(b) Ministerial Level
The Ministry of Industry and Information Technology and other ministries are actively promoting the construction of zero-carbon parks.
On December 13, 2024, Jin Zhuanglong, Secretary of the Party Leadership Group and Minister of the Ministry of Industry and Information Technology, presided over an enlarged meeting of the Party Leadership Group to convey and study the spirit of the Central Economic Work Conference and to study measures for its implementation. The meeting pointed out: It is necessary to deeply promote the green and low-carbon development of industry, implement industrial energy conservation and carbon reduction actions, build a number of zero-carbon factories and zero-carbon industrial parks, and promote the large-scale and high-value utilization of industrial resources.
From December 26 to 27, 2024, the National Conference on Industrial and Informationization Work pointed out: Promote the green and low-carbon development of industry. On January 3, 2025, Zhao Chenxin, Vice Minister of the National Development and Reform Commission, said at the State Council Information Office that he would make overall plans for the "15th Five-Year Plan" carbon peaking action, promote the construction of national carbon peaking pilot projects, and accelerate the establishment of a number of zero-carbon parks.
On March 13, 2025, the National Development and Reform Commission released news that it will issue a construction plan for zero-carbon parks, promote the construction of the national carbon market, and establish a product carbon footprint management system and carbon labeling certification system.
(c) Local Level
Local governments are actively responding to national policies and have issued various policy measures to support the construction of zero-carbon parks.
Sichuan Province: In March 2025, the Sichuan Provincial Department of Economy and Information Technology and the Sichuan Provincial Department of Ecology and Environment jointly issued the "Sichuan Provincial Pilot Construction Work Plan for Zero-Carbon Industrial Parks," proposing to regard zero-carbon industrial parks as an important carrier for the development of green and low-carbon industries and to explore new pathways for low-carbon development of emerging industries and deep decarbonization of traditional industries.
Zhejiang Province: In February 2025, the Zhejiang Provincial Department of Economy and Information Technology issued the "Zhejiang Provincial Cultivation and Construction Plan for Zero-Carbon (Near Zero-Carbon) Factories (2025-2027)", proposing to encourage provincial-level and above green (low-carbon) factories to take the lead in piloting projects, and to carefully select about 10 factories each year for cultivation and construction of zero-carbon (near zero-carbon) factories.
Jiangsu Province: The Jiangsu Provincial Development and Reform Commission released the "Construction Guide for (Near) Zero-Carbon Industrial Parks," which pioneered a three-dimensional index system of "energy efficiency benchmark + zero-carbon energy + resource cycle," specifying specific requirements such as renewable electricity consumption accounting for more than 30%, terminal electrification rate exceeding 50%, and comprehensive utilization rate of general industrial solid waste reaching more than 96%.
Wuxi City: In 2025, Wuxi City provided strong support for financing for zero-carbon factories and green bonds. For newly identified provincial-level and above zero-carbon factories and zero-carbon industrial parks, the maximum support is 1 million yuan; for newly identified municipal-level near zero-carbon factories, the maximum support is 500,000 yuan.
