Recently, the Ningbo Municipal Housing and Urban-Rural Development Bureau publicly solicited the "Notice on Further Regulating the Operation and Maintenance Management of Roof Photovoltaic Power Generation System Construction in Real Estate Development Projects (Draft for Comment)."

The document proposes,The roof photovoltaic power generation system of real estate development project shall be organized and implemented in accordance with the requirements of "synchronous design, synchronous construction and synchronous acceptance.For real estate development enterprises to entrust a design unit with Grade A qualification for construction engineering, the design unit is allowed to carry out the integrated roof photovoltaic design work in a unified way, so as to realize the cooperation between the construction specialty and the photovoltaic power generation specialty.For design units that meet the requirements for design qualifications but do not have Class A qualifications for construction projects,Allowing the relevant subject design unit to subcontract the design of distributed photovoltaic power generation systems to professional design units with photovoltaic power generation design qualifications,It is determined that the construction specialty of the main design unit shall coordinate the connection between the photovoltaic bracket and the roof to ensure that the roof photovoltaic foundation waterproof project is free of defects and the construction of the photovoltaic project does not hinder the roof fire evacuation. If the roof of a real estate development project adopts the pressing block fixing method, the calculation and evaluation of photovoltaic power generation and structural specialty shall be carried out, which shall be clearly defined in the construction drawing design and submitted during the construction drawing review.

Support property service enterprises to carry out the development, construction and operation and maintenance management of roof photovoltaic power generation system.Support real estate development and construction units to adopt the "assessment separation" model in accordance with the relevant requirements of the "Ningbo City Construction Project Bidding" Assessment Separation "Guiding Rules" (Yongzi Traffic Management Office [2022] No. 2),Entrust the roof photovoltaic power generation system to a property service enterprise or consortium with experience in photovoltaic power generation operation to meet the requirements of "professional people do professional things", realize the integration of design, construction, operation and maintenance, and ensure sustainable operation.The real estate development and construction unit shall write the construction, operation and maintenance of the roof photovoltaic power generation system into the real estate sales contract or as an annex to the real estate sales contract; if it belongs to the demolition and resettlement house, the construction, operation and maintenance of the roof photovoltaic power generation system shall be written into the demolition and resettlement agreement Or as an annex to the demolition and resettlement agreement, perform the notification procedure in accordance with the law, protect the owner's right to know, and safeguard the legitimate rights.

For the roof photovoltaic power generation system of real estate development project, which belongs to low-voltage grid connection, the power supply department should clarify the requirements of photovoltaic grid connection during the preliminary design review of the project, and the design unit should carry out the design of roof photovoltaic power generation system according to the requirements of grid connection;If the power supply department does not provide grid connection requirements during the preliminary design review, and the design unit conducts grid connection design according to the actual situation of the project, the district (county, city) power supply department shall not disapprove the grid connection design for any other reason. If it belongs to high-voltage grid connection, it shall be designed according to the access scheme finally issued by the power supply department.

In accordance with the requirements of the document "Implementation Plan for Carbon Peak in the Construction Field of Zhejiang Province" (Zhejiang Construction [2022] No. 47) issued by the Provincial Department of Construction and other seven departments, combined with the actual situation of Ningbo City,It is determined that by the end of 2025 in Ningbo, the accounting replacement rate of renewable energy applications in urban residential buildings will be 10%, and strive to reach 12% by 2030. After the installation of rooftop photovoltaic power generation system in real estate development project, the replacement rate of renewable energy application accounting reaches 10%,The construction unit can independently decide whether to install the air source heat pump hot water system, and is no longer included in the scope of accounting for renewable energy applications in civil buildings. If the construction unit does not install the air source heat pump hot water system, it shall be written into the commercial housing sales contract to protect the owner's right to know and other relevant rights in accordance with the law.
