Jiangsu: No limit on the proportion of distributed grid-connected power generation for industry and commerce! Full grid-connected power generation will be included in the annual plan according to centralized registration and will not require competitive allocation!

Recently, the Jiangsu Provincial Development and Reform Commission issued the "Implementation Opinions on the Implementation of the (Draft for Comments)", which states:

1. General industrial and commercial distributed power generation: no limit on self-use proportion!

For general industrial and commercial distributed photovoltaic power generation projects that adopt the self-generation and self-use and surplus power grid-connected mode, the proportion of self-generation and self-use electricity is not required for the time being.

2. Full grid-connected, large-scale or over-voltage industrial and commercial distributed power generation will be registered as centralized power generation.

Large-scale industrial and commercial photovoltaic power generation projects that have a real need for self-generation, self-use, and surplus power grid connection, and general industrial and commercial and large-scale industrial and commercial distributed photovoltaic power generation projects that need full grid connection, can be registered as centralized photovoltaic power plants;

Non-natural person household photovoltaic and industrial and commercial photovoltaic with capacity or voltage level exceeding the regulations can also be registered as centralized photovoltaic power plants, scientifically selecting three types of grid-connected modes, and grid enterprises doing a good job in grid connection and absorption.

Projects registered as centralized photovoltaic power plants, After registration, they will be included in the annual implementation plan and do not need to be included in the market-oriented grid-connected project library of photovoltaic power generation, Grid companies will provide grid connection services based on the enterprise investment registration certificate.

3. Those built using office buildings can be registered as non-natural person household photovoltaic power generation!

Built using the roofs of buildings and structures on facility farmland, using self-generation and self-use and surplus power grid-connected mode ，should be registered as industrial and commercial distributed photovoltaic power generation.

Those built using office buildings owned by village collectives and with public properties can be registered as non-natural person household photovoltaic power generation.

4. Transportation + Photovoltaic, registered as industrial and commercial distributed power generation

Photovoltaic corridor construction using idle land resources outside the scope of highway slopes, railway slopes, park roads, and rural roads can be registered as industrial and commercial distributed photovoltaic power generation or centralized photovoltaic power plants.

5. The grid-connected mode can be changed once

All types of distributed photovoltaic power generation that meet the relevant requirements of the "Measures" and this implementation opinion can change the grid-connected mode once, or change to a centralized photovoltaic power plant. The provincial power company will formulate service guidelines and clarify the change process.

6. Projects that have not been connected to the grid in time can change their registration.

For distributed photovoltaic power generation projects registered before January 23, 2025, the date of issuance of the "Measures", and put into operation before May 1 (including distributed photovoltaic power generation projects that changed their registration certificates after the date of issuance), the original policy will be implemented. For distributed photovoltaic power generation projects registered before the date of issuance and with a need to change the grid-connected mode, they can submit an application for a change in accordance with the original policy before May 1. Grid enterprises should do a good job in supporting grid connection transformation, and projects should be completed within one year in principle.

7. Prioritize the promotion of whole-village development

Encourage project investors to use the same natural village or concentrated residential area, and on the basis of fully respecting the wishes of farmers and protecting their legitimate interests, give priority to the large-scale development of non-natural person household photovoltaic power generation in whole villages.

Whole-village connected household distributed photovoltaic projects are allowed to be registered and merged, and concentratedly connected to the grid. In principle, the output side of the photovoltaic inverter is the property boundary, and the project investor can also amicably negotiate with the grid enterprise to determine it.

Grid enterprises should carry out distribution network transformation in a timely manner according to the scale of whole-village development and provide high-quality grid connection and absorption services. Support banks, securities, and other financial institutions in issuing green loans, REITs, and other methods to specifically support whole-village development of distributed photovoltaic power generation.
