I would like to ask, what new measures will government procurement take in promoting innovation and establishing a modern industrial system in the next step?

Li Xianzhong replied that in recent years, the Ministry of Finance has actively played the role of government procurement in supporting technological innovation, green environmental protection, small and medium-sized enterprises, and rural revitalization to promote high-quality economic and social development. In the next step, the Ministry of Finance will, in accordance with the decisions and arrangements of the CPC Central Committee and the State Council, focus on supporting the development of new quality productive forces and building a modern industrial system, and constantly establish and improve a government procurement policy system in line with international rules. This year, we will mainly do three things:

　　The first is to study the establishment of a cooperative innovation government procurement system.Cooperative innovation procurement means that for innovative products that are not currently available in the market and need to be developed, the purchasing unit will intervene in advance from the R & D link, first purchase R & D services, and then purchase R & D products. We summarize the characteristics of this new procurement method as "two for two": not only "compensate" suppliers for their R & D costs, but also "give orders" by promising to purchase a certain amount of innovative products, and stimulate the innovation vitality of enterprises by "sharing R & D risks together" and "jointly developing the initial market. This approach is conducive to promoting the integrated management of innovative products from demand, research and development to application promotion, and better supporting the application of technological innovation and the transformation of scientific and technological achievements. In the early stage, the Ministry of Finance studied and drafted the "Interim Measures for the Management of Government Procurement Cooperation and Innovative Procurement Methods", and publicly solicited opinions from all parties. The conditions for promulgation are now available and are planned to be issued in the near future.

Second, we will continue to improve the government's green procurement policy.In recent years, in order to promote the green transformation and upgrading of the construction industry, the Ministry of Finance, together with relevant departments, has formulated a policy of government procurement to support green building materials to promote the improvement of building quality, and has carried out pilot projects in some places. This year, on the basis of summing up the experience of the pilot project, the scope of policy implementation will be expanded. The number of pilot cities will be expanded from 48 to 100, and the number of products covered by the government procurement demand standard for green building materials will be increased from 75 to 100. Support for the promotion and application of green building materials. At the same time, further deepen and expand government procurement support policies for other types of green products, strengthen policies and measures for compulsory or priority procurement of qualified green products, and continue to play the exemplary and leading role of government green procurement.

　Third, we will continue to promote the implementation of the policy of equal treatment of domestic and foreign enterprises in government procurement.Government procurement treats the products and services provided by domestic and foreign enterprises in China equally and equally, which is our consistent policy orientation. In 2021, the Ministry of Finance issued the "Notice on Implementing Policies Concerning Equal Treatment of Domestic and Foreign Enterprises in Government Procurement Activities", which was specifically reiterated and emphasized. In the next step, we will strengthen the daily supervision and management of purchasers and procurement agencies, focus on the differential treatment of domestic and foreign-funded enterprises, continue to carry out special clean-up, strengthen law enforcement, and punish all kinds of violations of laws and regulations in accordance with the law. In addition, we will also learn from international practices, study and formulate standards for government procurement of domestic products, and better ensure that the policy of equal treatment of domestic and foreign enterprises is implemented in the field of government procurement.
