2. "Distributed photovoltaic power generation projects and projects that choose to register as centralized photovoltaic power plants in Clause (2) and Clause (3) should, in principle, have all grid-connected electricity enter the power market; they should have the ability to adjust, undertake adjustment obligations, and meet the "observable, measurable, adjustable, and controllable" standards. Subsequently, according to the progress of the power market, transactions and settlements will be conducted in accordance with market rules." 4. The eighth clause on registration management in the previous document has been significantly changed, clarifying the registration materials that investing enterprises should submit. It has been expanded to: "Distributed photovoltaic power generation projects and projects that choose to register as centralized photovoltaic power plants in Clause (2) and Clause (3) should provide the real estate ownership certificate of the project location or a certificate of ownership issued by the township-level people's government, a load verification report issued by a qualified architectural design unit, etc., when submitting a grid connection application. Construction can only start after obtaining the grid connection opinion from the power grid enterprise, and the project construction site must be legal and compliant, with complete procedures and clear ownership . Projects that choose to register as centralized photovoltaic power plants will be included in the annual implementation plan after registration, and do not need to be included in the photovoltaic power generation market-oriented grid-connection project library management."
