributed photovoltaics using rooftop resources in large residential areas. In accordance with the requirements of the "Guangdong Provincial Action Plan for Promoting Pilot Projects of County-Level "Photovoltaic + Building" Applications" (Yue Jian Ke [2024] No. 200), explore building-integrated photovoltaic construction models, and urge Nanxiong City to strictly control the planning and design of pilot projects. Based on the overall national land spatial plan, and according to local conditions, differentiate between general and key areas for urban and rural building facade control, reasonably determine control requirements, and create new "photovoltaic + building" demonstration projects. By 2026, the cumulative installed capacity will be no less than 200,000 kilowatts.

Accelerate the construction of rural distributed photovoltaics. Shaoguan City Action Plan for Promoting the High-Quality Development of Distributed Photovoltaics (2025-2030)

In order to accelerate the construction of a new power system with a gradually increasing proportion of new energy, comprehensively promote the development of distributed photovoltaics in our city, standardize the construction process of distributed photovoltaic projects, improve urban and rural landscape control, and promote the implementation of the "High-Quality Development Project for Hundreds of Counties, Thousands of Towns, and Ten Thousands of Villages," based on the relevant requirements of the provincial government on distributed photovoltaic development and the work deployment of the municipal Party committee and government, and in combination with the actual situation of our city, this action plan is formulated.

I. Overall Requirements

Adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 20th National Congress of the CPC and the second and third plenary sessions of the 20th Central Committee, implementing the new energy security strategy of "four revolutions and one cooperation," guided by the "3060" goal, actively implementing the requirements of the "Guangdong Provincial Action Plan for Promoting the High-Quality Development of Distributed Photovoltaics" (Guangdong Office Letter [2024] No. 92) and the "Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation" (National Energy Administration New Energy Regulation [2025] No. 7), giving full play to the green, low-carbon, and renewable characteristics of photovoltaic power generation, combining the resource endowment of distributed photovoltaics in our city and the regional reality of mainly rural distribution, actively promoting the high-quality development of distributed photovoltaics, standardizing the layout and planning of distributed photovoltaic projects, improving the appearance of towns and villages, and providing support for the high-quality development of the "Hundred Million and Ten Thousand Projects."

II. Work Objectives

(1) Comprehensive Promotion of Distributed Photovoltaic Construction. Continue to support the orderly development and construction of rooftop distributed photovoltaics in various counties (cities and districts). Considering factors such as rooftop resource ownership, development difficulty, and project maturity, comprehensively promote the development of photovoltaic power generation on rooftops of public institutions such as government and party organs, schools, hospitals, and large venues. Strive to achieve a rooftop distributed photovoltaic coverage rate of 40% of the constructible area across the city by 2025, and a grid-connected installed capacity of 65% of the constructible area by 2030.

(2) Actively Expand Multifaceted Application Scenarios for Photovoltaics. III. Work Measures

Newly planned and constructed parks should plan and build distributed photovoltaic power generation systems simultaneously. The photovoltaic coverage rate of newly built factory rooftops should reach 50% by 2025 and achieve full coverage by 2030. Comprehensive green transformation of existing parks should be implemented, striving for a photovoltaic coverage rate of no less than 50% by 2030. Actively promote the construction of photovoltaic power generation systems by various industrial and commercial enterprises outside the parks with development conditions, utilizing rooftops and surrounding land that has already been approved for construction. For existing parks and industrial and commercial enterprise factories, rooftop resources should be integrated on a voluntary basis, and the investment subject should be selected in accordance with laws and regulations. (4) Promoting the installation of photovoltaic systems in public institutions and facilities where feasible. Newly built public institutions and facilities should install solar energy systems in accordance with management regulations, including but not limited to newly built buildings such as government offices, hospitals, schools, stadiums, libraries, art galleries, and sewage treatment plants, striving for a photovoltaic coverage rate of 50% for newly built public institutions by 2025. Existing public institutions and facilities, as well as ground space within their approved state-owned construction land, should actively promote the installation of photovoltaic power generation equipment, ensuring installation wherever feasible. Promote investment entities to accelerate the construction of rooftop photovoltaic projects on the rooftops of municipal Party and government organs, institutions, state-owned enterprises, and government-invested park factories, water plants, sewage treatment plants, and other municipal state-owned buildings. By 2025, the installed capacity of rooftop photovoltaic power generation in public buildings across the city will reach more than 100,000 kilowatts. (5) Implementing green transformation projects for key transportation infrastructure. Promoting the installation of photovoltaic power generation systems at highway service areas, high-speed rail stations, wharves, and airports, and building integrated transportation hub "distributed photovoltaic + energy storage + microgrid" transportation energy systems in a location-appropriate manner. Newly built port wharves and logistics hubs should achieve full photovoltaic installation where feasible. (6) Actively promoting the development of urban building photovoltaics. Integrating rooftop photovoltaics into urban renewal projects, encouraging the use of rooftop resources in large residential areas to develop distributed photovoltaics. In accordance with the requirements of the "Guangdong Provincial Pilot Program for Promoting the Application of "Photovoltaic + Building" in County Areas" (Yue Jian Ke [2024] No. 200), explore the construction mode of building-integrated photovoltaics, and urge Nanxiong City to strictly control the planning and design of pilot projects, using the overall national land spatial plan as a basis, determining control requirements based on local conditions and distinguishing between general and key areas of urban and rural building appearance control, reasonably planning new "photovoltaic + building" demonstration projects, and aiming for a cumulative installed capacity of no less than 200,000 kilowatts by 2026. By the end of 2025, complete the construction of no less than 30 pilot villages for the integrated development and utilization of new energy sources. Under the premise of complying with national land use policies, explore the construction of photovoltaic corridors using rural roads and other public infrastructure, aiming for a new installed capacity of no less than 100,000 kilowatts by 2025. Following the principle of "voluntary, not mandatory, and building as much as possible," support investment and development entities to actively communicate and negotiate with property owners, determine construction cooperation models through market-oriented methods, unify planning and design, and conduct centralized filing for the development and construction of whole-town and village distributed photovoltaics; support rural collective economic organizations (such as strong-town and rich-village companies) to participate in project development by investing in village collective property facilities and factory rooftops, increasing collective income, on the premise of respecting the wishes of the masses. (9) Expanding the scope of comprehensive utilization. Explore the construction of integrated green power supply systems of source, network, load, and storage in industrial parks with large industrial electricity loads and good conditions for distributed photovoltaic development, and in the Shaoguan data center cluster; promote the construction of integrated photovoltaic storage and charging projects in highway service areas, urban commercial complexes, comprehensive complexes, residential areas, and other suitable places, based on photovoltaic power generation, grid-connected microgrids, and charging infrastructure. (10) Supporting the promotion and application of suitable technologies and products. Encourage development enterprises to collaborate with equipment manufacturers, surveying and design units, and system integrators to research and develop general-purpose technical products and customized technical products for distributed photovoltaic construction suitable for various application scenarios in our city, such as parks, public institutions, public facilities, transportation infrastructure, urban buildings, and rural areas. Promote the research, development, and demonstration application of new energy storage products suitable for integrated application scenarios such as source-network-load-storage and photovoltaic-storage-charging integration. Encourage the priority use of photovoltaic components with a conversion rate of 24% or higher to maximize the effectiveness of distributed photovoltaic projects. (11) Implementing various support policies. In terms of electricity prices, the on-grid electricity price for distributed photovoltaic projects shall be implemented in accordance with national and provincial regulations; support distributed photovoltaic projects to participate in green electricity and green certificate transactions to obtain corresponding income. In terms of taxation, implement national and provincial tax reduction and exemption policies for photovoltaic power generation enterprises. In terms of finance, guide financial institutions to make good use of monetary policy tools to increase credit support for distributed photovoltaic development. In terms of energy consumption, the electricity consumption of distributed photovoltaic power generation is not included in the total amount and intensity control of energy consumption. (12) Enhancing Absorption Capacity. Distributed photovoltaic power generation should be absorbed locally in principle, and it is encouraged for industrial parks and enterprises to generate and use their own electricity. Strengthen the standardized management system for the planning, design, filing, construction, grid connection, and maintenance of distributed photovoltaic power generation. Pay attention to the effective connection between development and application and grid access absorption. Combining the "three-line" rectification work, strengthen the integrated management of photovoltaic access and transmission lines, strictly control the selection of transmission lines in the site selection stage, strictly control the number of newly added line channels, integrate the transmission line channel resources of various investors, and guide photovoltaic projects with close paths to share the same tower base, avoiding problems such as excessive lines in the same area, overlapping and conflicting channel resources, which may lead to fragmented urban space and restrict local development. Prioritize the development and construction of distributed photovoltaic projects in areas with available access capacity. For areas with difficulties in absorption, distributed photovoltaic projects can solve the problems of insufficient access and carrying capacity through measures such as the construction of new energy storage facilities and the implementation of centralized voltage step-up access. Grid companies should plan ahead and accelerate the upgrading and transformation of distribution networks according to the regional load level and the development pace of distributed photovoltaic power generation to meet the needs of large-scale distributed photovoltaic access and achieve "all that should be connected, are quickly connected" for distributed photovoltaic systems. (13) Simplifying Procedures. Strictly implement the filing management system for distributed photovoltaic projects. Those that meet the requirements of the national economic and social development overall plan, special plans, regional plans, industrial policies, market access standards, resource development, energy consumption and environmental management, etc., shall perform the project filing procedures in accordance with laws and regulations. Implement the national requirements that grid companies shall be responsible for filing for distributed photovoltaic power generation projects using personal residential buildings and constructed within residential areas. Simplify the grid connection process, promote online application, and achieve "zero-run" business processing. (14) Implementing the Deployment of a Unified National Market. Do not forcibly require supporting industries for projects, do not force investment to land by requiring enterprises to introduce foreign investment or pay high security deposits, investment cooperation security deposits, or project development and construction performance security deposits, and do not force enterprises to purchase locally manufactured products. (15) Strengthening Landscape Control and Construction Management. Seriously implement the requirements of Shaoguan City's construction management guidelines for rooftop distributed photovoltaic projects and the landscape guidelines for the construction of distributed photovoltaic projects on farmhouses, etc. Implement relevant regulations on the legality of buildings and facilities supporting the projects. The Municipal Housing and Urban-Rural Development Bureau, Municipal Agriculture and Rural Affairs Bureau, and Municipal Development and Reform Bureau shall jointly formulate guidelines on standardizing the construction of distributed photovoltaic systems on farmhouses, agricultural buildings and structures, and photovoltaic corridors, etc., according to their respective responsibilities. The construction of distributed photovoltaic systems on farmhouses, rural breeding facilities, and photovoltaic corridors should be regarded as an important part of comprehensively promoting rural revitalization. The Municipal Housing and Urban-Rural Development Bureau shall strengthen rural landscape control and promote the overall improvement of village appearance; the Municipal Agriculture and Rural Affairs Bureau shall comprehensively guide the construction and management of photovoltaic systems on farmhouses and agricultural facilities; the Municipal Development and Reform Bureau shall comprehensively guide the project approval, filing, and construction management of rooftop photovoltaic projects throughout the city. IV. Implementation Steps

(1) First Phase: Pilot Phase (2025). Conduct a comprehensive survey of the rooftop area that can be used for photovoltaic construction in our city and carry out resource investigation work and formulate relevant policies and measures. In each town across the city, select one administrative village with mature conditions as a pilot village, with key support for administrative villages within the "six along" areas ("six along": along major transportation lines, along major scenic areas, along inter-provincial boundary corridors, along the urban periphery and airport, high-speed rail station connecting the main roads of the urban area). Through the construction of household, commercial and industrial, and facility agricultural land rooftop distributed photovoltaic projects, photovoltaic corridors, and integrated energy storage and charging projects, comprehensively promote the development of new energy sources to promote high-quality development and construction of the "Hundred Million Thousand" project. By the end of 2025, we strive to create a number of benchmark villages for the integrated development and utilization of new energy resources and form a demonstration effect.

(2) Second Phase: Full Implementation Phase (2026-2030). Summarize the highlights and existing problems in the first phase, adopt targeted measures to solve problems, and comprehensively launch the large-scale development of distributed photovoltaic power generation across the city. By the end of 2030, distributed photovoltaic power generation will reach the target tasks set out in the plan.

V. Support Measures

(1) Application for the Construction of New Energy Comprehensive Utilization Pilot Villages. According to the requirement of one pilot village per town, counties (cities and districts) shall submit the pilot list and implementation plans of the pilot villages to the Municipal Development and Reform Bureau for summary. After the Municipal Development and Reform Bureau summarizes the information, it shall report the pilot list. Counties (cities and districts) should urge pilot villages to actively promote the construction of new energy projects according to the requirements of the plan and create demonstration benchmark villages.

(2) Governments of counties (cities and districts) shall implement local responsibilities, organize and plan distributed photovoltaic projects, clarify development goals, implementation pace, construction modes, and policy measures, combining grid absorption and access conditions. Before November each year, submit the annual distributed photovoltaic project construction plan for the next year to the Municipal Development and Reform Bureau. The Municipal Development and Reform Bureau shall summarize the information to form the city's annual distributed photovoltaic project construction plan and report it to the Provincial Energy Bureau. Counties (cities and districts) shall standardize project management and issue a notification letter on power project safety management and quality control matters during project filing.

(3) Relevant municipal departments shall strengthen tracking and guidance and implement supervision responsibilities. Grid companies shall actively carry out the upgrading and transformation of distribution networks and accelerate the improvement of the carrying capacity of the grid for distributed photovoltaic access. Before implementing and constructing projects, developers shall complete preliminary safety inspections and assessments, especially for densely populated places such as schools and hospitals, to ensure the safety and health of the people's lives and property. To avoid the impact of rooftop distributed photovoltaic systems on the normal use of buildings, developers should take measures such as purchasing insurance and repair and maintenance to ensure that the construction of distributed photovoltaic systems does not affect the normal use of buildings during the paid use period.

(4) For undeveloped commercial and industrial factory buildings and residential rooftops (including farmhouses), etc., support developers to actively communicate and negotiate with property owners, based on the principle of "voluntary and not compulsory, building as much as possible," and use market-based methods to negotiate construction cooperation modes and encourage the construction of "full feed-in" mode rooftop distributed photovoltaic systems through paid use.

(5) The Municipal Development and Reform Bureau shall strengthen technical guidance, closely follow up on the construction of distributed photovoltaic systems across the city, and promptly coordinate and resolve existing problems. Report major matters to the municipal government in a timely manner.
