BIPV市场潜力被严重低估

 

海南博鳌零碳园区之外,北京工体的零碳"金项圈"也一度颇受关注。近年来,国家陆续出台了《"十四五"建筑节能与绿色建筑发展规划》《加快推动建筑领域节能降碳工作方案》和《关于加快新型建筑工业化发展的若干意见》等一系列文件,为我国"十四五"及未来BIPV发展明确了目标与路径。BIPV备受业界看好。然而在实际发展中,BIPV仍存在应用比例低、公众对其认知程度不足等较为突出的问题。据统计,我国每年翻新屋面和新建屋面超过12亿平方米,BIPV可安装容量达2.4亿千瓦,还有大量的建筑立面可改造为会发电的墙面,但目前市场潜力被严重低估。此外,BIPV可应用于建筑、电力、材料、消防等多个领域,缺乏顶层统筹,标准体系分散问题突出。光伏建筑一体化预算标准、光伏建筑一体化设计标准、光伏建筑一体化验收标准、防火性能、结构安全、电气安全等关键技术标准缺失和全国性标准体系缺失。

 

多方协同推动BIPV发展

 

BIPV技术的推广不仅是对传统建筑能源模式的革新,更是推动绿色低碳转型的战略选择。全国两会期间,钟宝申结合长期的行业调研和观察,为BIPV发展建言献策。钟宝申建议,首先,未来可以通过政策引导、示范项目、媒体宣传和行业教育等多种途径,开展形式多样的BIPV宣传推广活动,提高社会认知度,促使BIPV"技术示范"迈向"规模化应用"。其次,建议相关部门评估我国现有建筑改建和新建建筑潜力,结合光伏产业优势,在"十五五"期间,每年安排2000万千瓦(按发展潜力的10%考虑)的BIPV发展目标。最后,建立国家层面跨部门标准协调机制,以同时设计、同时施工、同时验收"Three Simultaneities"Policy guidance through methods, systematically improving from the national levelBIPVStandard system, promoting deep integration of photovoltaics and buildings.
