Shenzhen: Launches Pilot Project Application for Building-Integrated Photovoltaics and "Photovoltaic Storage Direct Flexible" Buildings
On April 17, the Shenzhen Municipal Housing and Construction Bureau issued a notice, launching the application process for 2025 pilot projects on building-integrated photovoltaics and "photovoltaic storage direct flexible" buildings. The application scope includes completed or ongoing building-integrated photovoltaic (BIPV) projects, completed or ongoing building projects integrating two or more systems or technologies in the area of "photovoltaic storage direct flexible", and completed or ongoing excellent "photovoltaic + building" projects within the Guangdong provincial county-level "photovoltaic + building" application pilot program area (Pingshan District, Shenzhen-Shanwei Special Cooperation Zone).

The content of the notice is as follows:
In order to implement the State Council's "Action Plan for Carbon Peak Before 2030" and the "Guangdong Provincial Action Plan for Energy Efficiency Improvement in Buildings (2023-2025)", the "National Carbon Peak Pilot Program (Shenzhen) Implementation Plan", and the "Shenzhen's 14th Five-Year Plan for High-Quality Development of the Modern Construction Industry", to promote the large-scale application of renewable energy products and technologies in the construction sector, to build a number of pilot demonstration projects organically combining building-integrated photovoltaics and "photovoltaic storage direct flexible" technologies, and to promote the green, low-carbon, and high-quality development of the construction sector, our bureau is now organizing the application for 2025 pilot projects on building-integrated photovoltaics and "photovoltaic storage direct flexible" buildings. Relevant matters are notified as follows:
I. Application Scope
(1) Completed or ongoing building-integrated photovoltaic (BIPV) projects in our city;
(2) Completed or ongoing building projects in our city that integrate two or more systems or technologies in the area of "photovoltaic storage direct flexible";
(3) Completed or ongoing excellent "photovoltaic + building" projects in our city that are included in the Guangdong provincial county-level "photovoltaic + building" application pilot program area (Pingshan District, Shenzhen-Shanwei Special Cooperation Zone).
II. Applicant
Applications are submitted by the construction unit of the building project alone or jointly with relevant units. In the following situations, joint application is required:
(1) For building-integrated photovoltaic (BIPV), "photovoltaic storage direct flexible" systems, and "photovoltaic + building" projects invested and constructed by other units, the system investment unit should apply jointly;
(2) For completed projects, the operation and maintenance unit should apply jointly.
III. Application Requirements
(1) The application for 2025 pilot projects will be collected in two batches and expert reviews will be organized. The deadline for the first batch is May 15, and the deadline for the second batch is September 30.
(2) The applicant should select one category according to the requirements of the "Application Scope", combining the actual project and main pilot content, and fill in and submit the corresponding attachments.
(3) The project should complete the relevant procedures for project approval and construction filing.
(4) Building-integrated photovoltaic (BIPV) pilot projects should construct photovoltaic power generation systems, with photovoltaic modules serving as building materials or components, realizing combination or integration with buildings. "Photovoltaic storage direct flexible" building pilot projects should integrate two or more systems or technology applications of "photovoltaic power generation, energy storage, DC distribution, and flexible power consumption". "Photovoltaic + building" pilot projects should comply with the relevant provisions of the "Guangdong Provincial County-level "Photovoltaic + Building" Application Pilot Work Guidelines".
(5) Project design and construction should comply with relevant technical specifications.
(6) Pilot projects should have good application effectiveness, prospects, and promotion value.
IV. Application Procedure
(1) Project Application.
Applicants should fill out the "Application Form" (see attachment) and submit a complete set of stamped paper materials to Room 2001, 20th Floor, East Tower, Lianhua Building, No. 5008, Hongli Road, Futian District, Shenzhen, before the application deadline. Electronic documents should be sent to cjzxgreen@zjj.sz.gov.cn.
(2) Selection Organization.
Our bureau will organize formal review and expert review of the submitted applications.
(3) Determination of Pilot Projects.
For projects that pass the review and evaluation, our bureau will list them as pilot projects and publicly announce them.
V. Pilot Requirements
(1) Applicant units of pilot projects should seriously organize and implement them, paying attention to data collection and summarizing experience during the pilot process.
(2) Our bureau will conduct follow-up research and management of pilot projects, and projects that are applied for and included in the pilot program should cooperate in related work.
(3) For excellent pilot projects, our bureau will publicize and promote the experience and practices of pilot projects through various forms such as media publicity and on-site visits.
