Hello everyone! It is a great pleasure to attend the World Economic Forum video conference.

In two weeks' time, the Chinese New Year of the Tiger will come. In Chinese culture, the tiger is a symbol of bravery and strength. Chinese people often say that the tiger is alive and the dragon is alive and the tiger is leaping. In the face of the severe challenges faced by mankind at present, we must be like a tiger with wings and a tiger full of power, bravely overcome all kinds of obstacles on the way forward, do our best to wipe out the haze of the new crown pneumonia epidemic, do our best to promote economic and social recovery and development, and let the sunshine of hope illuminate mankind!

The world today is undergoing major changes unseen in a century. This change is not limited to one moment, one event, one country and one region, but a profound and grand change of the times. The changes of the times and the epidemic of the century have superimposed each other, and the world has entered a new period of turmoil and change. How to overcome the epidemic? How to build a post-epidemic world? This is a major issue of common concern to people all over the world, and it is also an urgent and major issue that we must answer.

"If the power of the world does not prosper, it will decline, and if the governance of the world does not advance, it will retreat." The world is always developing in the movement of contradictions. Without contradictions, there would be no world. Throughout history, human beings have grown and developed through overcoming trials and crises. We must advance in the logic of historical progress and develop in the trend of the development of the times.

Regardless of wind and rain, human beings will always move forward. We must be good at thinking from the comparative analysis of long-term historical cycles, and at the same time be good at seeing changes in things from subtle points, cultivating new opportunities in crises, opening new games in changing situations, and gathering powerful forces to overcome difficulties and challenges.

First, work together to overcome the epidemic. In the face of this century-old epidemic that concerns the future and destiny of mankind, the international community has waged a tenacious war of resistance. Facts once again show that in the turbulent waters of the global crisis, countries are not riding in more than 190 small boats, but in a big boat with a shared destiny. Small boats cannot withstand the wind and waves, but giant ships can withstand the stormy sea. With the joint efforts of the international community, the global fight against the epidemic has made important progress. However, the epidemic has repeatedly delayed, the virus has mutated more, and the speed of transmission has accelerated, posing a serious threat to people's life safety and health, and having a profound impact on the development of the world economy.

Strengthening confidence and helping each other in the same boat are the only correct way to overcome the epidemic. Any mutual restraint and any unprovoked "sweeping the pot" will delay the fighters and interfere with the overall situation. All countries in the world should strengthen international anti-epidemic cooperation, actively carry out drug research and development cooperation, jointly build multiple anti-epidemic defense lines, and accelerate the construction of a human health and health community. In particular, it is necessary to make good use of the powerful weapon of vaccines, ensure the fair distribution of vaccines, accelerate the speed of vaccination, bridge the international "immunization gap", protect life and health, and ensure people's lives.

China is true to its words and resolute in its actions. It has provided more than 2 billion doses of vaccines to more than 120 countries and international organizations. China will provide another 1 billion doses of vaccines to African countries, of which 600 million doses will be free aid, and will also provide ASEAN countries with 150 million doses of vaccines free of charge.

Second, defuse various risks and promote the stable recovery of the world economy. The world economy is bottoming out, but it is also facing many constraints. Disorders in the global industrial and supply chains, rising commodity prices, and tight energy supply are intertwined risks, exacerbating the uncertainty of the economic recovery process. Significant changes have taken place in the global low inflation environment, and compound inflation risks are emerging. If the monetary policies of major economies "suddenly brake" or "sharply turn", it will have serious negative spillover effects and bring challenges to the world economy and financial stability, and developing countries will bear the brunt. We must explore new drivers of economic growth, new models of social life, and new paths for personnel exchanges under the conditions of normalized epidemic prevention and control, promote cross-border trade facilitation, ensure the safety and smoothness of the industrial chain and supply chain, and promote the steady and solid recovery of the world economy .

Economic globalization is the trend of the times. As the great river rushes toward the sea, there will always be countercurrents, but no countercurrents can stop the great river from going eastward. Momentum helps it move forward, and resistance makes it stronger. Despite many headwinds and dangerous shoals, the direction of economic globalization has never changed and will not change. All countries in the world must adhere to true multilateralism, insist on tearing down walls instead of building them, openness without isolation, integration without decoupling, and promote the building of an open world economy. It is necessary to lead the reform of the global governance system with the concept of fairness and justice, maintain the multilateral trading system with the World Trade Organization at its core, and create effective rules for artificial intelligence and the digital economy on the basis of full consultation. Technological innovation creates an open, fair, and non-discriminatory favorable environment, promotes economic globalization in a more open, inclusive, inclusive, balanced, and win-win direction, and fully unleashes the vitality of the world economy.

Now, everyone has a consensus that to push the world economy out of the crisis and achieve recovery, it is necessary to strengthen macro policy coordination. Major economies must establish a sense of community, strengthen the concept of systems, strengthen the transparency and sharing of policy information, and coordinate fiscal and monetary policy goals, strength, and rhythm to prevent the world economy from bottoming out again. Major developed countries should adopt responsible economic policies, control policy spillover effects, and avoid serious impact on developing countries. International economic and financial institutions should play a constructive role, build international consensus, strengthen policy coordination, and prevent systemic risks.

Third, bridge the development gap and revitalize the cause of global development. The global development process is being severely impacted, and problems such as the North-South gap, recovery differentiation, development gap, and technological gap have become more prominent. The human development index has dropped for the first time in 30 years. More than 100 million new poor people have been added to the world. Nearly 800 million people are living in hunger. Food security, education, employment, medicine and health and other areas of people's livelihood are facing more difficulties. Some developing countries have returned to poverty due to the epidemic and caused chaos due to the epidemic, and many people in developed countries have also fallen into life difficulties.

No matter what difficulties we encounter, we must adhere to the people-centered development philosophy, put the promotion of development and the protection of people's livelihood in a prominent position in global macro policies, implement the United Nations 2030 Agenda for Sustainable Development, and promote the coordinated growth of existing development cooperation mechanisms. effect and promote balanced global development. We must adhere to the principle of common but differentiated responsibilities, advance international cooperation on climate change within the framework of development, and implement the outcomes of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change. Developed economies should take the lead in fulfilling their emission reduction responsibilities, implement financial and technical support commitments, and create necessary conditions for developing countries to respond to climate change and achieve sustainable development.

Last year, I proposed a global development initiative at the UN General Assembly, calling on the international community to pay attention to the pressing problems facing developing countries. This initiative is a public product open to the world, aiming to align with the United Nations 2030 Agenda for Sustainable Development and promote global common development. China is willing to work hand in hand with all parties to jointly promote the implementation of the initiative and strive not to leave any country behind.

Fourth, abandon the Cold War mentality and achieve peaceful coexistence, mutual benefit and win-win results. Today's world is not peaceful, and there are endless speeches that incite hatred and prejudice. The resulting containment, suppression and even confrontation are harmful to world peace and security. History has repeatedly proved that confrontation is not only useless, but also has disastrous consequences. Engaging in protectionism and unilateralism will not protect anyone, and will only harm others and ourselves in the end. Engaging in hegemony and bullying is going against the trend of history. It is inevitable that there will be contradictions and differences between countries, but it is useless to engage in a zero-sum game where you lose and I win. Any behavior that insists on building "small courtyards and high walls" and "parallel systems", any behavior that is keen to create exclusive "small circles" and "small groups" to split the world, any generalization of the concept of national security, and any detriment to the economic and technological development of other countries Any act of containment, any act of inciting ideological confrontation, politicizing and weaponizing economic and technological issues will seriously weaken the efforts of the international community to deal with common challenges. Peaceful development and win-win cooperation are the right path in the world. Different countries and civilizations should develop together while respecting each other, and cooperate and win-win while seeking common ground while shelving differences.

We must conform to the general trend of history, commit to stabilizing the international order, promote the common values of all mankind, and promote the building of a community with a shared future for mankind. We must insist on dialogue rather than confrontation, inclusiveness rather than exclusion, and oppose all forms of unilateralism, protectionism, and all forms of hegemonism and power politics.

Last year, China's GDP grew by about 8%, achieving the dual goals of relatively high growth and relatively low inflation. Despite the tremendous pressure brought about by changes in the domestic and foreign economic environment, the fundamentals of China's economic resilience, potential and long-term improvement have not changed. We are full of confidence in the future of China's economic development.

"A country is said to be rich because it cares about its people." China's economy has developed by leaps and bounds, and people's living standards have been greatly improved. However, we know that long-term and arduous efforts are still needed to satisfy the people's yearning for a better life. China clearly proposes to promote the all-round development of people and the common prosperity of all people to achieve more obvious and substantive progress, and will make efforts in all aspects to this end. China wants to achieve common prosperity, but it is not egalitarianism, but to make the "cake" bigger first, and then divide the "cake" well through reasonable institutional arrangements. As the tide rises, everyone gets what they want, so that development results can benefit all people more and more equitably .

——China will unswervingly advance reform and opening up. China's reform and opening up is always on the road. No matter how the international situation changes, China will hold high the banner of reform and opening up. China will continue to allow the market to play a decisive role in resource allocation, better play the role of the government, unswervingly consolidate and develop the public sector of the economy, and unswervingly encourage, support, and guide the development of the non-public sector of the economy. China will build a unified and open market system with orderly competition to ensure that all enterprises have equal status before the law and equal opportunities before the market. China welcomes all kinds of capital to operate legally and in accordance with regulations in China and play a positive role in China's development. China will continue to expand high-level opening up, steadily expand rules, management, standards and other institutional openings, implement national treatment for foreign-funded enterprises, and promote the high-quality development of the joint construction of the "Belt and Road". The Regional Comprehensive Economic Partnership Agreement came into effect on January 1 this year. China will faithfully fulfill its obligations and deepen economic and trade ties with all parties to the agreement. China will continue to promote the process of joining the Comprehensive and Progressive Trans-Pacific Partnership Agreement and the Digital Economic Partnership Agreement, further integrate into the regional and world economy, and strive to achieve mutual benefit and win-win results.

I often say that economic development cannot exhaust resources and the ecological environment, and ecological environment protection does not mean abandoning economic development and seeking fish for nothing. China adheres to the concept that green water and lush mountains are invaluable assets, promotes the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, goes all out to promote the construction of ecological civilization, goes all out to strengthen pollution prevention and control, and goes all out to improve the people's production and living environment. China is building the world's largest national park system. China successfully hosted the 15th Conference of the Parties to the United Nations Convention on Biological Diversity last year, contributing to building a clean and beautiful world.

Achieving carbon neutrality is an inherent requirement of China's high-quality development, and it is also China's solemn commitment to the international community. China will keep its promises and advance firmly. It has released the Action Plan for Carbon Peaking by 2030, and will release specific implementation plans in the fields of energy, industry, and construction. China has built the world's largest carbon market and clean power generation system. The installed capacity of renewable energy exceeds 1 billion kilowatts, and the construction of a large-scale wind power photovoltaic base of 100 million kilowatts has started in an orderly manner. It is impossible to achieve carbon neutrality at the peak of carbon dioxide. In the process of promoting the reliable replacement of new energy sources, China will gradually reduce traditional energy sources in an orderly manner to ensure stable economic and social development. China will actively carry out international cooperation on climate change and jointly promote the comprehensive green transformation of economic and social development.
