1. General requirements

2. Main objectives

By 2025, the national energy consumption per unit of GDP will be reduced by 13.5% compared with 2020, the total energy consumption will be reasonably controlled, and the total emissions of chemical oxygen demand, ammonia nitrogen, nitrogen oxides, and volatile organic compounds will be reduced by 8% compared with 2020. %, 8%, more than 10%, more than 10%. 3. Implement key projects for energy conservation and emission reduction

(1) Green upgrade projects for key industries. Focusing on industries such as iron and steel, nonferrous metals, building materials, and petrochemicals, we will promote energy-saving transformation and in-depth treatment of pollutants. Promote energy-saving technologies such as high-efficiency rectification systems, high-temperature and high-pressure dry quenching, and oxygen-enriched enhanced smelting, and encourage the transformation of blast furnace-converter long-process steelmaking into electric furnace short-process steelmaking. Promote the ultra-low emission transformation of steel, cement, coking industries and coal-fired boilers. By 2025, complete the ultra-low emission transformation of 530 million tons of steel production capacity, and fully realize ultra-low emission of coal-fired boilers in key areas for air pollution prevention and control. Strengthen industrial process innovation, implement classified management of coating, chemical and other industrial clusters, and carry out clean production in key industries and industrial wastewater resource utilization transformation. (5) Agricultural and rural energy conservation and emission reduction projects. Accelerate the application of renewable energy such as wind energy, solar energy, and biomass energy in agricultural production and rural life, and promote clean heating in rural areas in an orderly manner. Promote the application of agricultural electric vehicles, energy-saving and environmentally-friendly agricultural machinery and fishing boats, develop energy-saving agricultural greenhouses, and promote energy-saving renovation of farm houses and the construction of green farm houses. Strengthen the prevention and control of agricultural non-point source pollution, promote the reduction and efficiency enhancement of pesticides and fertilizers, the comprehensive utilization of straw, and accelerate the recycling and treatment of agricultural film and pesticide packaging waste. Deeply promote the pollution control of large-scale farms, and promote the resource utilization of livestock and poultry manure in the whole county. Renovate and improve the living environment in rural areas, improve the capacity of rural sewage and garbage treatment, and basically eliminate large areas of black and odorous water bodies in rural areas. Continue to fight the tough battle for the protection and restoration of the Yangtze River, and solidly promote urban sewage and garbage treatment and pollution control projects such as industrial, agricultural non-point sources, ships, and tailings ponds. By 2025, the overall water quality of the Yangtze River Basin will remain excellent, and the water quality of the main stream will be stable and reach Class II. Efforts will be made to fight the tough battle of ecological protection and management of the Yellow River, implement deep water conservation and water control actions, strengthen pollution control of important tributaries, and carry out investigation and rectification of sewage outlets entering the river. Deepen the pollution control of volatile organic compounds in petrochemical and chemical industries, and comprehensively improve the collection rate of waste gas, the simultaneous operation rate and removal rate of treatment facilities. Transform volatile organic liquid storage tanks, promote the use of fully liquid-contact floating plates and high-efficiency double-sealing technologies for floating roof tanks, and implement separate collection and treatment of high-concentration waste gas from wastewater systems. (10) Environmental infrastructure level improvement projects. Accelerate the construction of an environmental infrastructure system that integrates sewage, garbage, solid waste, hazardous waste, and medical waste treatment and disposal facilities and monitoring and supervision capabilities, and promote the formation of an environmental infrastructure network that extends from cities to towns and villages. Promote the construction and transformation of urban domestic sewage pipe networks, implement the transformation of mixed connection pipe networks, update and repair old and damaged pipe networks, speed up the filling of treatment capacity gaps, and promote the utilization of sewage resources and the harmless disposal of sludge. Build a domestic waste treatment system that includes classified placement, classified collection, classified transportation, and classified disposal. 4. Improving the policy mechanism for energy conservation and emission reduction

(1) Optimizing and improving the dual control system for energy consumption. Adhere to the priority of energy conservation, strengthen the management of binding indicators for reducing energy consumption intensity, effectively enhance the flexibility of total energy consumption management, and strengthen the connection between the dual control policy of energy consumption and the goals and tasks of carbon peaking and carbon neutrality. Taking the energy output rate as an important basis, comprehensively considering factors such as the development stage, reasonably determine the energy consumption intensity reduction targets in each region. The state implements dual-objective management of basic goals and incentive goals for the reduction of energy consumption intensity during the "14th Five-Year Plan" of each province (autonomous region, municipality directly under the Central Government), which is decomposed from each province (autonomous region, municipality directly under the Central Government) to each year. Improve the green financial system, vigorously develop green credit, support energy conservation and emission reduction in key industries, make good use of carbon emission reduction support tools and support special refinancing for clean and efficient use of coal, and strengthen environmental and social risk management. Encourage qualified regions to explore the establishment of supporting policies such as green loan financial discounts, rewards and subsidies, risk compensation, and credit guarantees. Accelerate the development of green bonds and support qualified energy-saving and emission-reduction enterprises to go public for financing and refinancing. Actively promote enterprises in areas with high environmental risks to purchase environmental pollution liability insurance. Implement preferential tax policies for environmental protection, energy and water conservation, and comprehensive utilization of resources. Deepen the reform of the heat supply system and improve the price mechanism for urban heat supply.
