The construction sector is one of the main areas of energy consumption and carbon emissions in China. By 2025, the system of energy conservation and carbon reduction in the construction field will be more perfect. The green building standards will be fully implemented for new buildings in cities and towns. The area of newly-built ultra-low energy consumption and near zero energy consumption buildings will increase by more than 0.02 billion square meters compared with 2023. The area of energy-saving renovation of existing buildings will increase by more than 0.2 billion square meters compared with 2023. The replacement rate of renewable energy in urban buildings will reach 8%.

 

By 2027, ultra-low energy consumption buildings will achieve large-scale development, the energy-saving transformation of existing buildings will be further promoted, the energy-using structure of buildings will be more optimized, a number of green low-carbon high quality buildings will be built, and remarkable achievements will be made in energy conservation and carbon reduction in the construction field.

 

2. key tasks

 

(I) improve the level of energy saving and carbon reduction of new buildings in cities and towns.Optimize the energy-saving and carbon-reducing design of new buildings, make full use of natural lighting and ventilation, adopt high-efficiency energy-saving and low-carbon equipment, improve the thermal insulation and fire protection performance of building envelopes, and promote the allocation of energy management systems in public buildings and qualified residential buildings.Vigorously promote ultra-low energy consumption buildings, encourage government-invested public welfare buildings to be constructed in accordance with ultra-low energy consumption building standards, and regions with conditions such as Beijing-Tianjin-Hebei and the Yangtze River Delta should accelerate the large-scale development of ultra-low energy consumption buildings.Increase the proportion of star-rated green buildings in new buildings. (II) promote the upgrading of existing buildings in cities and towns.Organize and implement energy efficiency diagnosis, comprehensively carry out a survey of existing buildings in cities and towns, and establish a database of energy-saving and carbon-reducing transformation of city-level buildings and a project reserve. Take the city as a unit to formulate an annual renovation plan for existing buildings, reasonably determine the renovation sequence, and clarify key energy-using equipment such as air conditioning, lighting, elevators, and key content such as external wall insulation, door and window renovation in combination with key urban public buildings Energy efficiency improvement, community public environment renovation, old community renovation, and winter cleaning and heating in northern regions are coordinated and promoted. Cities that are included in the support of the central government's winter clean heating policy in the northern region should accelerate the energy-saving renovation of existing buildings. The energy effect of the energy-saving renovation part of residential buildings meets the current standards, and the overall energy efficiency of public buildings without energy-saving measures will be increased by more than 20% after the renovation.

 

(III) strengthen the management of energy saving and carbon reduction in building operation.Increase the promotion of high-efficiency and energy-saving appliances and other equipment, and encourage residents to speed up the elimination of inefficient and backward energy-using equipment. Establish a public building energy-saving supervision system, scientifically formulate energy consumption quota benchmarks, clarify the requirements for the renovation of high-energy-consuming and high-emission buildings, publicize renovation information, and strengthen social supervision. All regions should speed up the establishment and strict implementation of the indoor temperature control mechanism of public buildings, focus on public buildings such as office and technical business buildings of public institutions, office buildings of state-owned enterprises, and transportation stations, carry out inspection of indoor temperature control, energy-using equipment and system operation in winter and summer in accordance with the law, and seriously investigate and deal with illegal energy use. Regularly carry out debugging and maintenance of key energy-using equipment such as air conditioning, lighting and elevators in public buildings to ensure low energy consumption and high energy efficiency operation of the energy-using system under all working conditions. Select a number of public institutions with high energy-saving potential to carry out pilot energy fee hosting services. Promote the construction of building digital intelligent operation management platform, and promote the application of efficient flexible intelligent control technology. Promote the overall participation of the building complex in power demand response and peak shaving.

(V) promote heating metering and charging by the amount of heat supplied.Each region should formulate a household heating metering transformation plan in combination with the actual situation, clearly quantify the target tasks and the transformation time limit, and gradually promote the qualified residential buildings and public buildings to charge according to the heat metering, and the existing residential buildings that do not have the value and conditions of heating metering transformation can be measured according to the building. The newly completed buildings in the northern heating area shall meet the heating metering requirements. Speed up the implementation of the basic heat price and metering heat price combined with the two heating prices, reasonable determination of the basic heat price ratio and terminal heating price. Strengthen the supervision and inspection of heat meters, gas meters, electric energy meters and other measuring instruments.

 

(VI) improve the green low-carbon level of rural housing.Adhere to the principles of farmers' voluntariness, local conditions, and one household, one policy, promote the construction of green and low-carbon rural houses, improve the thermal insulation performance of the enclosure structure of new rural houses in severe cold and cold areas, and optimize the moisture resistance and heat insulation of new rural houses in hot summer and cold winter, hot summer and warm winter, Shading and ventilation performance. (IX) speed up the development and promotion of advanced technologies for energy saving and carbon reduction.Support the research and development of new generation technologies for buildings such as ultra-low energy consumption, near-zero energy consumption, low carbon and zero carbon, and continue to promote the research on key technologies such as ultra-low energy consumption building components and fittings, external wall insulation systems with high fireproof performance, high-efficiency, energy-saving and low-carbon equipment systems, and building operation adjustment,Support the application of perovskite, cadmium telluride and other thin film battery technology and equipment in the construction fieldTo promote the integration of reliable technology processes and product equipment. We will support qualified enterprises to build R & D and training platforms for building energy conservation and carbon reduction technologies, and strengthen engineering practice training for employees.

 

(X) improve the statistical accounting system of energy consumption and carbon emissions in the building sector.We will improve the statistical system and index system of energy consumption in the construction sector, and build a cross-sectoral mechanism for sharing energy consumption data in buildings. Establish and improve the construction carbon emission accounting standard system, prepare the construction industry, construction enterprises and construction life cycle carbon emission accounting standards, unified accounting caliber.

 

(11) Strengthen the support of regulations and standards.Accelerate the revision of laws and regulations such as the Energy Conservation Law and the Regulations on Energy Conservation in Civil Buildings. Distinguish different stages, building types, and climate zones, formulate and revise a batch of building energy-saving standards in an orderly manner, and gradually raise the energy-saving standards for new urban civil buildings to ultra-low energy consumption levels. Accelerate the improvement of the assembly building standard system covering the whole process of design, production, construction and maintenance. All regions are encouraged to formulate local standards that are stricter than the national building energy efficiency standards in light of actual conditions. Carry out energy efficiency evaluation of new buildings and existing buildings to ensure that the buildings meet the design energy efficiency requirements. Strengthen building energy efficiency assessment capacity building.

 

(12) Increase policy financial support.Improve the implementation of fiscal, financial, investment, price and other policies conducive to building energy conservation and carbon reduction. Increase central funds to support the transformation of building energy saving and carbon reduction. Implement preferential tax policies to support building energy conservation and encourage comprehensive utilization of resources. Encourage banks and insurance institutions to improve green finance and other products and services, and support the development of ultra-low energy buildings, green buildings, prefabricated buildings, intelligent construction, energy-saving renovation of existing buildings, renewable energy applications in buildings and related industries.
