In order to implement the deployment of the provincial party committee and the provincial government to promote the carbon neutralization of carbon peaks and accelerate the construction of green and low-carbon industrial parks, the relevant matters are hereby notified as follows:

1. Work objectives

By 2025, qualified industrial parks above the provincial level (including various industrial parks such as economic and technological development zones, economic development zones, and high-tech industrial development zones) will carry out green and low-carbon cycle transformation to realize energy, water, land, etc. in the parks. The efficiency of resource utilization has been greatly improved, the generation of carbon dioxide, wastewater and solid waste has been greatly reduced, and the level of air pollutant emission control has been significantly improved. 50 provincial-level green and low-carbon industrial parks have been established, basically forming a long-term mechanism to promote the green and low-carbon development of industrial parks.

2. Main tasks

(1) Promoting efficient and clean utilization of energy. Organize and carry out energy-saving diagnostic services for industrial enterprises, promote energy-saving and carbon-reducing technological transformation, promote the optimization and upgrading of enterprise product structure, production technology, and technical equipment, and promote energy cascade utilization and waste heat and pressure recovery and utilization. Support enterprises to build photovoltaic, solar thermal, ground source heat pumps and smart micro-grids. When applicable, wind energy, biomass energy, etc. can be used to increase the proportion of renewable energy use.

(2) Promote resource conservation, intensive recycling. Promote the recycling of water resources, increase the reuse of industrial water and reuse of reclaimed water, and increase the output rate of water resources. Guided by the evaluation of "heroes on average per mu", promote enterprises to increase the output rate of land resources per unit area. Establish the concept of "zero waste city", guide enterprises to strengthen the reduction and comprehensive utilization of industrial solid waste at the source, and fully recycle waste heat resources, waste gas resources and renewable resources.

(3) Accelerating infrastructure construction and upgrading. Strengthen the construction and upgrading of centralized treatment facilities for industrial wastewater, waste gas, waste residue and other pollutants, and deepen the construction of "zero direct sewage discharge area". New buildings should be designed, constructed and operated in accordance with the requirements of GB/T 50378 and GB/T 50878 to reduce the consumption of building energy resources. Construct public transportation facilities in the park with energy-saving or new energy buses as the main body.

(4) Promote the optimization and upgrading of industrial structure. Promote the green and low-carbon transformation of high-carbon industries, focus on the development of green industries such as high-tech industries, energy conservation and environmental protection, and new energy, encourage the development of modern service industries such as information technology services, consulting services, energy conservation and environmental protection services, and productive support services, and promote industrial parks. Structural greening and low carbonization.

(5) Create a green and low-carbon ecological environment. Fully implement the harmless treatment of industrial solid waste, and promote the pilot project of synergistic synergies in pollution reduction and carbon reduction. The key enterprises in the park fully implement clean production, and encourage enterprises to adopt low-carbon technology and environmental protection technology measures to reduce the intensity of pollutant discharge and waste production. Strengthen the monitoring of air, soil and groundwater environmental quality in the park, and increase the green coverage. Standardize and implement the requirements for the management and control of groundwater pollution risks in key industrial parks and key enterprises.

(6) Improve the level of green intelligence in operation management. Combined with the industrial base of the park, establish a standard system for green and low-carbon industrial parks. Pay attention to the guidance of planning, and prepare a development plan for green and low-carbon industrial parks every five years. Establish an online monitoring and management platform for energy consumption and an environmental monitoring management platform, regularly analyze monitoring data and propose continuous improvement measures. Create a local area network to regularly publish information on green and low-carbon development.

3. Organization and implementation

(1) Improve the promotion mechanism

1. Improve the leadership mechanism. The Provincial Economic and Information Department, together with relevant departments, is responsible for the overall deployment and organization and coordination of the construction of green and low-carbon industrial parks in the province, and promotes the establishment of national-level and provincial-level green and low-carbon industrial parks. The management committees of economic and technological development zones, economic development zones, high-tech zones and other parks must implement their main responsibilities and establish a promotion mechanism for the construction of green and low-carbon industrial parks. 2. Improve the indicator system. 3. Strengthen assessment efforts. Timely revise the "Zhejiang Provincial Development Zones Comprehensive Evaluation Measures", "Zhejiang High-tech Industrial Development Zones (Parks) Evaluation Measures" and other management measures, and include the construction of green and low-carbon industrial parks, the circular transformation of parks and related indicators into economic development zones, High-tech zones and other comprehensive development level evaluation systems will carry out key assessments. 4. Strengthen publicity and guidance. Encourage the park and enterprises in the park to issue green and low-carbon development reports on an annual basis. 5. Strengthen the allocation of funds. Expand the issuance of green credit, and support financial institutions to implement policies such as technical transformation financing without repayment of principal and renewal of loans, and medium and long-term loans. 6. Strengthen elemental support. 7. Improve the investment promotion policy. 8. Strengthen science and technology policy. 9. Improve the application of results. Take the construction of green and low-carbon industrial parks as an important part of the creation of ecological civilization demonstrations and global "zero-waste cities". Prioritize key construction projects in green and low-carbon industrial parks in the green channel for approval of major projects. (3) Strengthen supervision and guidance

10. Deepen guidance services. Support the park to rely on third-party service agencies to carry out environmental infrastructure operations, pollution discharge supervision, contract energy management, environmental performance review and park corporate social responsibility assessment. 11. Strengthen dynamic management.
