Zhong Baoshen, a representative of the National People's Congress and Chairman of LONGi Green Energy Technology Co., Ltd., has been deeply involved in the new energy industry for many years. At this year's Two Sessions, he proposed a series of suggestions regarding the many existing problems in the industry, contributing to the harmonious unity of energy self-sufficiency in buildings and aesthetic appeal.BIPVZhong Baoshen stated that as a new technology that combines solar power generation with buildings, it is an important means to achieve zero-carbon buildings and promote the development of green buildings. It is also a significant measure to achieve the "dual carbon" goals and high-quality development.BIPVIn recent years, the country has placed great emphasis on the development of BIPV, issuing a series of documents such as the "14th Five-Year Plan for Building Energy Conservation and Green Building Development," "Accelerating the Promotion of Energy Conservation and Carbon Reduction in the Construction Sector," and "Several Opinions on Accelerating the Development of New-Type Building Industrialization," which clarify the goals and paths for the development of BIPV in China."Dual Carbon"However, there are still many problems in actual development that restrict the further large-scale development of the industry. Zhong Baoshen believes that in terms of promotion, the current efforts are somewhat insufficient, and the public's awareness of BIPV still needs to be further improved.BIPVDespite certain breakthroughs achieved under various means such as policy guidance, the overall situation is still in its infancy, with low application ratios and insufficient public recognition being prominent issues. There is an urgent need to enhance public acceptance through various means, thereby achieving leapfrog development of the industry, allowing more buildings to transform into power stations and become a strong support for practicing a green and low-carbon lifestyle."In terms of recognizing the development potential of BIPV, there is currently a serious underestimation. In Zhong Baoshen's view, BIPV technology can be widely applied in the renovation of building roofs and new buildings. The area of roof renovation and new roof construction in China each year is considerable, with a huge installation capacity."With the continuous advancement of photovoltaic technology, its component conversion efficiency is improving, costs are decreasing, and product performance is continuously optimized, providing vast development space. However, compared to this, the target settings in the national relevant plans are relatively low, and the development goals for BIPV have not been clearly defined, which poses certain obstacles to the integrated development of green buildings and green energy."In terms of recognizing the development potential of BIPV, there is currently a serious underestimation. In Zhong Baoshen's view, BIPV technology can be widely applied in the renovation of building roofs and new buildings. The area of roof renovation and new roof construction in China each year is considerable, with a huge installation capacity."In addition, the industry standard system urgently needs improvement. This industry, which integrates characteristics from multiple fields, has some standards that assist in industry development, but due to its involvement in construction, electricity, materials, fire safety, and other fields, it lacks top-level coordination, and the standard system is relatively fragmented.BIPVFor example, there are missing technical standards for budgeting, design, acceptance, as well as critical fire safety, structural safety, and electrical safety. Currently, most rely on industry discussions and local policy guidance, and a national standard system has not yet been formed, which has become an important factor restricting further development of the industry.BIPVIn response to the above issues, Zhong Baoshen proposed three suggestions. First, mobilize all parties to strengthen the promotion and popularization of BIPV comprehensively.BIPVThrough policy guidance, creating demonstration projects, leveraging media publicity, and conducting industry education, various rich and diverse promotional activities should be planned and carried out to promote BIPV from technical demonstration to large-scale application, leading a new trend of low-carbon green living and allowing more people to understand and accept this new model of green development."Second, implement action plans. Zhong Baoshen suggested that relevant departments include the development goals of BIPV in the new five-year plan, scientifically assess the potential of existing building renovations and new buildings in China, and set annual development goals during the 14th Five-Year Plan period based on the development potential."This should be combined with the existing advantages of the photovoltaic industry to accelerate the implementation process, providing more green primary energy for buildings, helping to steadily achieve the dual carbon goals, and allowing BIPV to play a greater role in the national green development landscape.BIPVThird, strengthen top-level planning. From the national level, improve the BIPV standard system, establish a cross-departmental standard coordination mechanism, and use the "three simultaneous" approach for policy guidance to systematically improve the standard system and promote the deep integration of photovoltaics and buildings.BIPVAt the same time, actively strengthen international cooperation, promote the internationalization of BIPV standards, and create international competitive advantages for China's BIPV industry, allowing China's BIPV industry to shine on the global stage.BIPVZhong Baoshen hopes that these measures can help the BIPV industry break through the current development bottlenecks, stride forward on the path of green development in China, and contribute more solid strength to achieving the dual carbon goals, making green the most beautiful background color of high-quality development.BIPVReprinted from: "China Building Materials" magazine.动员各方力量,全方位加强对BIPV的推广普及。通过政策引导、打造示范项目、借助媒体宣传以及开展行业教育等多种途径,策划并开展丰富多样的宣传推广活动,推动BIPV"技术示范"迈向"规模化应用",引领低碳绿色生活新潮流,让更多人了解并接纳这一绿色发展的新模式。二是落实"Dual Carbon"行动,建议相关部门在新的五年计划中纳入BIPV的发展目标,对我国现有建筑改建和新建建筑潜力进行科学评估,结合光伏产业既有优势,在"十五五"期间,每年设定20GW(按发展潜力的10%考虑)的BIPV发展目标,加快实施进程,为建筑提供更多绿色一次能源,助力"Dual Carbon"目标稳步达成,让BIPV在国家绿色发展大局中发挥更大作用。三是加强顶层规划,从国家层面完善BIPV标准体系,建立跨部门标准协调机制,运用"三同时"方式进行政策引导,系统地完善标准体系,促进光伏与建筑深度融合。同时,积极加强国际合作,推动"标准出海",打造我国BIPV产业的国际竞争优势,让我国的BIPV行业在全球舞台上绽放光彩。钟宝申希望这些举措,能够助力BIPV行业突破当前发展瓶颈,在我国绿色发展的道路上阔步前行,为实现"Dual Carbon"目标贡献更为坚实的力量,让绿色成为高质量发展最亮丽的底色。
