Guiyang City Cultivating and Developing New Quality Productivity to Promote Industrial

High-Quality Development Implementation Plan

In order to thoroughly implement the national and provincial decisions and deployments on the development of new-quality productivity, seize the opportunities of the new round of technological revolution and industrial transformation, cultivate and develop new-quality productivity in a way that suits local conditions, accelerate the development of new industries, and cultivate new impetus for economic growth, this plan is formulated in combination with actual work.

I. Overall Requirements

Adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, deeply studying and implementing General Secretary Xi Jinping's important expositions on new-quality productivity, fully implementing the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee and the Central Economic Work Conference, earnestly implementing the deployment of the sixth plenary session of the 13th Provincial Committee and the Provincial Economic Work Conference and the Municipal Economic Work Conference, comprehensively, accurately, and completely implementing the new development philosophy, adhering to local conditions, establishing first and then breaking, and implementing differentiated policies, fully giving play to Guiyang's comparative advantages, focusing on the "1+6+1" key industries, cultivating and developing new-quality productivity step by step and stage by stage to promote high-quality industrial development, and providing solid support for Guiyang-Guian practice of Chinese-style modernization. Strive in the next three years to accelerate the development of new-quality productivity, steadily increase the scale of strategic emerging industries, achieve the overall development of future industries, significantly enhance the comprehensive competitiveness and innovation capabilities of enterprises, continuously improve the modern industrial system with the characteristics and advantages of Guiyang, and strive to build a highland for the development of new-quality productivity in the province.

II. Key Tasks

(1) Accelerate the development of low-altitude economy. Fully build a "one core and three bases" low-altitude industrial development pattern, implement the five major actions of "low-altitude industrial upgrading, scenario application expansion, digital intelligence empowerment, low-altitude infrastructure networking, and innovative development breakthroughs", and accelerate the construction of Guiyang low-altitude economy industrial park. Attract and cultivate a batch of leading enterprises in the manufacturing industry such as low-altitude aircraft, aero-engines, flight control systems, aircraft batteries, and core components. Promote the implementation of a number of major projects integrating research and development, manufacturing, maintenance, management, and services. Create a number of "low-altitude +" cultural, sports, tourism, intelligent logistics, urban three-dimensional transportation, urban and rural integrated services, and industry monitoring scenario application demonstrations. Accelerate the construction of low-altitude infrastructure networks, low-altitude airways and routes networks, and low-altitude flight service networks to build a low-altitude aircraft comprehensive testing base and low-altitude flight service center. Focusing on multi-type, high-density, and high-frequency low-altitude flight data, make every effort to promote low-altitude data storage, digital transactions, and data security research and development. (2) Accelerate the development of deep-space economy. Focusing on the high-quality development of the commercial aerospace industry, focusing on key areas such as satellites, rockets, and spacecraft, laying out a batch of whole-rocket and whole-satellite manufacturing bases, actively integrating into the national "frequency occupation and orbit protection" action, exploring satellite constellation construction, and planning to build independent and controllable, safe and stable satellite internet infrastructure. Proactively dock with domestic satellite internet leading enterprises and support the landing of domestic heavy liquid rockets and reusable spacecraft projects in Guiyang. Relying on the existing aerospace industrial base, carry out key project introduction, and with Guizhou Shuanglong Aviation Port Economic Zone as the core, make every effort to promote the creation of Guizhou Aerospace Industrial Cluster in Guiyang. Focusing on the consumption needs of the elderly population, gathering enterprises manufacturing products suitable for the elderly, vigorously developing "production according to demand" manufacturing suitable for the elderly, and building an industrial gathering area for the silver-haired economy. Focusing on the needs of the elderly for elderly care services, accelerating the construction of barrier-free facilities in public spaces, consumption places, and public services, cultivating and introducing a number of professional, chain, and standardized elderly care service brands, and creating a model area for urban elderly care services. Focusing on the medical and health needs of the elderly population, continuously improving the integrated level of "medical, health, elderly care, and rehabilitation", promoting the coordinated development of elderly care undertakings and industries, and building a medical and elderly care integration demonstration area. Focusing on reproductive services and medical aesthetic services, fully leveraging ecological advantages and the "爽爽贵阳" brand effect, actively implementing reproductive support, introducing leading enterprises related to reproductive and genetic health, maternity centers, maternal and infant care, and infant care, improving the capabilities of specialized services such as reproductive health care, pre-pregnancy health care, antenatal health care, and postnatal health care, and improving the level of maternal and infant health management and services to create a summer cool reproductive service demonstration area. Accelerating the development of modern seed industry and characteristic agricultural product processing, establishing a complete industrial chain of origin processing, park aggregation, and enterprise deep processing, and promoting the continuous optimization of the allocation of agricultural resource elements and industrial structure. Actively developing seasonings, specialty beverages, leisure foods, and pre-made dishes ("three products and one dish"), and creating an agricultural product processing industrial cluster. Accelerating the pace of establishing "two mountains" bases, focusing on promoting carbon sink capacity improvement and value realization, constructing low-carbon and zero-carbon parks, and synergistically promoting carbon reduction, pollution reduction, greening, and growth to create a "low-carbon Guiyang" green economic development brand. Continuously promoting carbon sink consolidation, improvement, and value growth, actively promoting the development and trading of voluntary greenhouse gas emission reduction projects, carrying out basic surveys and analyses of carbon sinks such as forests and wetlands, exploring the development of diversified forestry carbon credit demand scenarios, and improving the enthusiasm for developing forestry carbon credits. Carrying out carbon capture, utilization, and storage technology development and application, strengthening research on the basic theories, basic methods, and cutting-edge disruptive technologies of karst and wetland carbon sinks, and striving to become a national methodological model. Actively promoting the construction of zero-carbon industrial parks, establishing a product carbon footprint management system, comprehensively utilizing carbon fixation, carbon sinks, carbon trading, and other methods to achieve low-carbon transformation of industries within the parks, shared aggregation of facilities, and recycling of resources, and encouraging enterprises to achieve carbon neutrality through carbon trading and other means. Adhering to the "1234" working approach of the digital economy, unswervingly implementing the "digital revitalization" strategy, focusing on the three key aspects of computing power, empowerment, and industry, continuously consolidating the digital foundation, accelerating the development of the digital industry, deeply promoting the integration of the digital and real economies, and fully building a digital ecosystem to promote the transformation of big data's first-mover advantage into new productivity and accelerate the construction of the core area of the digital economy development innovation zone. Deeply implementing the "ten thousand enterprises integration" empowerment action, carrying out digital application scenario construction focusing on data empowerment for the government, grassroots level, and citizens, focusing on the "8+4" key industry areas to cultivate a number of industry large models, and striving to create a national leading zone for artificial intelligence innovation and application. Focusing on the digitalization of industries, developing and expanding the "leading" cloud service industry, expanding the data element circulation industry, accelerating the development of basic industries such as data security and artificial intelligence, and vigorously developing the electronic information manufacturing industry. Focusing on green productivity, actively and orderly developing new energy industries such as solar energy, wind energy, and biomass energy, promoting the integrated development of wind, light, water, fire, and storage, and accelerating the construction of new comprehensive energy bases. Combining the roof structures and energy needs of various parks in Guiyang City, fully utilizing roof resources to develop distributed photovoltaics, and exploring pilot demonstrations of photovoltaic integration in residential buildings. Focusing on the construction of concentrated wind power and other power generation projects, and accelerating the green transformation of the energy structure. Accelerating the intelligent transformation of power grid infrastructure and the construction of smart grids to enhance the power grid's capacity to absorb new energy. Taking the initiative to seize the opportunity of westward clean energy transmission to the southern power grid, and striving for major projects such as cross-Guizhou regional transmission channels and ultra-large-scale substations to land in Guiyang. (9) Accelerating the development of the circular economy. Deeply implementing the "ecological city-building" strategy, developing and expanding industries such as ecological utilization, efficient circulation, low-carbon cleanliness, and environmental governance, focusing on improving the efficient recycling of resources, pollution prevention and control, and safe disposal capabilities, and promoting the construction of a green, low-carbon, and circular economic system. Focusing on breakthroughs in key core technologies for the comprehensive utilization of large-scale industrial solid wastes such as phosphogypsum and desulfurization gypsum, accelerating the construction of demonstration bases for the comprehensive utilization of large-scale solid wastes in Xifeng and Kaiyang, and improving the comprehensive utilization rate of large-scale industrial solid wastes. Promoting the construction of a national demonstration city for the recycling system of waste materials, constructing a recycling system for waste materials, accelerating the improvement of the waste materials recycling network, promoting the construction of projects such as garbage treatment and recycling of recycled resources, green building materials, and battery recycling, accelerating the cultivation of backbone enterprises for the recycling and processing of waste paper, waste steel, and waste non-ferrous metals, and promoting the clustered development of the recycling and utilization industry of recycled resources. Practicing a green and low-carbon lifestyle, promoting source reduction and end disposal of household garbage, strengthening the resource utilization of kitchen waste and rural organic readily degradable garbage, promoting the construction of a number of key projects such as garbage incineration and kitchen waste (including food waste) disposal, and comprehensively improving the level of resource utilization of household garbage. (10) Accelerate the development of the real estate industry. Targeting three types: fourth-generation improved housing, resource-配套型, and summer resort and health-care type, focusing on the development of fourth-generation improved real estate, high-quality resource-配套地产, and summer resort and tourism real estate, increasing the supply of housing with larger space, higher quality, and better supporting facilities. Encourage real estate companies to combine green, low-carbon, intelligent, and safe concepts, combining sky gardens with modern residences to build fourth-generation improved housing. Strengthen the allocation of high-quality municipal supporting resources such as education, medical care, elderly care, and road transportation, optimize housing transaction policies such as "selling small and buying large" and "selling old and buying new", and create high-quality resource-配套型 residential products. Give full play to the resource advantages of cool climate, natural scenery, and folk customs, further develop existing land, revitalize idle assets such as existing commercial office buildings, farmhouses, and homestays, explore the new model of "health + medical care + real estate", create summer resort and tourism farmhouses, and develop summer resort and tourism real estate. III. Safeguarding Measures

(1) Strengthen organizational leadership. Establish a working mechanism for cultivating and developing new-quality productivity in Guiyang, with a special mechanism office located in the Guiyang Municipal Development and Reform Commission (Guiyang Municipal Energy Bureau), under which there are 10 industry promotion groups in various fields, specifically implementing the development work of various industries.

(2) Strengthen policy support. Accelerate the promotion of industrial research. In accordance with the requirements of "five ones", by the end of January 2025, each industry promotion group will formulate an industrial "one work plan, one industry chain map, one project list, one enterprise list, and one set of industrial policies" for its respective field, to ensure the effectiveness of the work.

(3) Strengthen financial support. Give full play to the role of fiscal funds and various industrial funds, make full use of monetary policy tools such as technological innovation re-loans and special re-loans for equipment upgrades and renovations, promote government-bank-enterprise cooperation, encourage policy banks and financial institutions to enrich financial products and services, introduce social capital to increase investment in new-field industrial projects, and broaden financing channels for enterprises.

(4) Strengthen project reserves. Focusing on national policy orientation, investment direction, and capital direction, focusing on key industries, especially emerging industries, find the entry points of higher-level policies, plan and reserve a batch of projects with strong strategic leadership and large investment scale from top to bottom, dynamically sort out the list of key projects, and strive for support from national policies, projects, funds, and resource elements.

(5) Strengthen investment attraction. Formulate and improve the "one map and three lists" for each industry, clarify the direction of investment attraction and target enterprises, adhere to the working mechanism of "city-level promotion, county-level focus, and park-level main force", and focus on introducing a batch of leading enterprises with industry appeal, signing and landing a batch of large and good projects, and promoting the strengthening, supplementing, and extending of the industrial chain.

(6) Strengthen atmosphere creation. Give full play to the role of news media such as television, radio, newspapers, the Internet, and WeChat public accounts, and increase the publicity and reporting of the achievements and experiences of key industrial promotion work from multiple angles and in multiple forms, excavate advanced models, build social consensus, and create a good atmosphere for the whole city to work together to promote high-quality industrial development.

In accordance with the "Implementation Plan for Cultivating and Developing New-Quality Productivity and Promoting High-Quality Industrial Development in Guiyang", this working mechanism is formulated to ensure the smooth progress and effectiveness of the work.

I. Organizational Chart

The head of the Guiyang Working Mechanism for Promoting the Cultivation of New-Quality Productivity is the executive deputy mayor. The special mechanism office is located in the Municipal Development and Reform Commission (Municipal Energy Bureau). The director of the office is concurrently held by the principal person in charge of the Municipal Development and Reform Commission (Municipal Energy Bureau), and the deputy director of the office is concurrently held by a relevant member of the Municipal Development and Reform Commission (Municipal Energy Bureau).

The Guiyang Working Mechanism for Promoting the Cultivation of New-Quality Productivity is set up with 10 special working promotion groups, including low-altitude economy, deep-space economy, and silver-haired economy. II. Working Rules

(I) Meeting Mechanism. Establish a joint meeting system, with the person in charge of the Municipal Development and Reform Commission (Municipal Energy Bureau) serving as the convener. Joint meetings will be held irregularly as needed to implement relevant leadership work arrangements, listen to work reports from various industry promotion groups, and deploy relevant work. Each leading unit will hold regular industry development thematic meetings every month to study and resolve major issues in industry development and project promotion, and clarify the key tasks for the next step; irregularly organize seminars with key enterprises to understand the production and operation status of enterprises, and coordinate to solve common and key issues in enterprise development.

(II) Dispatching Mechanism. The special mechanism office will coordinate and dispatch the work of various industry promotion groups and regularly report the progress of the work mechanism to the relevant leaders. Each leading unit will promptly dispatch key work such as industry development, project promotion, and enterprise recruitment, refine work highlights, analyze existing problems, and put forward suggestions.

The Guiyang City mechanism for promoting the cultivation and development of new productive forces is a phased major work mechanism and will be automatically revoked upon completion of its tasks.
