In order to implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implement the New Development Concept and Do a Good Job of Carbon Peaking and Carbon Neutralization", and promote our province's carbon peaking and carbon neutralization work to be at the forefront of the country, the following implementation opinions are hereby put forward.

1. General requirements

(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Party and the Second, Third, Fourth, Fifth, and Sixth Plenary Sessions of the 19th Central Committee, and thoroughly implement Xi Jinping's thought on ecological civilization, complete, accurate, Comprehensively implement the new development concept, focus on faithfully implementing the "Eight-Eight Strategy" and strive to create the main theme of "important windows", coordinate the four dimensions of economic development, energy security, carbon emissions, and residents' lives, in accordance with provincial overall planning, three-level linkage, Combination of different parts, coordination and efficient systemic promotion requirements, leverage the digital reform to promote the comprehensive green transformation of economic and social development, actively and steadily promote the work of carbon peaking and carbon neutralization, and accelerate the construction of a carbon peaking system in the "6+1" field. Striving to become a leading province of socialist modernization and a demonstration zone for high-quality development and building a common prosperity have laid a solid foundation.

(2) Main objectives

By 2025, an economic system of green, low-carbon and circular development will be basically formed, the energy utilization efficiency of key regions and industries will be greatly improved, some fields and industries will take the lead in reaching the peak, and the dual-carbon digital intelligence platform will be established and applied. Both the energy consumption per unit of GDP and the reduction rate of carbon dioxide emissions per unit of GDP have met the national targets; the proportion of non-fossil energy consumption has reached about 24%; the forest coverage rate has reached 61.5%, and the forest stock volume has reached 445 million cubic meters. The province's carbon peak has gradually reached its peak Tamping.

By 2030, the comprehensive green transformation of economic and social development will achieve remarkable results, the energy utilization efficiency of key energy-consuming industries will reach the international advanced level, and the total carbon dioxide emission control system will be basically established. The energy consumption per unit of GDP has dropped significantly; carbon dioxide emissions per unit of GDP have dropped by more than 65% compared with 2005; the proportion of non-fossil energy consumption has reached about 30%, and the total installed capacity of wind power and solar power has reached more than 54 million kilowatts; the forest coverage rate has stabilized at about 61.5% , the forest stock volume has reached about 515 million cubic meters, positive progress has been made in zero-carbon and negative-carbon technological innovation and industrial development, and carbon dioxide emissions have reached their peak and then stabilized and declined.

By 2060, a green and low-carbon circular economic system, a clean, low-carbon, safe and efficient energy system, and a long-term mechanism for carbon neutrality will be fully established, the overall energy utilization efficiency will reach the international advanced level, zero-carbon and negative-carbon technologies will be widely used, and non-fossil energy consumption The proportion reaches more than 80%, methane and other non-carbon dioxide greenhouse gas emissions are effectively controlled, and the goal of carbon neutrality is successfully achieved, creating a new realm of modern Zhejiang where man and nature coexist harmoniously.

2. Promoting green transformation of economic and social development

(1) Strengthen the guidance of green and low-carbon development planning. Integrate the requirements of carbon peak and carbon neutral goals into the medium and long-term planning of the province's economic and social development, and strengthen the connection and coordination with the national land space planning, special planning and local planning at all levels. Promote mountain-sea collaboration, land-sea coordination, and urban-rural integration to create a compact and intensive spatial pattern that is conducive to low-carbon development.

(2) Build a carbon peak, carbon neutral and digital intelligence governance system. Create a dual-carbon digital intelligence platform with multiple data sources, vertical and horizontal penetration, efficient collaboration, and closed-loop governance. Develop a batch of useful and practical multi-scenario applications to meet the actual needs of governments, enterprises and individuals. Promoting reform and innovation and system reshaping with digital means to achieve digital and intelligent carbon control.

(3) Improve the resource recycling system. Implement the upgraded version of the "991" action of circular economy, build a number of typical industrial chains of circular economy in the fields of industry, agriculture, etc., promote the comprehensive utilization of bulk solid waste, and build green and low-carbon parks. Improve the recycling network of renewable resources, promote the construction model of resource recycling cities (bases), and build a large circulation system for the whole society. Promote the extended producer responsibility system, develop high-end intelligent remanufacturing industries, and greatly increase the resource output rate.

3. Build a high-quality low-carbon industrial system

(1) Resolutely curb the blind development of high energy consumption and high emission projects. Improve the access standards for energy consumption of new and expanded industrial projects. Strictly implement the requirements for industrial restructuring, and strictly control the local planning of new projects in high-energy-consuming industries such as petrochemicals, chemical fibers, cement, steel, and data centers. Incorporate carbon emission intensity into the index system of "Acres of Heroes" and "Standard Land", and carry out pilot projects for carbon emission evaluation of construction projects. Strengthen overcapacity analysis, early warning and window guidance.

(2) Vigorously develop low-carbon and high-efficiency industries. Create world-class advanced manufacturing clusters such as new-generation information technology, automobiles and parts, green chemicals, modern textiles and clothing. Promote the basic reconstruction and upgrading of ten iconic industrial chains such as biomedicine and integrated circuits. Accelerate the development of strategic emerging industries such as life and health, new materials, and high-end equipment, and cultivate and develop green and low-carbon future industries. In-depth implementation of the "No. 1 Project" of the digital economy to promote the in-depth application of digital technology in manufacturing research and development, design, manufacturing, and management.

(3) Transform and upgrade high-carbon and high-efficiency industries. Implement the upgraded version of the traditional manufacturing transformation and upgrading plan, and build a national demonstration zone for the transformation and upgrading of traditional manufacturing industries. Promote the low-carbon transformation and upgrading of the manufacturing industry with a long industrial chain and a greater impact on people's livelihood, and implement competitiveness enhancement projects for small, medium and micro enterprises. Encourage the merger and reorganization of enterprises, and promote the exit of backward production capacity through market-oriented means. Fully promote clean production, and integrate low-carbon concepts into the construction of industrial parks, industrial bases, small and micro enterprise parks and other platforms.

4. Construct a green and low-carbon modern energy system

(1) In-depth implementation of dual controls on energy consumption intensity and total energy consumption. Strictly control the intensity of energy consumption and carbon dioxide emissions, reasonably control the total energy consumption, implement the requirement that new renewable energy and energy consumption of raw materials not be included in the total energy consumption control, and actively promote the "dual control" of energy consumption towards total carbon emissions and Intensity "dual control" shift. Strengthen the connection between development planning, regional layout, industrial structure, major projects and the "dual control" policy requirements for carbon emissions and energy consumption. Revise and improve the system of energy-saving policies and regulations, strictly implement energy-saving inspections, and strengthen energy-saving supervision and law enforcement. Fully implement energy budget management and strengthen energy consumption monitoring and early warning.

(2) Vigorously promote the improvement of energy efficiency. Carry out special actions led by energy efficiency innovation, continue to deepen energy conservation in key areas such as industry, construction, transportation, public institutions, commercial circulation, agriculture and rural areas, and improve the energy efficiency of new infrastructure such as data centers and fifth-generation mobile communication networks. Implement an upgraded version of the regional energy assessment of major platforms, and fully implement the access mechanism of "regional energy assessment + industrial energy efficiency technical standards". Organize and carry out energy-saving diagnostic services, promote industrial energy-saving and carbon-reduction technological transformation, and create energy efficiency leaders.

(3) Strictly control high-carbon energy consumption. Coordinate energy security and low-carbon development, strictly control the total amount of coal consumption, efficiently develop clean coal power, and orderly promote the gradual transformation of coal power from a dominant power source to a basic guaranteed power source. Strictly control new coal-consuming projects, and implement coal reduction and substitution in new and expanded projects. Encourage enterprises to transform their production processes from coal technology, continue to implement coal-to-gas projects, and actively promote electric energy substitution.

(4) Actively develop low-carbon energy. Implement the "scenery multiplication" project, promote the "photovoltaic + agriculture, fishery and forestry" development model, promote the photovoltaic construction of the whole county, and build several million-kilowatt offshore wind power bases. Develop renewable energy power generation such as biomass energy and ocean energy according to local conditions. Actively, safely and orderly develop nuclear power, and build coastal nuclear power bases. Coordinate and promote the development of the whole chain of hydrogen energy production, storage and transportation. Expand the scale of natural gas power generation utilization. Promote the layout and construction of pumped storage power stations in an orderly manner. Accelerate the construction of energy storage facilities, and encourage applications such as the integration of "source, network, load and storage". Continue to increase the proportion of clean energy transported by established UHV channels, and fully promote the construction of the fourth UHV DC channel to Zhejiang.

(5) Promote the modernization of the energy governance system. Accelerate the digital and intelligent development of the entire energy industry chain, promote the construction of a diversified, integrated and highly resilient power grid, and improve the provincial power market system that focuses on medium and long-term transactions and supplements the spot market. Accelerate the construction of a new power system with new energy as the main body. Carry out green power trading to promote the consumption of renewable energy. Promote the reform of direct upstream and downstream transactions in the natural gas field, independent pipeline networks, and separation of pipelines and sales. Deepen the reform of the market-based allocation of energy resources and improve the energy use right trading system. Establish a digital supervision mechanism for the entire life cycle of the energy industry, and strengthen energy monitoring and early warning.

V. Promoting the low-carbon transformation of the transportation system

(1) Promote the low-carbonization of transportation equipment. Increase policy support for new energy promotion, promote the application of transportation equipment powered by new energy such as electricity and hydrogen energy, accelerate the replacement of urban public transport and general official vehicles with new energy, and guide the development of new energy vehicles in society. Completely phase out old operating diesel trucks with emission standards below National III, and gradually increase the elimination standards for diesel trucks. Strictly set restricted areas and time periods for vehicles with high carbon emissions.

(2) Optimizing the transportation structure. Promote bulk cargo and medium-to-long-distance transportation of "road-to-water" and "road-to-rail", vigorously develop multimodal transport with "four-port linkage" as the core, and continue to increase the proportion of railway and waterway freight volumes in total freight. Promote the large-scale, van-type and professional development of road freight transportation. Accelerate the development of green logistics, strengthen the integration of transportation capacity, vehicle and cargo matching, and the integration of supply chain and logistics chain, and improve the efficiency of freight organization. Fully implement the bus priority strategy, and steadily develop shared transportation.

(3) Accelerate the construction of low-carbon transportation infrastructure. Incorporate the green and low-carbon concept into the entire process of transportation infrastructure planning, design, construction, operation and maintenance, and accelerate the construction of beautiful roads, beautiful waterways, and urban and rural greenway networks. Promote the construction of low-carbon transportation hubs such as road and water service areas, bus interchange centers, and ports. Accelerate the construction of infrastructure such as charging (replacing) electricity and port shore power, and build an intelligent service platform for charging infrastructure information. Promote the construction of comprehensive energy supply service stations and hydrogen refueling stations.

6. Promote the greening of the whole process of construction

(1) Improve the green level of new buildings. Revise the energy-saving design standards for public buildings and residential buildings. Fully implement the green and low-carbon concept in all aspects of urban and rural construction, and vigorously promote the construction of a zero-carbon future community. Moderately control the construction of large-scale commercial buildings such as urban modern commercial complexes. Promote green construction actions and vigorously develop prefabricated buildings such as steel structures. Improve the star-rated green building labeling system, and build an online monitoring and statistical analysis platform for large-scale building energy consumption. Comprehensively promote green and low-carbon building materials and promote the recycling of building materials.

(2) Promote energy-saving and low-carbon transformation of existing buildings. Carry out energy efficiency improvement actions, and orderly promote energy-saving transformation and equipment renewal. Strengthen low-carbon operation management, improve and optimize energy-saving and carbon-reduction control strategies. Promote building energy consumption statistics, energy audits, and energy efficiency announcements, and explore carbon emission statistics, carbon audits, and carbon efficiency announcements. Improve building renovation standards, and gradually implement building energy consumption quotas and carbon emission quota management. Strengthen the intelligent management of building energy use, and promote the construction of smart energy use parks.

(3) Strengthen the application of renewable energy in buildings. Increase the proportion of renewable energy utilization in buildings, develop building-integrated photovoltaic power generation systems, promote ground-source heat pump heating and cooling and biomass energy utilization technologies according to local conditions, and strengthen the application of other renewable energy systems such as air-source heat pump hot water. In combination with future community construction, vigorously promote green and low-carbon ecological urban areas, high-star green and low-carbon buildings, and ultra-low energy consumption buildings.


7. Promoting low-carbon development of agriculture, forestry, animal husbandry and fishery

(1) Vigorously develop ecological agriculture. Strengthen the construction of high-standard farmland, improve the quality of cultivated land, and deepen the reform of "two systems of fertilizer and medicine". Promote the recycling of agricultural waste, and develop the organic fertilizer, nutrient soil and matrix soil industries. Strengthen the integration and promotion of crop straw comprehensive utilization technologies. Promote the high-quality development of animal husbandry and fishery. Promote low-carbon agricultural models such as agriculture-solar complementarity, "photovoltaic + facility agriculture" and "offshore wind power + marine pasture". Accelerate the establishment of accounting standards for agricultural carbon sinks, and promote the research and development, promotion and application of agricultural ecological technologies and sink-increasing technologies.

(2) Consolidate and improve forestry carbon sinks. Fully implement the forest chief system to protect and develop forest resources. Implement scientific afforestation, organize land afforestation actions, and effectively increase forest area. Strengthen the tending of young and medium-sized forests, the cultivation of precious tree species and large-diameter timber, and the construction of beautiful ecological corridors, accurately improve the quality of forests, and increase forest stock volume. Establish a restoration system for degraded natural forests. Strengthen the prevention and control of forestry pests such as pine wood nematode disease and forest fire prevention. Strengthen scientific and technological support for forestry carbon sinks, and continuously improve forestry carbon sink capabilities.

(3) Enhance the carbon sequestration capacity of marine wetlands and other systems. Actively promote the development and utilization of marine carbon sinks such as large seaweeds and mangroves, and comprehensively carry out various blue carbon pilot projects. Accelerate the promotion of shallow sea shellfish farming, and explore the development of marine carbon sink fishery. Strengthen the construction and management of marine protected areas, pay attention to the overall planning of land and sea, and increase the reserve of marine carbon sink resources in coastal cities. Strengthen wetland protection, improve the wetland classification management system, implement wetland protection and restoration projects, restore and comprehensively remediate natural wetlands that are contiguous, severely fragmented, and functionally degraded, and enhance the carbon sequestration capacity of wetlands.

8. Promote a green and low-carbon lifestyle

(1) Strengthen the public's concept of energy saving and carbon reduction. Make energy conservation and carbon reduction an important part of the national education system and cadre training and education system, hold national energy conservation publicity week, national low carbon day, world environment day and other themed publicity activities, deepen the action of "everyone becomes a gardener, everywhere becomes a garden" A good public opinion atmosphere for the participation of the whole society. Support and encourage news media, the public, and social organizations to supervise energy conservation and carbon reduction.

(2) Cultivate a green way of life. Carry out in-depth green life actions, build green schools, green shopping malls, etc. Carry out green travel actions, formulate green travel incentive mechanisms and preferential policies, and guide the public to give priority to green travel methods such as public transportation, walking and cycling. Carry out in-depth plastic pollution control campaigns, and continue to promote the entire chain of plastic pollution control. Fully implement the sorting and recycling of domestic waste, promote the "Internet +" and other waste and used goods trading models, promote the application of green packaging, and reduce the use of disposable consumer goods.

(3) Carry out universal carbon inclusive action. Accelerate the improvement of systems such as "carbon label" and "carbon footprint", and promote carbon inclusive products such as carbon credits. Promote the construction of a unified carbon inclusive application in the province, and gradually join projects such as green travel, green consumption, green living, green catering, and voluntary tree planting for all. Strengthen incentive safeguards, establish a sound operating mechanism, and guide the public to practice the concept of green and low-carbon life.

9. Implement the green and low-carbon technology innovation strategy

(1) Accelerate the research on key core technologies. Formulate a roadmap for carbon peaking and carbon neutralization technology, and implement the "Double Spikes and Double Collars" plan in depth. Focusing on zero-carbon power, zero-carbon non-electric energy, zero-carbon process reshaping, zero-carbon system coupling, carbon capture utilization and storage, and ecological carbon sinks, innovate scientific research and research mechanisms, and implement key core technologies by adopting methods such as unveiling the list and leading the way Innovate projects to promote the integration and optimization of low-carbon technologies.

Vigorously cultivate innovative enterprises with green and low-carbon technologies, and continue to promote the construction of provincial-level sustainable development innovation demonstration zones. Actively integrate into the innovation cooperation in the Yangtze River Delta region, build a carrier for international scientific and technological cooperation, and build a coordinated development ecosystem.

10. Improving policies, regulations and statistical monitoring system

(1) Improve the system of regulations and standards. Incorporate carbon peaking and carbon neutrality into relevant regulations and revisions. Establish and improve the carbon emission access system in key areas, and gradually increase the access threshold for incremental projects. Strictly implement the guidance catalog for industrial restructuring and the target of eliminating backward production capacity in key industries, and promote the establishment of a stock exit and elimination standard system covering key industries and key fields. Strengthen funding guarantees for green and low-carbon development, steadily increase the proportion of green loans, expand the scale of green bond issuance, and promote green insurance such as environmental pollution liability insurance. Promote the construction of Huzhou and Quzhou Green Finance Reform and Innovation Pilot Zones, and deepen the construction of local norms and standards for green finance. Actively strive for national climate investment and financing pilot projects, promote innovation in carbon financial products and services, and improve environmental and climate risk management capabilities. Encourage social capital to set up investment funds for green and low-carbon industries. Support qualified green enterprises to go public for financing and refinancing.

(4) Improve statistics and monitoring capabilities. According to the requirements of the national unified and standardized carbon emission statistics and accounting system, build a provincial-level carbon emission statistics and accounting system, explore and formulate carbon emission accounting methods at the city and county levels, unify the accounting caliber, and strengthen greenhouse gas monitoring. Continue to improve the quality of energy statistical data, carry out ecosystem carbon sink measurement, monitoring and evaluation, promote forest and ocean carbon sink measurement and monitoring methodology research, and explore wetland carbon sink measurement and monitoring research.

11. Innovating the promotion mechanism of green development

(1) Cultivate a market trading mechanism. Fully participate in the national carbon emission trading market, and establish a provincial carbon emission quota management mechanism. Establish a carbon sink compensation and trading mechanism, and explore the inclusion of carbon sinks in the scope of ecological protection compensation. Deepen the reform of energy use rights, explore the establishment of a system for the paid use and trading of energy use rights based on energy efficiency technical standards, and explore comprehensive trading pilots for multiple energy resource markets. Deepen the pilot construction of the "Two Mountains Bank", expand the transformation channel of "green water and lush mountains are golden mountains and silver mountains", and improve the value realization mechanism of ecological products. Relying on the National Green Technology Trading Center to create a carbon-neutral technology online trading platform for the whole country and even the world, and promote the transformation and utilization of green and low-carbon technologies.

(2) Innovate green production and consumption management mechanisms. Fully implement green production and consumption methods. Formulate a list of investment invitations for green projects, and open up green channels for low-carbon and high-efficiency industrial projects. Formulate and publish a green technology promotion catalog to form a technology-driven green industry development model. Increase the proportion of green products in government procurement, and guide enterprises and residents to purchase green products. Improve the green trade system, support enterprises to carry out "carbon labeling" practices, and actively respond to trade rules such as carbon border adjustment mechanisms.

(3) Promoting multi-field and multi-level diversified low (zero) carbon pilot projects. Carry out pilot projects in key areas such as energy, industry, construction, transportation, agriculture, residents' lives, and carbon sinks, as well as pilot projects in low (zero) carbon counties and villages. Summarize and refine the experience of low (zero) carbon development in Zhejiang in a timely manner, and strengthen publicity and promotion.

12. Safeguard measures

(1) Strengthen organizational leadership. The provincial carbon peak carbon neutral work leading group guides and coordinates the work of carbon peak and carbon neutrality. The Provincial Carbon Peak Carbon Neutrality Work Leading Group Office strengthened work planning, follow-up assessment and supervision and inspection, coordinated and resolved major problems encountered in the implementation, and all relevant departments cooperated closely to form a joint force. The party committees and governments of all cities and counties (cities, districts) have compacted their responsibilities, and clarified the goals, tasks and implementation measures of their regions.

(2) Strengthen supervision and assessment. Incorporate carbon peak and carbon neutrality related indicators into the comprehensive evaluation system of economic and social development as an important part of the evaluation of party and government leading groups and leading cadres. Establish a carbon peak target responsibility assessment list and a closed-loop management mechanism, strengthen supervision incentives and assessment accountability, and include relevant situations in the scope of provincial ecological and environmental protection supervision. The implementation situation of relevant departments in various places is reported to the provincial party committee and the provincial government every year.

(3) Strengthen capacity building. Strengthen regional exchanges and cooperation, and encourage activities such as domestic and foreign cooperative research, training and inspections, exchanges and seminars in the field of green and low-carbon circular development. Strengthen the training of leading cadres at all levels and enterprise managers, and effectively enhance the ability to promote green and low-carbon development.
