Promoting large-scale equipment renewal in the industrial field is conducive to expanding effective investment, promoting the continuous increase of the proportion of advanced production capacity, and is of great significance to accelerating the construction of a modern industrial system. 2. key tasks

(I) implementation of advanced equipment renewal action

1. Accelerate the replacement of backward and inefficient equipment. In view of the industries where the production equipment such as industrial mother machines, agricultural machinery, construction machinery, electric bicycles and other production equipment is in the middle and low level as a whole, we should speed up the elimination of backward and inefficient equipment and old equipment with extended service. Focus on promoting the industrial mother machine industry to update machine tools that have served for more than 10 years. The agricultural machinery industry updates flexible shearing, forming, welding, manufacturing and production technologies and equipment, etc. The construction machinery industry updates hydraulic presses, bending machines, obsolete production lines and on-line testing equipment, etc. The instrument and meter industry updates numerical control processing equipment, verification equipment, etc. The textile industry updates short-process textile equipment such as rotor spinning machines, cotton spinning equipment such as spinning machines and automatic winding machines; The electric bicycle industry updates automatic welding robots, automatic spraying and drying equipment, electric or pneumatic assembly equipment, insulation withstand voltage tester, cycle charge and discharge tester, etc.

2. Update and upgrade high-end advanced equipment. 3. Update and upgrade test equipment. In key industries such as petrochemical and chemical industry, medicine, shipbuilding, electronics, etc., a batch of advanced equipment will be updated to enhance engineering and industrialization capabilities around pilot verification and inspection and testing links such as design verification, test verification, and process verification. Focus on promoting the update of model manufacturing equipment, experimental analysis instruments and other advanced equipment in the design verification process; Update mechanical testing, optical testing, environmental testing and other testing instruments in the test verification process; Update special equipment for environmental adaptability test, reliability test, process verification test, safety test and other test equipment in the process verification process, as well as special sample preparation, material processing, electronic assembly, mechanical processing and other sample preparation and trial production equipment; inspection and testing link update electronic measurement, non-destructive testing, intelligent testing and other instruments and equipment.

Accelerate the deep integration of the new generation of information technology with the whole process and all elements of manufacturing, and promote manufacturing technology breakthroughs, process innovation, lean management, and business process reengineering. Promote the in-depth application of new technologies such as artificial intelligence, fifth-generation mobile communications (5G) and edge computing in the manufacturing process, forming a number of typical scenarios such as virtual testing and debugging, process digital design, and intelligent online inspection. Promote the networking of equipment and the digital link of production links, realize the integration of production data, flexible manufacturing and intelligent management, and build a digital workshop. Around the production, management, service and other manufacturing process to carry out intelligent upgrading, optimize the organizational structure and business processes, to build a smart factory. Give full play to the role of the industrial Internet logo analysis system, guide leading enterprises to drive the synchronous transformation of upstream and downstream enterprises, to create a smart supply chain.

Strengthening digital infrastructure. Accelerate the large-scale deployment of new network infrastructure such as industrial Internet, Internet of Things, 5G, gigabit optical network, and encourage industrial enterprises to transform their internal and external networks. Build a fusion system for industrial basic computing resources and application capabilities, accelerate the deployment of industrial edge data centers, build edge computing facilities for specific scenarios, and promote the collaborative development of "cloud edge" computing. 8. Promote energy efficiency upgrades for key energy-using equipment. In contrast to the "Advanced Level of Energy Efficiency, Energy Saving Level and Access Level of Equipment for Key Energy-using Products (2024 Edition)", focusing on the improvement of energy efficiency level, we will promote the upgrading of boilers, motors, transformers, refrigeration and heating air compressors, heat exchangers, pumps and other key energy-using equipment in various fields such as industry, and promote the application of energy-saving equipment with energy efficiency level 2 and above.

9. Accelerate the application of solid waste treatment and water-saving equipment. Focus on the main industrial solid waste production industries, update and transform processes with high industrial solid waste production, upgrade industrial solid waste and renewable resources comprehensive utilization equipment and facilities, and improve the level of industrial resource conservation and intensive utilization. For petrochemical and chemical industries, steel, building materials, textiles, papermaking, leather, food and other industries that have issued national standards for water consumption (use) quotas, promote industrial water conservation and wastewater recycling, and transform industrial cooling circulation systems and wastewater treatment and reuse systems, Update a batch of cooling towers and other equipment.

12. Promote the application of advanced applicable safety equipment. Increase the promotion and application of safety equipment in key areas, and promote the upgrading and equipment of safety emergency monitoring and early warning, fire protection systems and equipment, safety emergency intelligent equipment, and personal protective equipment at the level of the whole society. Around industrial production safety accidents, earthquake geological disasters, flood disasters, urban waterlogging disasters, urban special scene fires, forest and grassland fires, emergency life rescue, community family safety emergency and other key scenarios, promote the application of advanced and reliable safety equipment.
