Promoting the greening and low-carbonization of economic and social development is an important symbol of the new concept and new practice of the Party's governance in the new era, a key link to achieve high-quality development, a fundamental strategy to solve China's resource, environmental, and ecological problems, and an inherent requirement for building a modern society in harmony between man and nature. In order to accelerate the comprehensive green transformation of economic and social development, the following opinions are proposed.20241. 一、总体要求
坚持以习近平新时代中国特色社会主义思想为指导,深入贯彻党的二十大和二十届二中、三中全会精神,全面贯彻习近平经济思想、习近平生态文明思想,完整准确全面贯彻新发展理念,加快构建新发展格局,坚定不移走生态优先、节约集约、绿色低碳高质量发展道路,以碳达峰碳中和工作为引领,协同推进降碳、减污、扩绿、增长,深化生态文明体制改革,健全绿色低碳发展机制,加快经济社会发展全面绿色转型,形成节约资源和保护环境的空间格局、产业结构、生产方式、生活方式,全面推进美丽中国建设,加快推进人与自然和谐共生的现代化。
工作中要做到:
——Adhere to comprehensive transformation. Firmly establish the concept that green mountains and clear waters are as valuable as mountains of gold and silver, integrate the requirements of green transformation into the overall economic and social development, promote green transformation in an all-round way across all fields and regions, and build a community of life between humans and nature.
——Adhere to collaborative transformation. Fully consider the development realities of different regions and industries, insist on combining overall promotion with key breakthroughs, scientifically set the timetable, roadmap, and construction drawings for green transformation, and encourage regions and industries with conditions to explore first.
——Adhere to innovative transformation. Strengthen technological innovation, policy system innovation, and business model innovation that support green transformation, promote a green low-carbon technological revolution, develop new productive forces suited to local conditions, improve the ecological civilization system, and provide stronger innovative momentum and institutional guarantees for green transformation.
——Adhere to safe transformation. Properly handle the relationships between development and emission reduction, overall and local, current and long-term, government and market, effectively prevent and resolve the internal and external risks and challenges faced by green transformation, and ensure food and energy security, as well as the safety of industrial and supply chains, better safeguarding the production and life of the people.
The main goal is: by2030year, significant progress in green transformation in key areas will be achieved, green production and lifestyle will be basically formed, the capacity for pollution reduction and carbon reduction will be significantly enhanced, the efficiency of major resource utilization will be further improved, and the policy and standard system supporting green development will be more complete, achieving significant results in the comprehensive green transformation of economic and social development. By2035year, a green low-carbon circular economic system will be basically established, green production and lifestyle will be widely formed, significant progress will be made in the synergistic effect of pollution reduction and carbon reduction, the efficiency of major resource utilization will reach international advanced levels, economic and social development will fully enter a green low-carbon track, carbon emissions will peak and then steadily decline, and the goal of a beautiful China will be basically achieved.
II. Build a spatial pattern for high-quality green low-carbon development.
(1) Optimize the pattern of land space development and protection. Improve a nationally unified, clearly defined responsibilities and powers, and scientifically efficient land space planning system, strictly adhere to the three control lines of arable land and permanent basic farmland, ecological protection red lines, and urban development boundaries, and optimize the layout of various spaces. Improve the system of main functional areas, promote the comprehensive layout of main functions, refine the division of main functional areas, and improve differentiated policies. Accelerate the construction of a natural protection area system centered on national parks, based on nature reserves, and supplemented by various natural parks. Strengthen ecological and environmental zoning control. Improve the system for the development and protection of marine resources, systematically plan marine development and utilization, and promote coordinated and sustainable development of land and sea.
(2) Create highlands for green development. Strengthen regional cooperation for green development, coordinate the promotion of coordinated development and collaborative transformation, and create growth poles and power sources for green low-carbon high-quality development. Promote the coordinated development of Beijing-Tianjin-Hebei, improve the mechanism for coordinated ecological and environmental protection, and support the construction of Xiong'an New Area as a model city for green development. Continuously promote the joint protection of the Yangtze River Economic Belt, explore new paths for ecological priority and green development. Deepen the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the integrated development of the Yangtze River Delta, creating world-class green low-carbon industrial clusters. Promote the construction of Hainan Free Trade Port, ecological protection and high-quality development in the Yellow River Basin. Build a pilot area for a beautiful China. Continue to increase support for the green transformation of resource-based areas and revolutionary old areas, and cultivate and develop green low-carbon industries.
III. Accelerate the green low-carbon transformation of the industrial structure.
(3) Promote the green low-carbon transformation and upgrading of traditional industries. Vigorously promote the green low-carbon transformation of industries such as steel, non-ferrous metals, petrochemicals, chemicals, building materials, paper making, and dyeing, promote energy-saving low-carbon and clean production technologies and equipment, and advance the upgrading of process flows. Optimize production capacity scale and layout, continuously update land, environment, energy efficiency, water efficiency, and carbon emission constraints, enhance the optimization and upgrading of traditional industries with national standards, and establish a sound capacity exit mechanism. Reasonably raise the resource and environmental access thresholds for new construction and renovation projects, and resolutely curb the blind launch of high energy consumption, high emissions, and low-level projects.
(4) Vigorously develop green low-carbon industries. Accelerate the development of strategic emerging industries, build a green manufacturing system and service system, and continuously increase the proportion of green low-carbon industries in the total economy. Accelerate the cultivation of competitive green low-carbon enterprises, and create a number of leading enterprises and specialized, refined, unique, and innovative small and medium-sized enterprises. Vigorously promote models such as contract energy management, contract water-saving management, third-party environmental pollution governance, and environment trusteeship services oriented towards environmental governance effects. Promote the high-quality development of the cultural industry and facilitate the deep integration of culture and tourism. Actively encourage the accelerated development of new industries, new business formats, and new business models oriented towards green low-carbon.2030By15year, the scale of the energy-saving and environmental protection industry will reach about
trillion yuan.
IV. Steadily promote the green low-carbon transformation of energy.
(6) Strengthen the clean and efficient utilization of fossil energy. Strengthen the construction of the energy production, supply, storage, and sales system, adhere to the principle of establishing first and breaking later, promote the safe, reliable, and orderly replacement of fossil energy with non-fossil energy, continuously optimize the energy structure, and accelerate the planning and construction of a new energy system. Firmly control fossil energy consumption, deeply promote the clean and efficient utilization of coal, strictly and reasonably control the growth of coal consumption during the 14th Five-Year Plan period, and gradually reduce it in the following5years, while ensuring energy security supply, key areas will continue to implement total coal consumption control, and actively and orderly promote the replacement of scattered coal. Accelerate the energy-saving and carbon-reduction transformation, flexibility transformation, and heating transformation of existing coal-fired power units, reasonably plan and construct the necessary regulatory and supporting coal power for ensuring the safety of the power system. Increase efforts in oil and gas resource exploration and development and the increase of reserves and production, and accelerate the integrated development of oil and gas exploration and new energy. Promote the construction of carbon dioxide capture, utilization, and storage projects.
(7) Vigorously develop non-fossil energy. Accelerate the construction of clean energy bases such as northwest wind power and photovoltaics, southwest hydropower, offshore wind power, and coastal nuclear power, actively develop distributed photovoltaics and decentralized wind power, develop biomass energy, geothermal energy, and ocean energy according to local conditions, and promote the full chain development of hydrogen energy from production, storage, transportation to utilization.2030Strengthen the coordination and synergy of clean energy bases, regulatory resources, and transmission channels in terms of scale capacity, spatial layout, and construction rhythm, scientifically layout pumped storage, new energy storage, and solar thermal power generation, and enhance the safe operation and comprehensive regulation capabilities of the power system.25%Build smart grids, accelerate the construction of microgrids, virtual power plants, and integrated projects of source, grid, load, and storage. (8) Accelerate the construction of a new power system. Strengthen the coordination and synergy of clean energy bases, regulatory resources, and transmission channels in terms of scale capacity, spatial layout, and construction rhythm. Encourage the layout of natural gas peak-shaving power plants in areas where gas sources are feasible and gas prices are bearable. Scientifically plan pumped storage, new energy storage, and solar thermal power generation to enhance the safe operation and comprehensive regulation capabilities of the power system. Build smart grids and accelerate the construction of microgrids, virtual power plants, and integrated projects of source, grid, load, and storage. Strengthen power demand-side management. Deepen power system reform and further improve the institutional mechanisms that adapt to the new power system.2030By the year, the installed capacity of pumped storage exceeds1.2100 million kilowatts.
5. Promote the green transformation of transportation.
(9) Optimize the transportation structure. Build a green and efficient transportation system, improve the national railway, highway, and waterway networks, promote reasonable division of labor and effective connection among different transportation modes, and reduce the empty load rate and unreasonable passenger and freight turnover. Vigorously promote the development of multimodal transport "one order system" and "one box system", accelerate the construction of dedicated freight railways and high-grade inland waterway networks, promote the construction of dedicated railway lines for major ports, large industrial and mining enterprises, and logistics parks, increase the proportion of green collection and distribution, and continuously improve the proportion of railway and waterway transportation for bulk goods. Optimize civil aviation routes and improve the electrification and intelligence level of airport operations.
(10) Build green transportation infrastructure. Enhance the greening and intelligence level of newly built stations, airports, docks, and expressway facilities, promote energy-saving and carbon-reducing renovations of existing transportation infrastructure, and build a number of low-carbon (near-zero carbon) stations, airports, docks, and expressway service areas. Develop photovoltaic along expressways according to local conditions. Improve the infrastructure network for charging (swapping) stations, hydrogen (alcohol) stations, and shore power, and accelerate the construction of urban smart traffic management systems. Improve the urban and rural logistics distribution system and promote the green and intelligent transformation of distribution methods. Deepen the implementation of the urban public transportation priority development strategy and enhance the service level of public transportation. Strengthen the construction of urban slow-moving systems such as pedestrian walkways and bicycle lanes.
(11) Promote low-carbon transportation tools. Vigorously promote new energy vehicles and push for the electrification of urban public service vehicles. Encourage ships, aircraft, and non-road mobile machinery to use clean power, accelerate the elimination of old transportation tools, promote zero-emission freight, strengthen the research and application of sustainable aviation fuels, and encourage the research, production, and application of net-zero emission marine fuels. By the year, the carbon emission intensity of operational transportation tools per unit turnover will decrease by2030% compared to the year.20209.5%.Around.By the year, new energy vehicles will become the mainstream of new sales vehicles.20356. Promote the green transformation of urban and rural construction and development.
(12) Implement green planning and construction methods. Fully implement the requirements for green transformation in all aspects of urban and rural planning, construction, and governance. Advocate for green and low-carbon planning and design concepts, strictly adhere to urban development boundaries, control the rapid growth of newly added construction land, protect and restore ecological spaces such as green land, water bodies, and wetlands, and reasonably plan areas concentrated with noise-sensitive buildings. Promote the construction of climate-adaptive cities and enhance urban and rural climate resilience. Promote green construction methods, prioritize the use of green building materials, and deepen comprehensive management of dust pollution.
(13) Vigorously develop green low-carbon buildings. Establish a building energy efficiency rating system. Increase the proportion of star-rated green buildings in newly built buildings and promote the large-scale development of ultra-low energy consumption buildings. Accelerate the energy-saving, water-saving, and carbon-reducing renovations of existing buildings and municipal infrastructure, and promote advanced and efficient lighting, air conditioning, elevators, and other equipment. Optimize the energy structure of buildings, promote the integrated construction of building photovoltaics, advance the application of "light storage direct soft" technology, and develop clean low-carbon heating.
(14) Promote green development in agriculture and rural areas. Implement actions to reduce emissions and sequester carbon in agriculture and rural areas, optimize the structure of planting and breeding, promote excellent crop and livestock varieties and green and efficient cultivation and breeding technologies, and advance the reduction and efficiency increase of agricultural inputs such as fertilizers and pesticides. Establish and improve the collection, utilization, and treatment system for agricultural waste such as straw, agricultural film, pesticide packaging waste, and livestock manure, and strengthen the control of straw burning. Deepen the improvement of rural living environments and cultivate new industries and new formats for green development in rural areas. Develop and utilize renewable energy according to local conditions and orderly promote clean heating in rural areas.
7. Implement a comprehensive conservation strategy.
(15) Vigorously promote energy conservation, carbon reduction, and efficiency increase. Focus on high-level and high-quality energy-saving work, promote energy-saving and carbon-reducing renovations in key industries, and accelerate the upgrading and replacement of equipment and products. Build a carbon emission statistical accounting system, strengthen energy-saving reviews of fixed asset investment projects, explore the evaluation of project carbon emissions, and strictly control the energy consumption and carbon emissions of new projects. Encourage enterprises to establish and improve energy-saving and carbon-reducing management mechanisms, promote energy-saving and carbon-reducing "diagnostic renovation" models, and strengthen energy-saving supervision.
(16) Strengthen the conservation and efficient utilization of resources. Improve the total resource management and comprehensive conservation system, and strengthen the whole process management and whole chain conservation of various resources such as water, grain, land, and minerals. Implement a rigid constraint system for water resources, develop a water-saving industry, strengthen the utilization of unconventional water sources, and build a water-saving society. Implement the Anti-Food Waste Law, improve the long-term mechanism for grain and food conservation, and carry out grain conservation actions. Implement the strictest arable land protection system and land conservation and intensive utilization system, promote land-saving technologies and models, optimize the development and utilization of existing land, and improve the efficiency of marine space utilization. Strengthen the exploration, protection, and rational development of mineral resources, improve mining efficiency, and enhance the utilization of low-grade resources.Distributed photovoltaic and wind power in the eastern part.(17) Vigorously develop a circular economy. Promote the classification of household waste and improve the resource utilization rate. Improve the waste recycling system, strengthen the classification, disposal, and recycling capabilities of waste, and enhance the scale, standardization, and refinement of recycling. By the year, the annual utilization of bulk solid waste will reach
about 100 million tons, and the main resource output rate will increase by

Vigorously advocate for a simple, moderate, green, low-carbon, civilized, and healthy lifestyle and consumption pattern, integrate green concepts and conservation requirements into social norms such as citizens' agreements, village regulations, student codes, and group charters, and enhance the public's awareness of conservation, environmental protection, and ecology. Carry out nationwide actions for green and low-carbon living, guide the public to save water and electricity, oppose extravagance and waste, promote the "clean plate action", resist excessive packaging, reduce the use of disposable products, and guide the public to prioritize green travel methods such as public transportation, walking, and cycling. 八、推动消费模式绿色转型
(十八)推广绿色生活方式。大力倡导简约适度、绿色低碳、文明健康的生活理念和消费方式,将绿色理念和节约要求融入市民公约、村规民约、学生守则、团体章程等社会规范,增强全民节约意识、环保意识、生态意识。开展绿色低碳全民行动,引导公众节约用水用电、反对铺张浪费、推广“光盘行动”、抵制过度包装、减少一次性用品使用,引导公众优先选择公共交通、步行、自行车等绿色出行方式,广泛开展爱国卫生运动,推动解决噪声、油烟、恶臭等群众身边的环境问题,形成崇尚生态文明的社会氛围。
(19) Increase the supply of green products. Strengthen the management of green product and service certification, improve the regulatory mechanism for certification bodies, and cultivate internationally influential green certification institutions.
(20) Actively expand green consumption. Improve the incentive mechanism for green consumption. Optimize government green procurement policies, expand the scope and scale of green product procurement, and timely incorporate carbon footprint requirements into government procurement. Guide enterprises to implement green procurement guidelines, encourage qualified enterprises to establish green supply chains, and drive upstream and downstream enterprises to transform collaboratively. Support qualified regions to encourage enterprises to adopt methods such as "trade-in" through the issuance of consumption vouchers and green points, guiding consumers to purchase green products. Carry out activities to promote new energy vehicles and green smart home appliances, water-saving devices, energy-efficient stoves, and green building materials in rural areas, strengthen supporting infrastructure construction and after-sales service guarantees. Encourage users to expand green energy consumption.
9. Play the supporting role of technological innovation.
(21) Strengthen applied basic research. Establish a mechanism for predicting, discovering, assessing, and warning about cutting-edge and disruptive technologies, moderately advance the layout of major national scientific research infrastructure, form a number of national key laboratories and national innovation platforms, implement a number of major national cutting-edge technology projects, focus on strengthening applied basic research in the field of green low-carbon, and stimulate disruptive technological innovation. Innovate talent training models, optimize the discipline and professional settings of higher education institutions, and solidify the intellectual foundation for green transformation.
(22) Accelerate the research and development of key technologies. Promote self-reliance and self-improvement in green low-carbon technology, making technologies related to green transformation an important support direction for national key research and development plans. Focus on energy green low-carbon transformation, low-carbon zero-carbon process reengineering, new power systems, carbon dioxide capture, utilization and storage, resource conservation and intensive recycling, and new pollutant governance, and comprehensively strengthen the tackling of key core technologies. Strengthen the leading role of enterprises in technological innovation, support leading enterprises to form joint efforts to tackle key core technologies, increase funding for small and medium-sized enterprises' research and development of green low-carbon technologies, and encourage various types of ownership enterprises to participate in relevant national scientific and technological plans.
(23) Carry out innovative demonstration and promotion. Play the key leading role of innovation in green transformation. Carry out multi-level pilot projects, promote pollution reduction and carbon reduction synergy and efficiency in key areas such as industry, energy, transportation, urban and rural construction, and agriculture.
