This year marks the 75th anniversary of the victory of the World Anti-Fascist War and the 75th anniversary of the founding of the United Nations. Yesterday, the United Nations solemnly held a commemorative summit, bearing in mind the historical experience and lessons of the world anti-fascist war, and reaffirming its firm commitment to the purposes and principles of the UN Charter, which is of great significance.


Mankind is fighting against the novel coronavirus pneumonia epidemic. The virus is raging all over the world, and the epidemic keeps repeating. We have witnessed the efforts of governments of various countries, the dedication of medical personnel, the exploration of scientific workers, and the perseverance of ordinary people. The people of all countries watched and helped each other, showing the courage, determination, and love of mankind in the face of major disasters, illuminating the darkest moments. The epidemic will eventually be defeated by mankind, and victory will surely belong to the people of the world!

——In the face of the epidemic, we must put people first and life first. It is necessary to mobilize all resources, scientifically prevent and control, and implement precise policies, not to miss a single infected person, not to give up a single patient, and resolutely curb the spread of the epidemic.

——In the face of the epidemic, we must strengthen solidarity and help each other in the same boat. We must uphold the scientific spirit, give full play to the key leadership role of the World Health Organization, promote international joint prevention and control, resolutely win the battle against the global epidemic, and oppose politicization and stigmatization.

——In the face of the epidemic, we must formulate comprehensive and regular prevention and control measures. It is necessary to orderly promote the resumption of business, market, work and school, create employment, stimulate the economy, and restore economic and social order and vitality. Major economies must strengthen macro policy coordination, not only to restart their own economies, but also to contribute to the recovery of the world economy.

——In the face of the epidemic, we must care for and take care of developing countries, especially African countries. The international community should take timely and strong measures in terms of debt relief and aid to ensure the implementation of the United Nations 2030 Agenda for Sustainable Development and help them overcome difficulties.

Seventy-five years ago, China made historic contributions to winning the World Anti-Fascist War and supported the establishment of the United Nations. Today, adhering to the same spirit of responsibility, China actively participates in international anti-epidemic cooperation and contributes to the maintenance of global public health security. We will continue to share anti-epidemic experience and diagnosis and treatment technologies with other countries, provide support and assistance to countries in need, ensure the stability of the global supply chain of anti-epidemic materials, and actively participate in global scientific research on virus traceability and transmission routes. A number of vaccines in China have entered phase III clinical trials. After the research and development are completed and put into use, they will be made global public goods and provided to developing countries with priority. China will fulfill its commitment to provide US$2 billion in international aid over two years, deepen international cooperation in areas such as agriculture, poverty reduction, education, women and children, and climate change, and help countries recover and develop economically and socially.


The history of the development of human society is a history of constantly overcoming various challenges and difficulties. The global pandemic of the new crown pneumonia epidemic and the major changes in the world unseen in a century have interacted with each other, but the theme of the era of peace and development has not changed, and people of all countries have stronger expectations for peaceful development and win-win cooperation. The new crown pneumonia epidemic will not be the last crisis facing mankind, and we must be ready to join hands to meet more global challenges.

First, this epidemic has inspired us that we live in an interconnected global village where we share weal and woe. All countries are closely connected and the destiny of mankind is shared. No country can benefit from the difficulties of other countries, or gain stability from the turmoil in other countries. If you are beggar-thy-neighbor and watch the fire from the other side, the threat of other countries will sooner or later become your own challenge. We must establish a sense of community with a shared future in which you are among us and you are among us, jump out of small circles and zero-sum game thinking, establish a big family and the concept of win-win cooperation, abandon ideological disputes, overcome the trap of civilizational conflicts, and respect each other's independent choices The world's diversity has become an inexhaustible driving force for the progress of human society and a colorful natural form of human civilization.

Second, the epidemic has inspired us that economic globalization is an objective reality and a historical trend. In the face of the general trend of economic globalization, burying your head in the sand like an ostrich and pretending to ignore it, or waving a spear like Don Quixote to resist, all violate the laws of history. The world cannot return to a state of being closed and isolated from each other, let alone being artificially divided. We cannot avoid the challenges brought about by economic globalization, and must face major issues such as the gap between the rich and the poor and the development gap. We must properly handle the relationship between the government and the market, fairness and efficiency, growth and distribution, technology and employment, so that development is both balanced and sufficient, and that the fruits of development equally benefit different countries, different classes and different groups of people. We must uphold the concept of openness and inclusiveness, unswervingly build an open world economy, maintain the multilateral trading system based on the World Trade Organization, take a clear-cut stand against unilateralism and protectionism, and maintain the stability and smoothness of the global industrial and supply chains.

Third, this epidemic has inspired us that human beings need a self-revolution to accelerate the formation of green development methods and lifestyles, and build an ecological civilization and a beautiful earth. Human beings can no longer ignore the warnings of nature time and time again, and follow the old path of only talking about taking but not investing, only talking about development but not protection, and only talking about utilization but not restoration. To address climate change, the "Paris Agreement" represents the general direction of the global green and low-carbon transition, and is the minimum action needed to protect the earth, and countries must take decisive steps. China will increase its nationally determined contributions, adopt more powerful policies and measures, strive to peak carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060. All countries should establish a new development concept of innovation, coordination, green, openness and sharing, seize the historic opportunity of a new round of scientific and technological revolution and industrial transformation, promote the "green recovery" of the world economy after the epidemic, and gather a strong synergy for sustainable development .

Fourth, the epidemic has inspired us that the global governance system urgently needs to be reformed and improved. The epidemic is not only a major test of the governance capabilities of countries, but also a test of the global governance system. We must adhere to the path of multilateralism and safeguard the international system with the United Nations at its core. Global governance should uphold the principle of extensive consultation, joint contribution and shared benefits, promote equal rights, equal opportunities, and equal rules for all countries, so that the global governance system can conform to the changed world political economy, meet the practical needs of global challenges, and conform to the principles of peaceful development, cooperation and win-win results. historical trend. It is normal for countries to have differences, which should be properly resolved through dialogue and consultation. There can be competition among countries, but it must be positive and benign, and the moral bottom line and international norms must be adhered to. A big country should look big, provide more global public goods, assume the responsibilities of a big country, and demonstrate its responsibility.


Since the beginning of this year, the 1.4 billion Chinese people have worked together to overcome the impact of the epidemic and speed up the restoration of production and living order. We are confident that we will build a moderately prosperous society in all respects as scheduled, lift all rural poor people under current standards out of poverty as scheduled, and achieve the poverty reduction goal of the United Nations 2030 Agenda for Sustainable Development 10 years ahead of schedule.

China is the largest developing country in the world and is following the path of peaceful development, open development, cooperative development and common development. We will never seek hegemony, expansion, or sphere of influence. We have no intention of fighting a cold war with any country. We insist on bridging differences through dialogue and resolving disputes through negotiation. We don’t pursue excellence, we don’t play games where you lose and I win, and we don’t operate with closed doors. We will gradually form a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles promoting each other, opening up space for China’s economic development. Add impetus to world economic recovery and growth.

China will continue to be a builder of world peace, a contributor to global development, and a defender of international order. In support of the central role of the United Nations in international affairs, I declare:

——China will provide another US$50 million in support to the United Nations Global Humanitarian Response Plan for the New Coronary Pneumonia Epidemic;

——China will set up the third phase of the China-FAO South-South Cooperation Trust Fund with a scale of 50 million US dollars;

——The China-United Nations Peace and Development Fund will be extended for 5 years after it expires in 2025;

——China will establish the United Nations Global Geographic Information Knowledge and Innovation Center and the International Research Center for Big Data for Sustainable Development to provide new assistance for the implementation of the "United Nations 2030 Agenda for Sustainable Development".
