Recently, the Chongqing Municipal Housing and Urban-Rural Development Commission issued the "Notice on Doing a Good Job in Green Building and Energy Conservation Work in the City in 2025". The Notice also specifies three major measures to continuously improve the energy efficiency of buildings:

First, raise the energy efficiency standards for new buildings. Following the building principles of "applicable, economical, green, and beautiful", comprehensively considering the requirements for "good houses" construction of "safe, comfortable, green, and intelligent", the "Design Standard for Energy Saving of Residential Buildings by 75% (Green Buildings)", "Design Standard for Energy Saving of Public Buildings by 78% (Green Buildings)", and supporting technical documents and design software were compiled and completed.

Second, promote the green transformation of existing buildings. Focusing on high-energy-consuming public buildings such as hospitals, shopping malls, and hotels, market mechanisms such as energy performance contracting are used to guide the comprehensive green transformation of existing public buildings. Combined with urban renewal and old community renovation projects, upgrades to air conditioning, lighting, elevators, and windows are promoted to improve building energy efficiency. In 2025, the newly added area of green transformation of existing public buildings in the city will reach 700,000 square meters.

Third, deepen the low-carbon transformation of building energy use. Compile and release the "Chongqing Key Technical Points for Renewable Energy Building Applications", further clarify the technical requirements for renewable energy building applications, promote the application of multi-type renewable energy technologies and products such as building-integrated photovoltaics, water source heat pumps, and high-efficiency air source heat pumps, enrich the types of renewable energy building application technologies, and promote the electrification of building energy use.

In order to implement the spirit of the Central Economic Work Conference and the requirements of documents such as "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Comprehensive Green Transformation of Economic and Social Development", cultivate new growth points for green buildings, promote the green transformation of urban and rural construction development in the city, and effectively do a good job in the "14th Five-Year Plan" completion and "15th Five-Year Plan" planning of green building and energy conservation work, the relevant matters are hereby notified as follows.
I. Vigorously develop green and low-carbon buildings
First, all newly built civil buildings in towns and cities will be completed as green buildings. In 2025, all newly built civil buildings in the city will strictly implement the mandatory standards for green buildings, and the proportion of newly completed green buildings in urban and rural areas will reach 100%. Second, continuously improve the coverage rate of star-rated green buildings. Persist in implementing the standards that newly built super-high-rise buildings must reach three-star green building standards, newly built government-invested public buildings and social investment buildings with an area of 20,000 square meters or more must reach two-star green building standards, and prefabricated buildings that meet the requirements of the national "Prefabricated Building Evaluation Standard" (GB/T 51129) must reach one-star green building standards. Various districts and counties should actively carry out technical assistance and guide suitable projects to carry out star-rated green building construction. In 2025, the proportion of star-rated green buildings implemented in the city will reach more than 30% of the area of newly built civil buildings in towns and cities. Third, promote pilot demonstration projects of ultra-low energy consumption buildings. Organize various districts and counties to combine fiscal special funds, green financial services, and other incentive policies to promote the development of ultra-low energy consumption building pilot projects in their jurisdictions to form a demonstration effect.

III. Steadily promote the improvement of building quality
First, improve the digital level of green buildings. Compile key technical points for green building BIM technology application, continuously improve the BIM information model library and intelligent auxiliary review system construction, establish a green building BIM technology application management mechanism, and promote the transformation of construction methods. Second, promote suitable green and low-carbon technologies. Optimize and improve the city's green and low-carbon building technology route, focusing on "heat insulation, shading, lighting, ventilation, dehumidification, sound insulation, and elderly care", collect suitable green and low-carbon building technologies, formulate and release a catalog of suitable green and low-carbon building technologies, and support the construction of green and low-carbon buildings and "good houses". Third, promote the construction of "good houses". Organize a "good houses" design competition around the theme of "mountain-water-city, quality residence", combine Chongqing's actual situation, organize the compilation of technical guidelines for residential building "good houses", and propose a technical route for "good houses" with Chongqing's distinct features, leading the construction of "good houses" with high-quality design.
IV. Actively promote the development of the green and low-carbon building industry
First, increase the proportion of green building materials. Further enrich the types of green and low-carbon building materials, and release the "Chongqing Municipal Civil Buildings Green Building Materials Application Proportion Calculation Technical Rules". From May 1, 2025, for green building projects across the city that have undergone construction drawing review or require redesign or preliminary design due to design changes, the application proportion of green building materials should not be less than 70%. Second, cultivate a green and low-carbon building industry chain. Focusing on standardized doors and windows, building floor sound insulation and heat insulation materials, prefabricated wall panels, etc., guide enterprises in technological innovation, and compile and release standards such as "Application Technology Standard for Building Floor Sound Insulation and Heat Insulation Engineering", "Technical Standard for Building Internal Insulation Engineering", and "Application Technology Standard for Lightweight Strip Plates of Prefabricated External Filling Walls", promoting the application of green and low-carbon technologies and products, and cultivating the development of supporting industries for green and low-carbon buildings. Third, actively carry out pilot demonstrations. Support Rongchang District in implementing urban construction policies to support the promotion of building quality through government procurement of green building materials, combining the actual industrial supporting facilities, guiding Rongchang District to refine and improve the standards for government procurement needs for green buildings and green building materials, clarifying the requirements for green and low-carbon building construction and green building materials procurement in various government-funded construction projects, promoting the development of local green building materials industries, and promoting the improvement of building quality.
Fifth, Continuously Strengthen the Construction of a Support and Guarantee System
First, scientifically plan the "15th Five-Year Plan" development. Organize the compilation of the city's green building and energy-saving "15th Five-Year Plan" development plan, clarifying the goals, tasks, and supporting measures for the green transformation of urban and rural construction development during the "15th Five-Year Plan". Second, improve the carbon emission accounting mechanism in the construction field. Carry out research on carbon emission limits for existing public buildings in Chongqing, voluntary carbon emission reduction methodologies, and energy-saving and carbon-reduction renovation calculation methods, explore the establishment of a carbon emission accounting and trading mechanism in the construction field, and promote the transformation of energy consumption dual control in the construction field to carbon emission dual control. Third, enhance the industry's technical support capabilities. Focusing on cultivating new growth points in green buildings, improve the original innovation and integrated innovation level of mountain cities in new energy systems, ultra-low energy consumption buildings, and zero-carbon buildings, and organize and implement supporting capacity construction projects for green buildings. Focusing on the newly revised local series of standards for green buildings, organize green building management and technical training at different levels. Fifth, strengthen district and county supervision and assistance.
