On April 9, Huadu District, Guangzhou City, issued the "Notice on Issuing Huadu District's Ten Measures to Support the High-Quality Development of the New Energy Industry," which clearly expands a number of application scenarios. Taking full advantage of Baiyun International Airport and Guangzhou North Station's international air-rail hub, the advantages of the large market demand for intelligent new energy vehicles and modern logistics industries, and taking the construction of "Guangdong Province's first batch of carbon peak and carbon neutrality pilot projects," "Guangdong Province's first batch of county-level 'photovoltaic + building' application pilot projects," and Guangzhou's first batch of new energy storage industrial parks as opportunities, we will deeply implement the new energy "scenario application" project, vigorously promote the construction of application scenarios such as distributed photovoltaics, charging and swapping facilities, hydrogen energy, new energy storage, virtual power plants, and integrated energy services, vigorously promote the application of new technologies and products by enterprises, and support the creation of a number of "low-carbon parks" and "zero-carbon parks."

In the photovoltaic field, no less than 600,000 square meters of rooftop distributed photovoltaic projects will be built throughout the district; the integrated application of "photovoltaic + building" will be promoted, and pilot projects for improving the appearance of industrial and rural "photovoltaic + building" will be created; support for the layout of integrated photovoltaics, energy storage, and charging demonstration projects in warehousing and logistics parks and industrial and commercial parks; support for the construction of photovoltaic + energy storage power stations in idle areas of mines.

Huadu District's Ten Measures to Support the High-Quality Development of the New Energy Industry

In order to thoroughly implement the national development strategy of "carbon peak and carbon neutrality," implement the provincial action plan for cultivating new energy strategic emerging industrial clusters, the deployment of the municipal Party committee and municipal government to build a "12218" modern industrial system, promote the high-quality development of the new energy industry, cultivate and expand new productive forces, and accelerate the planning and construction of the Guangdong-Hong Kong-Macao Greater Bay Area "Green Energy Valley." Based on the "Law of the People's Republic of China on Scientific and Technological Progress" and the "Opinions of the Central Committee of the Communist Party of China and the State Council on Fully, Accurately, and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality," and in combination with the actual situation of our district, these measures are specially formulated.

I. Key support industries. Key support will be given to the photovoltaic industry, new energy storage industry, hydrogen energy industry, and smart grid industry.

Photovoltaic industry: Production and manufacturing of crystalline silicon batteries (battery slices, photovoltaic glass, backplanes, encapsulating films, etc.), photovoltaic battery modules, inverters, junction boxes, supporting equipment, etc., as well as distributed photovoltaics, integrated photovoltaic, energy storage, and charging stations, and photovoltaic power stations, etc.

New energy storage industry: Production and manufacturing of raw materials (positive electrode materials, negative electrode materials, diaphragms, electrolytes, etc.), intermediate products (battery cells, energy storage battery packs, energy storage inverters, etc.), and end products (system integration of energy storage batteries, power batteries, and consumer batteries) as well as energy storage power stations, etc.

Hydrogen energy industry: Production and manufacturing of raw materials (electrolysis catalysts, battery stack components, etc.), hydrogen production equipment (electrolyzers, hydrogen production stations, etc.), hydrogen storage and transportation equipment, hydrogen utilization equipment (hydrogen refueling machines, hydrogen fuel cell systems, hydrogen fuel cell vehicles, etc.), as well as hydrogen production, hydrogen refueling stations, and hydrogen fuel vehicles, etc.

Smart grid industry: Production and manufacturing of chips, online monitoring equipment, communication equipment (gateways, industrial switches, routers, etc.), secondary equipment (DC control protection, substation computer monitoring systems, relay protection and safety automation devices, etc.), intelligent charging piles, etc., as well as applications such as photovoltaic storage and flexible DC, integrated source-grid-load-storage, and virtual power plants, etc.

II. Attract a batch of leading enterprises. Focusing on the new energy industry chain, attract leading enterprises with research and development capabilities, key technologies, core products, and competitive advantages. New energy manufacturing projects with a cumulative fixed asset investment of more than 1 billion yuan will be given a one-time post-event support of up to 30 million yuan, based on 2% of the cumulative fixed asset investment. Enterprises whose annual output value first reaches more than 5 billion yuan and whose year-on-year growth exceeds 5% in the current year will be given one-time support of 5 million yuan; enterprises whose annual output value first reaches more than 3 billion yuan and whose year-on-year growth exceeds 8% in the current year will be given one-time support of 3 million yuan; enterprises whose annual output value first reaches more than 1 billion yuan and whose year-on-year growth exceeds 10% in the current year will be given one-time support of 1 million yuan. III. Cultivate and build an industrial chain ecosystem. Implement the new energy "scenario investment attraction" project, relying on leading enterprises to carry out industrial chain investment attraction and attract investment through business, and encourage the clustered development of upstream and downstream enterprises in the new energy industry chain. For newly introduced polysilicon, inverters, positive and negative electrode materials, diaphragms, battery system integration, hydrogen production equipment, and other key component manufacturing enterprises with a cumulative fixed asset investment of more than 100 million yuan, one-time support of up to 10 million yuan will be provided, based on 1% of the cumulative fixed asset investment. Strengthen the attraction of design, R&D consulting, testing and inspection, supply chain services, data services and transactions, integrated energy services, virtual power plants, and other productive service enterprises. For those with an annual operating income of more than 100 million yuan, support of up to 3 million yuan will be provided annually, based on 1% of the annual operating income. IV. Cultivate a batch of high-quality enterprises. Support enterprise transformation and upgrading. For enterprises that increase investment and production and carry out technological transformation, with an actual increase in fixed asset investment of more than 50 million yuan, one-time support of up to 5 million yuan will be provided, based on 2% of the increase in fixed asset investment. For new energy manufacturing enterprises newly selected as "World 500 Strong," "China's Top 500 Enterprises," "China's Top 500 Manufacturing Enterprises," and "China's Top 500 Private Enterprises," one-time support of up to 4 million yuan, 3 million yuan, 2 million yuan, and 1 million yuan will be provided, respectively. For unicorn enterprises in the new energy field, one-time support of 3 million yuan will be provided. For national-level manufacturing single-item champion enterprises or specialized and new "small giant" enterprises newly cultivated in the new energy field, one-time support of 500,000 yuan will be provided; for provincial-level manufacturing single-item champion enterprises or specialized and new small and medium-sized enterprises newly cultivated, one-time support of 100,000 yuan will be provided. V. Create a batch of platforms and carriers. Coordinate the planning and layout of the new energy industry, relying on the Guangdong-Hong Kong-Macao Greater Bay Area "Green Energy Valley" and the "Ten Thousand Mu and Hundreds of Billions" large platform, support the creation of a number of market-oriented, industry-characteristic, and highly concentrated parks through new construction or expansion and transformation, forming a "one valley and multiple parks" new energy industry development pattern. One characteristic industrial park will be selected each year, and one-time operational support of up to 1 million yuan will be provided to the management and operation agency, based on 50% of the actual operating expenses of the year. 六、加强关键技术攻关。支持新能源企业深化产学研用结合,加大研发投入,对年度研发费用达到1000万元以上的规模以上企业,按其实际研发费用较上年度增长额的10%给予最高100万元的支持。对承接国家、省、市重大科技计划项目(新能源产业)的第一承担单位,按照承担单位获得立项经费的20%给予配套支持,其中国家重大科技计划项目给予不超过100万元的一次性配套资金支持,省重大科技计划项目给予不超过50万元的一次性配套资金支持,市重大科技计划项目给予不超过20万元的一次性配套资金支持。(责任单位:区科技工业信息化局)

七、拓展一批应用场景。充分发挥白云国际机场、广州北站国际空铁枢纽优势,智能新能源汽车、现代物流等产业市场需求大的优势,以建设“广东省首批碳达峰碳中和试点”“广东省首批县域‘光伏+建筑’应用试点”、广州市首批新型储能产业园区为契机,深入实施新能源“场景应用”工程,大力推进分布式光伏、充换电设施、氢能、新型储能、虚拟电厂和综合能源服务等应用场景建设,大力推广企业新技术、新产品应用,支持创建一批“低碳园区”“零碳园区”。

光伏领域:在全区范围内建设不少于60万平方米的屋顶分布式光伏项目;推进“光伏+建筑”一体化应用,打造工业、农房“光伏+建筑”风貌提升试点项目;支持仓储物流园区、工商业园区布局光储充一体化示范项目;支持在矿山空闲区域建设光伏+储能电站。(责任单位:区发展改革局、区科技工业信息化局、区住房城乡建设局、广州花都供电局)

新型储能领域:支持因地制宜、灵活多样配建新型储能电站,灵活发展工商业储能应用场景,鼓励商业商务区、工业园区、大数据中心等区域根据用能特点配置不同类型储能设施。鼓励申报国家级、省级的新型储能试点示范项目,对经国家、省认定的新型储能试点示范项目,按固定资产投资额的20%分别给予不超过100万元、50万元的一次性支持。(责任单位:区发展改革局、区科技工业信息化局、广州花都供电局)

氢能领域:支持物流、环卫、渣土运输、绿化养护等领域燃料电池汽车规模应用。支持打造氢能多元化示范应用场景,对通过国家、省、市相关部门审核批准并获得补助资金的应用场景项目,单个项目按固定资产投资额的20%分别给予不超过100万元、50万元、20万元的一次性支持。(责任单位:区发展改革局、区交通运输局、区城市管理综合执法局)

绿电领域:支持利用藏东南至粤港澳大湾区±800千伏特高压直流输电工程广州小迳换流站的绿电资源,部署空气储能和园区共享储能应用,打造新能源绿色产业园。提升绿电绿证供给能力和发展环境,为高耗能企业、出口型制造业企业、高科技企业、跨国企业等购买绿证、使用绿电提供全方位支持。(责任单位:广州花都供电局、区科技工业信息化局、花都开发区管委会)

数字能源领域:实施“数字能源”工程,大力引进国内头部数字能源企业,充分挖掘储能、充电桩、光伏、通信基站等分布式资源调节潜力,建设智能电网,加快微电网、虚拟电厂、源网荷储一体化项目建设。(责任单位:花都开发区管委会、区发展改革局、区科技工业信息化局、广州花都供电局)

八、支持新产品国际认证。有序推动新能源企业优势产能“走出去”,积极开拓海外市场。对取得欧盟、美国、日韩等各类市场准入并经国家认证认可监督管理委员会批准的认证机构认定的本地制造的新能源产业新产品、新应用,按实际发生委托认证费用的50%给予最高100万元的一次性支持。(责任单位:区商务局、区市场监管局)

九、加大金融支持力度。建立新能源产业引导基金,充分发挥产业基金的引导作用,大力引进和支持新能源产业发展;建立支持小微企业融资协调“推荐清单”,促进银企精准对接,优化贷款流程;支持符合条件的企业(项目)申报国债和中央预算内投资资金;鼓励银行机构创新推出适应新能源企业融资需求的个性化产品与服务,支持并指导符合要求的企业申报省、市两级贴息政策,全流程追踪办理进度;积极支持碳汇碳普惠项目开发交易,助力项目主体实现碳汇收入;依托广州碳排放权交易中心发展碳排放权抵质押融资;升级“助保贷”业务,切实降低企业融资门槛与成本,对通过区助保贷业务产生贷款利息的企业给予不超过同期银行贷款基准利率计算的利息补贴,每家企业每年补贴上限为30万元,其中优质中小企业(含国家高新.技.术企业)每年补贴上限增至50万元。(责任单位:区科技工业信息化局、花都开发区管委会、区商务局、区发展改革局)

十、支持产业人才引进。制定《花都区新能源产业人才紧缺急需岗位目录》,依托龙头企业和行业协会纽带作用,优先支持相关紧缺人才落户。对企业和相关机构引进的国内外优秀人才,按照现有人才政策推荐申报市、区各类人才计划,提供落户、住房保障、教育咨询、配偶就业、医疗服务等服务保障。(责任单位:区委组织部、区人力资源社会保障局、区发展改革局)

本措施自印发之日起实施,有效期3年,实施期限将根据经济形势和产业发展情况动态调整。国家、省、市新出台有关规定,按照国家、省、市政策调整执行。

本措施适用于依法登记注册,在花都实际经营,有健全财务制度、具有独立法人资格、实行独立核算、符合信用管理相关规定,从事新能源领域研发、生产和服务的企业以及其他事业单位、社会团体、民办非企业等机构。

本措施所称“达到”“以上”“不少于”“不超过”均含本数。本措施在支持事项、使用条件和范围等方面若存在重叠,或本政策与区内其他产业政策有重复交叉或支持事项为同一类型的,按照“从高不重复”的原则执行。国家、省和市有支持政策的,叠加执行。
