The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, all ministries and commissions of the State Council, and all institutions directly under the State Council:
Establishing and improving a green, low-carbon, circular development economic system and promoting a comprehensive green transformation of economic and social development are the basic strategies for solving my country's resource, environmental and ecological problems. In order to implement the deployment of the 19th National Congress of the Communist Party of China and accelerate the establishment of a sound economic system for green, low-carbon and circular development, the following opinions are hereby offered.
1. General requirements
(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Party and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee, fully implement Xi Jinping's thought on ecological civilization, and conscientiously implement the decisions of the Party Central Committee and the State Council Deployment, unswervingly implement the new development concept, implement green planning, green design, green investment, green construction, green production, green circulation, green life, green consumption in an all-round and whole process, so that development is based on efficient use of resources and strict protection of the ecology On the basis of improving the environment and effectively controlling greenhouse gas emissions, coordinate the promotion of high-quality development and high-level protection, establish a sound economic system for green and low-carbon circular development, ensure the realization of carbon peak and carbon neutral goals, and promote China's green development to a new level. steps.
(2) Working principles.
Persist in key breakthroughs. Focusing on energy conservation and environmental protection, clean production, and clean energy, we will take the lead in breakthroughs, do a good job in the integration and development of agriculture, manufacturing, service industries, and information technology, and comprehensively drive the green upgrade of primary, secondary, and tertiary industries and infrastructure.
Adhere to the leadership of innovation. Deeply promote technological innovation, model innovation, and management innovation, accelerate the construction of a market-oriented green technology innovation system, promote new business models, and build a powerful and effective policy support system.
Persist in seeking progress while maintaining stability. Do a good job in the organic combination of green transformation and economic development, technological progress, industrial continuity, stable employment, and improvement of people's livelihood, and promote it actively, steadily, and with resilience.
Adhere to market orientation. In the green transformation, give full play to the guiding role of the market, the main role of enterprises, and the role of various market trading mechanisms, so as to inject strong impetus into green development.
(3) Main objectives. By 2025, the industrial structure, energy structure, and transportation structure will be significantly optimized, the proportion of green industries will be significantly increased, the level of green infrastructure will continue to increase, the level of clean production will continue to improve, the green transformation of production and lifestyle will achieve remarkable results, and the allocation of energy resources will be more reasonable and utilized. The efficiency has been greatly improved, the total discharge of major pollutants has been continuously reduced, the intensity of carbon emissions has been significantly reduced, the ecological environment has been continuously improved, the market-oriented green technology innovation system has been improved, the laws, regulations and policy system have been more effective, the production system of green and low-carbon circular development, Circulation system and consumption system are initially formed. By 2035, the endogenous power of green development will be significantly enhanced, the scale of green industry will reach a new level, the energy and resource utilization efficiency of key industries and key products will reach the international advanced level, green production and lifestyle will be widely formed, and carbon emissions will stabilize and decline after peaking. , the ecological environment has fundamentally improved, and the goal of building a beautiful China has been basically achieved.
2. Improving the production system for green, low-carbon and circular development
(4) Promoting industrial green upgrading. Accelerate the implementation of green transformation in steel, petrochemical, chemical, non-ferrous metals, building materials, textiles, paper, leather and other industries. Promote green product design and build a green manufacturing system. Vigorously develop the remanufacturing industry, strengthen the certification and promotion and application of remanufactured products. Build resource comprehensive utilization bases to promote comprehensive utilization of industrial solid waste. Clean production will be fully implemented, and mandatory clean production audits will be implemented in industries with “double excess and high energy consumption” in accordance with the law. Improve the identification methods of "scattered, messy and polluting" enterprises, and implement measures such as closing down and banning, integrating and relocating, and rectifying and upgrading. Accelerate the implementation of the pollutant discharge permit system. Strengthen the management of hazardous waste in the industrial production process.
(5) Accelerate the green development of agriculture. Encourage the development of ecological planting and ecological breeding, and strengthen the certification and management of green food and organic agricultural products. Develop ecological circular agriculture, improve the level of resource utilization of livestock and poultry manure, promote the comprehensive utilization of crop straw, and strengthen the pollution control of agricultural film. Strengthen the protection and improvement of cultivated land quality, and promote the comprehensive management of degraded cultivated land. Develop circular economy in forestry and implement the construction project of forest ecological mark products. Vigorously promote agricultural water conservation and popularize high-efficiency water-saving technologies. Promote healthy aquaculture. Implement actions to reduce the use of pesticides and veterinary antimicrobials and clean up the environment in production areas. Strengthen the unified planning of tidal flats in aquaculture waters in accordance with the law. Improve the fishing ban management system in relevant waters. Promote the deep integration of agriculture and tourism, education, culture, health and other industries, and accelerate the integrated development of primary, secondary and tertiary industries.
(6) Improve the level of green development of the service industry. Promote the green upgrading of commercial and trade enterprises, and cultivate a group of green circulation entities. Orderly develop the sharing economy in fields such as travel and accommodation, and standardize the development of idle resource transactions. Accelerate the green transformation of the information service industry, do a good job in the green construction and transformation of large and medium-sized data centers and network computer rooms, and establish a green operation and maintenance system. Promote the green development of the exhibition industry, guide the formulation of industry-related green standards, and promote the recycling of exhibition facilities. Promote the use of raw and auxiliary materials with low volatile organic content in industries such as auto repair and decoration. Advocate hotels, catering and other industries not to actively provide disposable products.
(7) Expand the green and environmental protection industry. Build a number of national green industry demonstration bases, and promote the formation of an open, collaborative, and efficient innovation ecosystem. Accelerate the cultivation of market entities, encourage the establishment of mixed-ownership companies, and create a number of large-scale green industry groups; guide small and medium-sized enterprises to focus on their main business and enhance their core competitiveness, and cultivate "specialized, special and new" small and medium-sized enterprises. Promote contract energy management, contract water-saving management, third-party governance of environmental pollution and other models and environmental trusteeship services oriented by environmental governance effects. Further liberalize energy-saving and environmental protection competitive businesses in the fields of petroleum, chemical industry, electric power, and natural gas, and encourage public institutions to implement energy trusteeship services. Revise the green industry guidance catalog in due course to guide the direction of industrial development.
(8) Improve the recycling level of industrial parks and industrial clusters. Scientifically formulate development and construction plans for new industrial parks, carry out planning environmental impact assessments in accordance with laws and regulations, strictly enforce access standards, improve circular industrial chains, and promote the formation of industrial circular coupling. Promote the circular transformation of existing industrial parks and industrial clusters, promote the joint construction and sharing of public facilities, cascade utilization of energy, resource recycling, and centralized and safe disposal of pollutants. Encourage the construction of comprehensive energy projects in which various energy sources such as electricity, heat, cold, and gas are coordinated and mutually beneficial. Encourage chemical and other industrial parks to build facilities for centralized storage, pretreatment and disposal of hazardous waste.
(9) Build a green supply chain. Encourage enterprises to carry out green design, choose green materials, implement green procurement, create green manufacturing processes, promote green packaging, carry out green transportation, and do a good job in recycling waste products, so as to realize the green and environmental protection of the whole product cycle. Select about 100 enterprises with high enthusiasm, great social influence, and strong leading role to carry out green supply chain pilot projects, and explore the establishment of a green supply chain system. Encourage industry associations to improve the greening level of industry supply chains by formulating norms, consulting services, and industry self-discipline.
3. Improving the circulation system for green and low-carbon circular development
(10) Create green logistics. Actively adjust the transportation structure, promote multimodal transport of molten iron, road-rail, and road-water, and speed up the construction of special railway lines. Strengthen the organization and management of logistics and transportation, accelerate the construction of relevant public information platforms and information sharing, and develop drop-and-pull transportation and joint distribution. Promote green and low-carbon transportation tools, eliminate, update or renovate old vehicles and ships, give priority to the use of new energy or clean energy vehicles in port and airport services, urban logistics distribution, postal express delivery and other fields; increase efforts to promote the demonstration and application of green ships, and promote inland waterway ship types standardization. Accelerate the construction of shore power facilities at ports, and support airports in the construction and application of alternative equipment for aircraft auxiliary power units. Support logistics companies to build digital operation platforms, encourage the development of smart warehousing and smart transportation, and promote the establishment of a standardized pallet recycling system.
(11) Strengthen the recycling and utilization of renewable resources. Promote the "integration of the two networks" of waste sorting and recycling and renewable resource recycling, and encourage localities to establish regional trading centers for renewable resources. Accelerate the implementation of the producer responsibility extension system, and guide production enterprises to establish a reverse logistics recycling system. Encourage enterprises to adopt modern information technology to realize the organic combination of online and offline waste recycling, cultivate new business models, build leading enterprises, and enhance the overall competitiveness of the industry. Improve the recycling and processing system of waste household appliances, and promote typical recycling models and experience. Accelerate the establishment of a waste material recycling system, strengthen the recycling of waste paper, waste plastics, waste tires, scrap metal, waste glass and other renewable resources, and increase resource output and recycling rates.
(12) Establish a green trade system. Actively optimize the trade structure, vigorously develop high-quality, high-value-added green product trade, and strictly control the export of high-pollution, high-energy-consuming products. Strengthen international cooperation on green standards, actively lead and participate in the formulation of relevant international standards, promote conformity assessment cooperation and mutual recognition mechanisms, and do a good job in linking green trade rules with import and export policies. Deepen the green "Belt and Road" cooperation, expand energy conservation, environmental protection, clean energy and other fields of technical equipment and service cooperation.
4. Improving the consumption system for green, low-carbon and circular development
(13) Promote the consumption of green products. Increase government green procurement, expand the scope of green product procurement, and gradually extend the green procurement system to state-owned enterprises. Strengthen guidance for enterprises and residents to purchase green products, and encourage local governments to promote green consumption by means of subsidies and point rewards. Promote the establishment of green product sales areas on e-commerce platforms. Strengthen the management of green product and service certification, and improve the credit supervision mechanism of certification institutions. Promote the transaction of green power certificates, leading the whole society to increase green power consumption. Severely crack down on false labeling of green products, and information on administrative penalties and other information is included in the national enterprise credit information publicity system.
(14) Advocate a green and low-carbon lifestyle. Practice strict economy and resolutely stop food waste. According to local conditions, we will promote the classification, reduction and recycling of domestic waste, and carry out publicity, training and effectiveness evaluation. Solidly promote the whole chain of plastic pollution control. Promote excessive packaging management, and promote producers and operators to comply with mandatory standards that restrict excessive packaging of goods. Improve the intelligent level of the transportation system and actively guide green travel. In-depth patriotic sanitation campaigns will be carried out to clean up the dirty and messy environment and create a livable living environment. Carry out green life creation activities.
5. Accelerate the green upgrading of infrastructure
(15) Promote the green and low-carbon transformation of the energy system. Adhere to giving priority to energy conservation, and improve the dual control system for total energy consumption and intensity. Increase the proportion of renewable energy utilization, vigorously promote the development of wind power and photovoltaic power generation, and develop water energy, geothermal energy, ocean energy, hydrogen energy, biomass energy, and photothermal power generation according to local conditions. Accelerate the research and development and promotion of large-capacity energy storage technology, and improve the collection and transmission capabilities of the power grid. Increase the supply of clean energy in rural areas and promote the development of biomass energy in rural areas. Promote the clean and efficient development, transformation and utilization of coal, and continue to increase the proportion of large-capacity, high-parameter, and low-pollution coal-fired power units in the installed capacity of coal power. Actively develop clean heat and power cogeneration central heating in counties in the northern region, and steadily promote biomass coupled heating. Strictly control new coal-fired power installed capacity. Improve energy transmission and distribution efficiency. Implement urban and rural distribution network construction and smart upgrade plans, and promote the upgrading and transformation of rural power grids. Accelerate the construction of natural gas infrastructure and interconnection. Carry out test demonstrations of carbon dioxide capture, utilization and storage.
(16) Promote the upgrading of urban environmental infrastructure. Promote the full coverage of urban sewage pipe networks. Promote the "factory network integration" of urban domestic sewage collection and treatment facilities, accelerate the construction of sludge harmless resource disposal facilities, deploy sewage resource utilization facilities according to local conditions, and basically eliminate urban black and odorous water bodies. Accelerate the construction of urban domestic waste treatment facilities, promote domestic waste incineration to generate electricity, and reduce domestic waste landfill disposal. Strengthen the capacity building of centralized disposal of hazardous waste, improve the level of informatization and intelligent supervision, and strictly implement the business license management system. Improve the emergency treatment capacity of medical waste. Do a good job in resource utilization and harmless treatment of food waste. Promote the construction of large-scale seawater desalination facilities in coastal water-scarce cities.
(17) Improve the level of green development of transportation infrastructure. Integrate the concept of ecological and environmental protection into the whole process of transportation infrastructure planning, construction, operation and maintenance, intensively use land and other resources, rationally avoid land space with important ecological functions, and actively build green roads, green railways, green waterways, green ports, and green airports . Strengthen the construction of supporting infrastructure such as charging and swapping of new energy vehicles and hydrogenation. Actively promote the application of warm-mix asphalt, intelligent ventilation, auxiliary power replacement and energy-saving lamps, sound insulation barriers and other advanced energy-saving and environmental protection technologies and products. Strengthen the comprehensive utilization of waste resources in project construction, and promote the resource utilization of waste road surfaces, asphalt, dredged soil and other materials, as well as construction waste.
(18) Improving the living environment in urban and rural areas. Relevant spatial planning must implement the concept of green development, coordinate urban development and safety, optimize spatial layout, reasonably determine the intensity of development, and encourage cities to leave blank space and increase greenery. Establish a "beautiful city" evaluation system and carry out pilot projects for the construction of "beautiful cities". Enhance urban flood control and drainage capabilities. Carry out green community creation actions, vigorously develop green buildings, establish a unified green building labeling system, and promote the greening of community infrastructure and energy-saving renovation of existing buildings in combination with the renovation of old urban communities. Establish a rural construction evaluation system to promote the improvement of shortcomings in rural construction. Accelerate the improvement of the living environment in rural areas, and promote rural toilet improvement, domestic garbage treatment and sewage treatment, village appearance improvement, and rural greening and beautification according to local conditions. Continue to do a good job in rural clean heating renovation and renovation of old and dilapidated houses, so as to create a clean, orderly and beautiful village environment.
6. Construct a market-oriented green technology innovation system
(19) Encourage the research and development of green and low-carbon technologies. Implement green technology innovation and tackling key projects, and deploy a number of forward-looking, strategic, and disruptive scientific and technological key projects in the fields of energy conservation and environmental protection, clean production, and clean energy. Cultivate and build a number of innovation base platforms such as green technology national technology innovation centers and national science and technology resource sharing service platforms. Strengthen the dominant position of enterprises in innovation, support enterprises to integrate universities, scientific research institutes, industrial parks and other forces to establish market-oriented green technology innovation consortiums, and encourage enterprises to lead or participate in green technology research and development projects supported by financial funds and green technologies with clear market orientation innovative projects.
(20) Accelerate the transformation of scientific and technological achievements. Actively use the first (set) major technical equipment policy to support the application of green technology. Give full play to the role of the national guidance fund for the transformation of scientific and technological achievements, strengthen the guidance of various funds such as venture capital, and support the transformation and application of green technology innovation achievements. Support enterprises, universities, scientific research institutions, etc. to establish green technology innovation project incubators and innovation and entrepreneurship bases. Release the green technology promotion catalog in a timely manner, and accelerate the promotion and application of advanced and mature technologies. Deeply promote the construction of a green technology trading center.
7. Improving the system of laws, regulations and policies
(21) Strengthen legal and regulatory support. Promote the improvement of laws and regulations on promoting green design, strengthening clean production, improving resource utilization efficiency, developing circular economy, strictly controlling pollution, promoting the development of green industries, expanding green consumption, implementing environmental information disclosure, and addressing climate change. Strengthen law enforcement supervision, increase the investigation and accountability of illegal acts, and strengthen the work connection and cooperation between administrative law enforcement agencies, supervisory agencies, and judicial agencies.
(22) Improve the green charging price mechanism. Improve the sewage treatment fee policy, in accordance with the principle of covering the operation of sewage treatment facilities and sludge treatment and disposal costs and make reasonable profits, reasonably formulate sewage treatment fee standards, and improve the dynamic adjustment mechanism for standards. According to the principle of generator pays, establish and improve the domestic waste disposal charging system, and each region can implement differentiated management such as classified pricing and metered charging according to local actual conditions. Improve energy-saving and environmental protection electricity price policies, promote comprehensive reform of agricultural water prices, and continue to implement the tiered electricity price, gas price, and water price systems for residents.
(23) Increase fiscal and taxation support. Continue to use financial funds and budgetary investment to support environmental infrastructure to make up for weaknesses, the development of green and environmental protection industries, efficient use of energy, and resource recycling. Continue to implement preferential policies such as income tax and value-added tax on energy conservation, water conservation and environmental protection, comprehensive utilization of resources, contract energy management, and third-party governance of environmental pollution. Do a good job in resource tax collection and water resource fee tax reform pilot work.
(24) Vigorously develop green finance. Develop green credit and green direct financing, and increase the evaluation and assessment of financial institutions' green financial performance. Unify green bond standards and establish green bond rating standards. Develop green insurance and give full play to the role of the insurance rate adjustment mechanism. Support qualified green industry enterprises to go public for financing. Support financial institutions and related enterprises to carry out green financing in the international market. Promote the convergence of international green financial standards, and orderly promote the two-way opening of the green financial market. Promote climate investment and financing work.
(25) Improve green standards, green certification system and statistical monitoring system. Carry out top-level design and system planning of the green standard system to form a comprehensive and systematic green standard system. Accelerate the construction of standardization support institutions. Accelerate the establishment of a green product certification system and cultivate a number of professional green certification institutions. Strengthen statistical monitoring in areas such as energy conservation and environmental protection, clean production, and clean energy, improve relevant systems, and strengthen statistical information sharing.
(26) Cultivate a green trading market mechanism. Further improve trading mechanisms for pollution discharge rights, energy use rights, water rights, and carbon emission rights to reduce transaction costs and improve operational efficiency. Accelerate the establishment of systems for initial allocation, paid use, market transactions, dispute resolution, and supporting services, and do a good job in the docking and coordination of green ownership transactions and related target indicators.
8. Conscientiously do a good job in organizing and implementing
(27) Do a good job in implementing it. All relevant departments in all regions must have thoughtful thinking, measures, and actions in place, fully understand the importance and urgency of establishing a sound green, low-carbon, and circular development economic system, take it as an important part of high-quality development, further consolidate work responsibilities, and strengthen Supervise and urge implementation, and complete tasks with quality and quantity. All regions should study and propose specific measures based on local actual conditions, and devote more energy to implementation to ensure that policies and measures are implemented.
(28) Strengthen overall planning and coordination. All relevant departments of the State Council should strengthen coordination and cooperation to form a joint force. The National Development and Reform Commission should work with relevant departments to strengthen overall planning, coordination, supervision and guidance, do a good job in annual key work arrangements, promptly summarize the good experiences and models of relevant departments in various regions, and explore the compilation of annual green and low-carbon circular development reports.
